we are looking at a nice shot and advice nlt is good in san francisco. temperatures are cool at the coast. 40 degrees. 50 in the bay. this is by 7:00. low 40s still inland. looking at 60s throughout the middle of the day. above average but the sea breeze should kick in and we'll allow for temperatures to be not as warm for the coast setting the stage for a cooler and windier weekend. >> we're going to head to the south bay, a lot of accidents early this morning in cupertino. past 85, a rollover crash blocked two lanes at southbound 280. traffic is light enough to get by in both directions. an injury accident reported westbound 80 near the cummings skyway. a car spun around and may be blocking a couple of the left lanes. westbound 24 ak lan is, another accident there. here's a live shot of 680 in walnut creek. there was something reported at westbound -- rather 680

24. breaking overnight from the live desk, the house has narrowly passed a bipartisan budget measure ending a 5 1/2 hour long government shutdown. kenneth moton is live in washington with the latest. kenneth? >> reporter: jessica, good morning. what a night and what a morning here in washington. it was last-minute political maneuvering. congress was still not able to get it done. they were late. necessity missed that midnight deadline. there was one gop senator who held up the vote to fund the government. >> high-wired drama on capitol hill. it sparked the second shutdown in less than a month. the reason? conservative senator's rand paul issue with the budget deal than comes with a trillion do >> this is exploding.

phone or tablet. new this morning, police are investigating a deadly shooting in east oakland. our media partner, the east bay times reports a victim was found on the ground on 74th avenue near international boulevard at 8:00 last night. paramedics were called for the victim and they died at scene. police are offering a $10,000 reward for information leading to the arrest of a suspect in this deadly shooting. meanwhile, police on the campus of san francisco state university are investigating a death at a dormitory. they were called tuesday evening after someone reported unresponsive person. campus police believe the individual had been dead for some time. the identity of that victim has not been released. a berkeley family is mourning the loss of their 27-year-old daughter killed in a crash with an ac transit bus. we brought you this as breaking news yesterday norng. it happened at ashby avenue and

california street. blocks from the home, a victim kelly zachary. they think zachary may have run a stop sign before colliding with the bus. abc 7 news spoke to zachary's father who calls her a caring and giving woman. >> she's going to be truly missed. this is the worst day of my life. truly. >> zachary's father also drives a bus for ac transit. he says his daughter was attending nursing classes at night while working a day job at the irs. she was on her way to work when the crash happened. it could cost tens of millions of dollars for the oakland unified school district to fix lead contamination in water taps. the district is looking to replace water lines as well as faucets. the estimated cost is $38 million. the district's plan would be to spread it out over five years. a majority of the funding would come through local construction bonds and state grants. this morning, state matthew

catholic school plans to reopen after being flooded by an open water main. it flooded in el camino real and notre dame avenue. the carpet in the sanctuary was soaked and the gym had knee-high water. it appears the climbing wall has to come down. there's badly damaged classrooms and the hardwood floor in the gym. >> we love it. it's beautiful and it's just so sad. because we just redid it and now the floor is probably all damaged. >> the floodwaters quickly rose in part because drains were clogged by mud and debris. now, your accuweather forecast with lisa argen. good friday morning everyone. waking up to live doppler 7. clear conditions. not looking at any clounds. in fact, the skies will remain clear. the winds will pick up tomorrow. right now, look at the visibility here. looks pretty good. in fact, on the roads, also mass transit and on the bay, not looking at any stiff wind yet.

victims in shipping containers has actually been scrapped now. the disaster relief group had brought over shipping containers from the site of the burning manifest val and the thought was the containers could be used as miniature homes and provide housing for up to 75 people. the press democrat reports that the group is giving up its effort because it's frustrated with the permitting process and could not get fundsing. speak up and speak out. that's the message from police with a series of videos encouraging men to take a stand against dedomestic violence. abc 7's katie marzullo has the story. >> tune her up. >> does anybody think that's fun? it's not funny. >> san jose police officers are sending a message to men. >> only men can end men's violence against women. >> their silence is as much a part of the problem as the abuse. >> the video is the first in a series condemning domestic

violence. they're endorsed by several advocacy groups. >> she was an amazing humanitarian. >> diane and rick bait i's daughter was murdered by her ex-boyfriend in 2015. they hope the videos help people talk about a difficult topic. >> i say to those that say it makes them uncomfotable, you don't want to watch it. imagine how uncomfortable diane and i are and our children and family. >> it shows an example of a man being honorable towards women. of a man being a protector for women. >> just monday night at the denny's at first and alma, a woman was shot and killed by a man who then killed himself. police say the victim had a protective order against her killer. the ywca helped produce the videos. >> providing a spotlight and looking at cultural norms, bringing men into the movement it's about time. >> time for men to speak up and speak out.

in san jose, katie marzullo, abc 7 news. fremont police are searching for four men and a get away driver wanted in a home invasion robbery that happened about 8:30 wednesday night on little foot place. police say four masked men broke into a home, pointed guns at family members and demanded money and valuables. the robbers also pistol-whipped the victims. >> just started screaming. don't shoot. before i even completed my sentence, someone came in and take my -- >> one person locked themselves in the bathroom and called 9-1-1. the suspect left with cash and electronics before police arrived. san mateo police officers are going to be wearing body cameras. the department is moving ahead with the program after several months of testing. the department says it will help to gather evidence and make officers more accountable for their actions. san mateo police says anyone who has a question is stop by the

department or stop them and ask them. following the mudslides, authorities say they're eliminating the word voluntary. the new terminology will be pre-evacuation advisory. recommended evacuation warning and mandatory evacuation order. officials say the new terminology is clearer by stressing that evacuation is still recommended. many residents remained in their homes despite mandatory or voluntary evacuation orders when it hit on january 9th. you're never more than seven minutes away from the accuweather forecast. let's check in with meteorologist lisa argen. >> good morning. live doppler 7, nice and clear. the one that will not let us go from its grip and knock th-- no to sound like a broken record, we could see some. we're looking at the cooler on shore winds at the coast and

280 past highway 85. it's approaching deann check out the area. northbound 280 delay-free at 63 miles an hour. there's still an accident westbound 80 near the sky wachlt traffic is slowing down approaching the scene. it's fine right now in the southbound 680 ride and westbound 24 despite earlier problems. reggie, jessica? >> thank you. san francisco is suing the state of our law preventing ride sharing drivers to obtain business licenses. the new law requires them to get a business license from one city even if they go to other places. san francisco requires drivers to register with the city and pay a $90 fee no matter what. the city attorney says uber and lyft should have to play by the same rules as other businesses.% facebook testing a new

tomorrow we get cooler, breezier. sunday and monday even cooler. so temperatures hovering around average here and then a bit of a bump up and remain dry throughout the week. signs look like they're changing towards the end of the month. we'll work on that. jessica? >> lisa, thank you. oakland city council member wants to tax vacant properties. re debecca kaplan says it encourage owners to take action. money raised by the tax would pay for new moem less housing and services. the proposal will be heard at a council meeting next month. if you live in san francisco, you could be in debt to the irs. a new study from magnify money finds san franciscans are the most likely americans to owe taxes. 25% of taxpayers will owe something when they file this year. the average amount owed, $7,000.

there is good news. the average refund for taxpayers in san francisco who qualify is about 3500 bucks. hundreds of millions of property tax dollars have been awarded to dozens of san francisco nonprofits. city officials say $377 million in new funding will benefit after-school programs to create job opportunities and fund other support for youth services. the funding comes from proposition c. a 2014 ballot measure that extended things to 2041. the funds will be distributed by the department of children, youth and their families, which administers it to community organizations for young people up to age 24. a huge boost for san jose state's football program and 5 million epartment. donation from philanthropist larry and deirdre solar i. they're both san jose state alum. it will help rebuild spartan stadium. the plan is new locker rooms and seating at 50-yard line.
