government by midnight sparking the second shutdown in less than a month. the reason, rand paul's issue with the sweeping two-year budget deal that comes with a half trillion dollar price tag. >> this is exploding, this deficit is exploding and there really -- there isn't the alarm you should see. >> reporter: for hours paul held up a vote on the bipartisan agreement brokered by senate leaders. >> my friend and colleague from kentucky does not join the president in supporting the bill. and it's his right, of course, to vote against the bill, but i would argue that it's time to vote. >> reporter: just before 2:00 a.m. the sole opposition stepped aside making way for a vote and the senate passing the bill 71-28. >> with an amendment it's agreed to. >> reporter: moving to the house another fight against the huge increase in spending. >> you get some things you like. you give the other side things they like. >> the budget boosts defense in domestic spending, includes billions for infrastructure, opioid treatment and the children's health insurance program.

>> this spending bill is a debt junkie's dream. >> nobody wants a shutdown. >> reporter: an early morning debate. >> the motion is adopted. >> reporter: just after 5:00 a.m. house members took a vote approving to fund and reopen the government. after an early morning debate members voted after 5:00 a.m. approving to fund and reopen the government. house speaker paul ryan said congress will solve the problem and protect the dreamers who are at risk of deportation next month. after the vote in the senate mitch mcconnell laid the ground work to begin the immigration debate next week. diane and kendis. >> it's getting a little too familiar. and the white house is struggling to explain why a top aide was allowed to stay on the job despite domestic violence allegations. sources say senior officials knew about the allegations against rob porter for months. chief of staff john kelly initially defended the staff secretary after he resigned but last night kelly sent a memo to staffers saying the white house takes domestic violence very

seriously. porter's second wife tells cnn he asked her to release a statement about the allegations but she did not agree with the language. >> he was asking me to downplay it and he was asking me to emphasize more the relationship that he and i have now as opposed to what i experienced in our marriage. >> both of the ex-wives making allegations against porter say they told the fbi about his alleged abuse when they were interviewed during a background check for his white house security clearance. >> they were asking me to describe his character, asking me to describe anything that i thought might be problematic in his position. i was very candid and frank and detailed with them about my marriage. >> the white house says porter had been working on an interim security clearance while the background investigation continued over the past year. at least one democrat is now demanding an investigation into that security clearance process. the white house says they could have handled it better. now to the markets and more

stock jitters in asia overnight. all of the top asian markets lost ground. at one point china's main exchange fell 6% before recovering slightly. now today's sell-off comes a day after the dow lost more than a thousand points for the second time this week. the market has officially moved into correction territory with investors worried that the current pace of economic growth will drive interest rates higher. >> the real concern is that if we get good news, it suggests that actually maybe our economy might be overheating and maybe we'll get more inflation than we've had for a really long time and so the central bank will probably have to hike into that. so there are worries that we'll hike too much and we could push the economy into a recession. i don't buy that view but i think that's what a lot of investors are expecting. >> well, this is the first market correction in two years and keep in mind the dow is still about 19% higher over the last year. police in toronto have recovered the remains of at least six people allegedly killed by a suspected serial killer.

66-year-old landscaper bruce mcarthur allegedly hid the bodies in planters on properties owned by his clients and police say they expect to unearth even more bodies. so far mcarthur is charged with the murders of five men who disappeared near toronto's gay village. a motive still unclear. well, chicago is staring down what's being called the windy city's worst storm of the year. more than a foot of snow is expected. it's part of a system that stretches over 12 states in the northern half of the country. detroit is also expected to get hit hard. let's take a look at the forecast for this friday. good morning. we are looking at heavy snow moving through the north central plains here right into the great lakes. expect some major travel delays for this area as they pick up several inches of snow. just how much, that band really sets up over chicago through detroit here where we could pick up to 6 to 12 inches of snow. this could be the most snowfall that chicago has seen in one shot so far this season.

the main concern for today's opening ceremony, the cold. temperatures in pyeongchang are in the low 20s making it one of the coldest starts to an olympics in modern history. organizers plan to hand out hats, blankets, even seat warmers. there's already controversy surrounding team usa. speed skater shani davis will not march in today's ceremony. the five-time olympian and gold medalist is fuming after luger erin hamlin was chosen to be the flag bearer. >> there are so many that are deserving of this that to be selected is pretty amazing. >> reporter: hamlin and davis tied in the voting but she won in a coin toss. davis later tweeted team usa dishonorably tossed a coin to decide its 2018 flag bearer. no problem, i can wait until 2022. #blackhistorymonth2018. kim jong-un's sister arrived with the north korean delegation overnight becoming the first member of her family to visit south korea since the korean war. she'll watch the opening

last july 18-year-old obdulia sanchez livestreamed the moments before and after the crash on the internet even showing her ungesist's by. she says she kept streaming live on instagram in hopes that her followers would help pay for her sister's funeral. she apologized before her sentencing on thursday. and a former olympic swimming coach is denying allegations that he sexually abused a champion swimmer when she was 16. ariana kukors now 28 told authorities that sean hutchison also took thousands of sexually explicit photos of her prompting a search of his seattle apartment. kukors' attorney says usa swimming knew something was wrong but did nothing. they conducted an investigation in 2010 but found no misconductd the father who tried to attack former gymnastics doctor larry nassar in court for abusing his daughters, well, he is now donating the money people raised for his legal defense fund. an online fund-raiser collected more than $30,000. he says he will donate it to groups that help survivors of

sexual assault. in medical news for the first time, scientists have successfully grown human eggs in a lab to full maturity. it's a step that has previously only been taken in mice. researchers say it could be crucial in helping to develop new infertility treatments but they caution a lot more research is needed before lab grown human eggs can be safely fertilized. well, there is another change to tell you about at facebook. it's tested a so-called down vote button to flag comments. they say it is not a dislike button. it's exploring the feature to give feedback about comments on public posts that users find offensive or misleading. facebook executives have reportedly said in the past that a dislike button would cause too much negativity. tom brady's former backup quarterback jimmy garoppolo is striking gold with the san francisco 49ers. he signed a five-year contract with the team reportedly for more than $137 million. at more than $27 million a season, it's the largest salary

were reports of smoke on the train as well as flames on the tracks between san leandro and bay fair stations which led to the bay fair station being closed. service started to return to normal. but not until after mid might. the other big story of the end of the very short government shutdown. the house passed a bipartisan budget deal about 2:30 this morning. the senate passed it just before 11:00 last night and the president will sign it this morning. we'll get details on what's in the deal in a live report from washington in just a minute. meanwhile, yesterday it was the titans of tech and today its the leaders of california. >> canadian prime minister justin trudeau wrapped up his visit in san francisco today by meeting with the governor. reporter amy hollyfield is live for us there. >> reporter: hi reggie. he'll be at the fairmont hotel first thing this morning. there will be fans out here to greet him if yesterday is any indication. he arrived here yesterday
