kalanick admitted talking with him while he was still a google employee. >> police are investigating a robbery after a student was held at gunpoint outside of a hall. it happened on channing way shortly before 1:00 on monday morning. the 19-year-old student was standing in front of putnam hall when four people approached him. one pointed a gun at him and demanded property. no word on what was taken. the robbers ran away and the student was not hurt. new details on san francisco's plan for two navigation centers. the city is going to negotiate a lease with cal trans to open centers like the one you see here on state property. one location at fifth and bryant streets would accommodate about 80 homeless people. another site on division circle and south van ness who house more people. they would open in july. an effort to keep the winter home in sunnyvale open all year

i want to jump in because the sacramento bee released this article this morning. a lot of folks in the bay area will be interested. it could soon be harder to rent a vacation home in south lake tahoe. here's the article. activists are pushing for a ballot measure that would make operating a vacation rental unlawful in much of the city. the measure hopes to eliminate about 1400 vacation rentals over the next three years. that is about 75% of current license rentals there. and the reason is because of loud parties, overcrowded

check out what's going on today. 15 to 18 degrees. we should still be around 58 to 61. today we'll be 74 to 76 degrees. some areas up in the north bay pushing 80. it's 6:24. here's that story that has so many of you talking this morning. a cat rescued from the north bay wildfires now at the center of a heated custody battle. that cat is named mack. it disappeared during the firestorm in october. he ended up in a local shelter. eventually he found a new home. two months after the fire, shelby wallace, mack's original owner, learned he was living with a new adoptive family. here's the problem. they don't want the cat to go back to the original owner. >> you split a family up and are you okay with that at the end of the day?

>> sonoma county animal services confirms through dna that this is this woman's cat. wallace invoked a unique ordinance to allow families of lost and adoptive pets to file a claim to get the pet back. until this dispute is settled, possibly even in court, the shelter is now serving as a go-between. >> crazy story. >> so we're asking you, i have it on twitter and facebook, what do you think should happen next? we have developments at the richmond crscrap metal yard whe there was a fire. they're hitting the metal company for a public nuisance and illegal open burning. the company should have prevented the fire. a fire at that recycling yard forced a shelter in place and toll workers at the richmond-san rafael bridge had to be evacuated. as for fines and penalties, area drico physicians say those are under review and will be handed down later. the muni app is so popular

the area. >> reporter: hi, reggie. they lessened to testimony last night for about four hours. they want to take what they've heard and reconsider the proposal. they heard a lot of concern from people about privacy. a lot of people were worried about the information on the cameras will be given to federal immigration officials. a city council official said she wants the proposal rewritten to say i.c.e. will never get information from these cameras. there was also concern that people didn't get enough time to talk last night. each speaker was given three minutes to speak. >> i do think the public should be heard in more than just three minutes. i mean, this is the first time we've had this discussion and there are some concerns that i think would shape what you're going to ask for. >> reporter: the police chief wants the license plate reading cameras placed around alameda to

under way right now. back to you. jessica, thank you. happening today, a mountain view tutor accused of lewd acts with two chirp faces arraignment and police are searching for more victim. s. they received a call from a parent saying his child was molested by liu. an investigation turned up another victim. the two students are 10 and 11. liu worked there and volunteered at other places. the newest supervisor of san francisco is holding police accountable for the big jump in car break-ins in the city. the examiner reports katherine stephanie plans regular hearings on this issue starting in about a month. stephanie says there are about 85 car break-ins every day. she says it shouldn't be a toll you have to pay to live in san francisco. interim mayor mark farrell picked her to fill his vacant

about a 45-minute ride from hercules across the corridor into san francisco. that includes the delay there at the bay bridge. all right. checking on a couple of problems in san francisco. we have northbound 280 near highway 1. slow lane blocked with an accident as you approach daly city. and this just reported. this could be a bad one. southbound 101 before 280. four cars, two left lanes blocked. you can see the sensors stacking up on to the 80 split coming off the bay bridge. so we'll be back with more details on this in a couple minutes. thank you, sue. a new bill pushing for ride hailing services like uber and lyft to be all-electric. the drivers who decide to purchase all-electric cars would get money back. democratic state senator nancy skinner of berkeley is behind this bill. she's calling for more zero emission and electric cars within the next ten years. the legislation would use up to $300 million in state funding for rebates. it is specifically aimed at ride hailing drivers who incentivize

somewhat predicted an early trading. now it's back in the green. a lot of people keeping their fingers crossed that this is going to be a good day for wall street. we'll keep our eyes on things throughout the day. back to you. >> jessica, appreciate it. thank you. now to the morning money report. a new warning about your tv. >> a new investigation by consumer reports. it finds millions of smart tvs could be hacked. the problem affects samsung and other brands that use the roku tv program. consumer reports able to show how hackers can take over your tv changing the channels, turning the volume up full blast. >> this happens because many smart tvs have a programming interface called an api that lets you use your smartphone or tablet as a remote control over wi- wi-fi. in some cases we found that this api was not properly secured and could let a hacker control your tv. >> samsung and roku both responded to the report saying they take privacy and security seriously. tcl referred to roku's response.

michael finney is tracking this new report and will have more on this tonight on abc 7 news at 6:00. going out of business sales could start at stores today. it plans to close 182 stores last month including some in the bay area. at least a dozen of the stores are taken off the closure list. the sales will last until april. if you paid full price to replace your iphone battery, you could get a refund. the move comes after the controversy when it was revealed apple was slowing down older iphones to preserve aging batteries. at the time, apple reduced the cost of battery replacement from 79 bucks to 29 bucks. now it's considering refunding people who paid the full price. it will publish additional information in the future. the u.s. promising tougher sanctions against north korea. vice president mike pence says they plan to unveil the toughest and most aggressive sanction

yet. he's in japan right now ahead of the olympic games that will start in south korea within days. pence will lead the u.s. delegation. he says part of his mission is to ensure that the north quote, can't hijack the games. on a related note, the sister of kim jong un will be part of the north's delegation. president trump has ordered the pentagon to plan a military parade through washington, d.c. the president was inspired, apparently, by last year's bastille day parade in paris which he attended. he wants a celebration to show appreciation for the military. the parade would include marching troops, rolling tanks and other military equipment. gma's robin roberts asked martha raddatz this big question. >> who is going to pay for it? how much is it going to cost? >> oh, a lot of money. it could cost millions and we would pay for it. our military, by the way, is still deployed around the world. has been fighting one war after another. there are readiness issues, budget issues. >> raddatz says the plan is to

and san francisco and san mateo. low to mid-50s. the cooling hits the coast. friday, for the rest of us saturday. each with a change of temperatures, it's still going to be dry. hi, sue. good morning. a couple of problem spots. ace train number 1 on the move again. it was stuck due to track maintenance between fremont and great america. but now it's running about 17 minutes late as it's moving into santa clara. ace trains 3 and 5 are looking real good and on time. >> the big problem spot this morning, now an accident. southbound 101 blocking two lanes before 280. if we zoom out, you can see the backup now headed on to the skyway as you come off of the bay bridge. they're trying to clear the lanes. for now, not a real good alternate for you unless you take the 280 extension southbound. that's probably the best way to avoid this. again, it's southbound before 280 on 101, two lanes blocked. the two left lanes. thank you, sue. a new survey says you're seeing

fewer drivers using cell phones behind the wheel. the state's office of traffic safety says less than 4% of drivers now pick up and use their devices. that is half of the number from a year ago. part of the reason, a law that went into effect in january of 2017 prohibiting drivers from holding cell phones on the road. also, more of us are aware of the danger of distracted drivin and more of us are using hands-free technology. more children have been affected by drinking during pregnancy than previously thought. according to a study published in the journal of the american medical association. up to 1 in 20 american kids falls somewhere on the spectrum of disorders caused by maternal drinking. some experts say that the new study overestimates and under estimates the prevalence in different ways because of the way the data was collected. fetal alcohol spectrum disorders include abnormal growth and disabilities and behavioral problems. jim carrey urging people to delete facebook accounts and
