this week, production cuts due to weaker demand than expected. this earnings report due today will include sales of the iphone 8, iphone 8 plus and the iphone x. back to you. all right, jessica, thank you. abc 7 news lesuews learned t seismic movement created a break over the weekend. tom broker says a rupture occurred around the hayward fault, ripping the street there. it created a large sinkhole on sunday. it caused a fast moving river of water, mud and rock. this picture shows where the fault is relative to the pipe's failure. >> it's moving about a fifth of an inch per year. and that doesn't sound like much. but in 40 years, it's getting close to ten inches of motion. so ten inches of motion is

enough to stretch some pipes. >> the last big one on the hayward fault was 150 years ago. experts say we are due for another one. the san francisco district attorney's office will toss out or reduce thousands of criminal convictions for marijuana that go back decades. the d.a. says more than 3,000 misdemeanor convictions will be reversed and the defendants' records expunged. his office will take another look at nearly 5,000 felony convictions. the move is allowed under the ballot measure that legalized recreational cannabis. the convictions no longer make sense. >> i believe that long ago we lost our ability to distinguish the dangerous from the nuisance. it has broken our pocketbooks, the fabric of many of our communities and we have not been any safer for it. >> important to know that people who have been convicted of violent felonies are not eligible. happening today, possible help for marijuana merchants. a committee will hold a hearing to consider the creation of a public municipal bank in the

city. right now they're operating on a cash-only basis because of federal laws against the drugs. banks are afraid to take their money out of fear of future legal trouble. san francisco voters are a step closer to deciding if they want to pay more taxes to give teachers more money. the examiner reports that school leaders submitted more than 16,000 signatures to put a tax measure on the june ballot. it would raise about $50 million a year for teacher salaries and education technology. it would cost property owners almost $300 a year. san francisco, like other bay area cities faces a teacher shortage driven by the high cost of living. state water managers will conduct a snow pack survey. last month's in eldorado found virtually no snow following an extremely dry december. after recent storms, electronic sensors show levels are

currently one-third of normal. the survey happens at 11:00 a.m. today. we have a commuter alert starting your morning commute with a major b.a.r.t. delay between the fremont and warm springs line due to a derailed maintenance vehicle they're trying to move off of tracks. for now, b.a.r.t. is saying to expect major delays because they're single tracking between union city and south hayward this morning. otherwise, we're taking a look at the east shore freeway. the traffic flow is nice at the limit past golden gate fields and on to fudge on to t -- mike, what does the day look like today? >> it looks a lot like yesterday. the temperatures will be a little warmer. we're starting off warmer this morning. no 30s. we have mid to upper 40s in most neighborhoods. at least in the east bay. 51 in concord and antioch. pittsburg and brentwood.

here's mt. tamalpais. limited fog. haven't found any yet. there's a chance some could develop in the north bay. mass transit, milder this morning. milder this afternoon and another quiet weather pattern if you're taking a ferry today. take a look at san francisco. we're going to break out in the 50s today. and head into the low to mid-60s with the high clouds and sunshine that starts at noon and hang around through 4:00. we'll be in the mid-50s by the time we get to 8:00. in the south bay, even warmer. even though we're starting off at 50, 59 at 10:00. 67 at noon. spiking in the low 70s at 2:00. then hanging out in the 60s all the way through 8:00. now, tomorrow is groundhog day. but our chances of rain forecast has been showing us the same thing over and over. just like the movie. we'll take a look at record high temperatures coming in the seven-day forecast. natasha. >> mike, thank you. a hospital in the east bay tries to squelch rumors that it's closing soon.

even an 84 in palm springs with afternoon high clouds. 70s and sunshine in monterey. 75 in redding. here's a look at the snow pack, at least electronically. still about 30% of average. but that will start shrinking through the next couple days. we're going to be near record high temperatures, especially on sunday, monday, tuesday and wednesday. reports coming in from japan say 11 people have died in a fire that engulfed a home for the elderly. i want to show you brand new video in overnight. you can see huge flames. the fire happened on the northern island of ha cade owe. at least five people were rescued. the fire is under investigation right now. the building was reported to be a former inn converted to housing for elderly welfare recipients. health officials plan to keep alta base medical center in

berkeley open for at least ten more years despite rumors they might close. the facility faces no imminent closure and sutter plans new urgent care in berkeley. it expects to expand nearby in oakland. a year ago, it planned to close it by 2030 to avoid the cost of meeting the state's tough earthquake safety standards. it would leave berkeley without an emergency room. donald m. elementary school closed in june of 2017 after soil tests found the campus was at risk of lick ko >> necessity plan to hold community meetings to get ideas on ways to come up with the funds. good news to report from the north bay wildfire zone. a nonprofit for the blind called lighthouse says it will be able to open its summer camp this year. the fire destroyed some of the

cabins and bathrooms in napa at enchanted hills. enough survived for the camp to continue. they will begin accepting applications on february 7th. a little later than usual. the deadly fires in the north bay and southern california are now the most expensive wildfires in state history. insurance claims have reached $11.8 billion. the state insurance commissioner is confident insurance companies have the means to pay the claims, which he thinks are covered. >> the state law is that if the evidence shows that an uncovered peril, in this case the mudslides, was caused by a covered peril, in this case, the fire, they should pay. that's what the preliminary indications are. that's what i expect them to do. >> the state cautions the claims do not include the losses associated with those in santa barbara county. the peacock comfort animal

is -- disability advocates say this will only hurt people who need the legitimate service animals. abc 7 news reporter, katie marzullo has the story from mineta san jose. >> this woman is wrangling her peacock into the airport. >> from birds to pigs and an albino hedgehog, an airplane can feel more like noah's ark. the institute on disability says the absurd stories detract from the real struggles people face. >> you don't hear about all the people that are refused entry to places or the people that really do benefit in a deep way. >> but there is fraud. people can easily get a certificate online, turning their regular pet into an emotional support animal. >> delta airlines announced new rules requiring more proof of an animal's service or health qualifications. the president of golden state guide dog handlers say the programs are contesting the new policy. in a statement, alice turner wrote, if airlines followed the

ada guidelines for what is legal for a service animal, we would not be in this horrible situation of traveling with fake service animals of all types. air travelers in san jose said dogs on planes don't bother them too much except -- >> i feel for the animal as well, kind of being squeezed in the feet. there's barely room for my own leg >> i'm very allergic to cats and dogs. i'm very sensitive to that. >> delta's new policy takes effect march 1st. in san jose, katie marzullo, abc 7 news. if you ever wanted to get up close and personal with baby seals and sea lions, here's your chance. they're looking for volunteers to help with an influx of young animals brought to them in the coming months. many will be baby seals and sea lions separated from their moms. volunteers will help prepare food and feed the hungry sea mammals that despite their young age already have voracious appetites. >> sometimes they separate

pretty easy to follow in place for you. give yourself a little extra time. let's talk about weatherwise. open up the window on sutro tower. it looks nice. all that clean air. we're in a stagnant pattern. spring is here. get ready for record highs, the dry pattern lasts at least the first two weeks of this month. as far as live doppler 7, you can see we have high clouds out there. it's going to remain dry and mild because of that. those high clouds are not giving up their moisture. they're going to dim the sunshine a little bit. imagine how much warmer we'd be with full-on sunshine. santa cruz, san jose, morgan hill, concord, antioch, livermore, fairfield, napa, santa rosa, lakeport and ukiah. if i didn't mention your city, you'll get to the 70s soon. san francisco, oakland, 67 degrees. palo alto, fremont, about 69.

tonight, a little bit of fog in the central valley. otherwise, we're going to have high clouds once again. temperatures mainly in the mid to upper 40s. places like san mateo and san francisco, low to mid-50s. here's my accuweather, seven-day forecast. 60s at the coast again tomorrow with low to mid-70s for the rest of us. there you go at the coast. you get your 70s and our best chance of records saturday. we'll keep this pattern all the way through wednesday. reggie, natasha? >> thanks, mike. gas prices could be hitting $4 in california by memorial day. gas petty reports prices at the pump are already up close to 50 cents compared to the same time last year. one reason for the spike is u.s. oil supplies have been dropping over the past ten weeks. with low supply and high demand, prices rise. the last time california has paid 4 bucks a gallon was july 2014. forget the gym. your own two feet can help you lose weight without even moving.
