that breaking news, president trump has just signed into law a sweeping budget deal that officially ends an hours-long government shutdown. only about 20 minutes ago, the president tweeted this. just signed our bill. our military will now be stronger than ever before. we love and need our military and gave them everything and more. first time this has happened in a long time. also means jobs, jobs, jobs. about four hours ago around 2:30 a.m., the house approved the budget deal hours after the senate passed it. the final vote there, 240-186. the government technically ran out of money at midnight eastern time triggering the second shutdown in less than a month. >> mill valley's fire chief lost his home during the north bay wildfires. now he wants to avoid a repeat in the community we are works. chief tom welch who you see from a previous story lost his home in santa rosa's coffee park

neighborhood. it's time to update mill valley's fire regulations. limiting the types of shrubs that can be plapted near homes. that means all plants would have to be five feet from a house and anything highly flammable would have to be at least 15 feet away. really interesting story regarding vineyards. it appears that almost none of them burned in the north bay. sonoma state university released a study showing 99.8% of the acres used for vineyards were not affected. that's based on 200 stakeholders. the public perception was that vineyards were heavily impacted and that may explain the drop in tasting room sales recently. there are new allegations of sexual harassment against a california politician. this time it's a female politician. assembly woman kristchristina g is being accused of groping a male staffer. the staffer works for another

lawmaker. he claims garcia stroked his back, squeezed his rear end and tried to touch his crotch during a baseball game in 2014. the assembly is investigating the incident. garcia responded by saying she has no recollection and the behavior is inconsistent with her values. the alameda county district attorney's office is targeting human trafficking with a new billboard. human trafficking is real and it's here. alameda district attorney nancy o he mali says any child or teen can meet them in the safety of their own home even. there's an epidemic of human trafficking and the sexual exploitation of children. antioch police ended up shooting a wanted fugitive after trying to take him into custody. happened just after 5:00 yesterday afternoon on golf course road. sky 7 showing us the scene. officers spotted the man and tried to arrest him.

antioch police say at least one officer fired his weapon and hit the man. he was then taken to the hospital. it's unclear what led up to the shooting. but antioch police are calling the man a dangerous fugitive and say he was wanted in several areas. the drug enforcement administration is saying little about a raid at a small czech business in san jose. dea agents, deputies and highway patrol officers swarmed the shop on south first street yesterday. in the end, the dea says only one person was arrested. no word on charges. the incident reportedly sparked confusion at the nearby sacred heart community services. our media partner, san jose mercury news say people at the nonprofit feared falsely that an i.c.e. raid was about to take place. after losing her job as san francisco's mayor, london breed made changes that could be viewed as retaliation. the chronicle reports breed who is a board of supervisor's president unseated hillary row anyone as chair of the public

now to the white house. a growing firestorm over a top aide, rob porter, forced out after two ex-wives accuse him of abuse. the pressure is mounting on white house chief of staff john kell i and other top aides. why didn't they take action? porter packed up his office yesterday and left. this after the white house initially said porter would stay on the job after resigning to oversee a smooth transition. his first ex-wife released this photo saying he punched her in the face in the year 2005. porter calls the allegations outrageous and simply false. a federal judge in san francisco is deciding whether to dismiss two lawsuits filed by state prison inmates. the inmates claim noise during welfare checks causes severe

sleep deprivation. they argue welfare and suicide checks which happen every 30 minutes by prison guards are unconstitutionally cruel punishment. the jump will issue a written ruling at a later date. rising rents, cost of living and traffic, these are just some of the reasons why many people move out of the bay area. where are they going? a new report shows bay area residents are finding greener pastures in portland, eugene, austin, denver, san diego, sacramento and los angeles. according to our media partner, the mercury news, 16,000 people left the silicon valley during the last quarter of 2017 in search of cheaper homes and a better life. a better life thing i'm going to argue with. cheaper homes, can't argue with that. >> oh, my gosh. >> less traffic, frances. i can relate. cheaper homes, less traffic. who would not want that. we are seeing a lot of slowing out there. it's not too bad for a friday. little bit of slowing southbound

end a government shutdown. president trump has just signed a bipartisan budget measure, officially ending the hours-long shutdown. abc news reporter kenneth moton is live in washington, d.c. with more on this story. kenneth? >> that's right, jessica. president trump signed the new budget deal about an hour ago. he just tweeted that this bill is a big victory for our military. he says the military also received everything and more. with his signature, yes. the government has officially reopened. overnight, high-wired drama on capitol hill. congress failed to fund the government by midnight sparking the second shutdown in less than a month. the reason? conservative senator rand paul's issue with the sweeping two-year budget deal that comes with a half trillion dollar price tag. >> this deficit is exploding. there isn't the alarm you should see. >> for hours they held up a vote brokered by senate leaders. >> friend and colleague from

that problem cleared up before 10:30 p.m. there were reports of smoke on the train and p flames on the track. that led to the bay fair station being closed. >> whatever the problem was there, it was clear and service started returning to normal after midnight. our media partner, the east bay times reports a victim was found on the ground of 74th avenue at around 8:00 last night. paramedics were called but unfortunately, the victim died at the scene. police are now offering a $10,000 reward for information leading to the arrest of a suspect in this fatal shooting. police on the campus of san francisco state university are investigating a death at an on campus dormitory. officers called to marry ward hall after someone reported an unresponsive person. campus police believe the individual had been dead for some time. the identity of the victim

hasn't been released. it could cost tens of millions of dollars to fix lead contamination in water taps. the east bay times reports the district is looking at replacing water lines as well as faucets. the estimated cost, $38 million. the district's plan would be to spread it out over five years. a majority of the funding would come through local funding through construction bonds. >> good friday morning. you've made it to the end of the week. skies are clear. it's chilly out. from the sutro tower camera, the sun comes up at 7:05. looks like a nice looking afternoon if you like it dry and sunny. no problems on the roadways. mass transit and if you're going to be on the water, winds are calm today. not tomorrow, though. in fact, upper elevation winds will get breezy later on today. so we're looking at a nice start to the day with 55 in san francisco, 51 in san jose, 41 half moon bay and from mt. tam this morning, yeah, this is what we get to look at.

developments. cvs is giving employees a raise. it's all thanks to president trump's tax cuts. the starting wage at cvs will be $11 an hour. that equals recent increases at walmart and target. cvs says it will give pay raises to many workers already making more than that. this morning, super model, kate upton is opening up about the accusations of sexual misconduct that she's making against guess co-founder, paul marciano. the 25-year-old spoke with robin roberts on "good morning america." she said she was sexually and emotionally harassed at 18 years old old when she was a model for them. >> honestly, i don't need his validation for what happened. i'm not looking for him to come forward and tell the truth. honestly, i expected him to do that. it speaks to how he's treated these allegations in the past. and it used to work before. but that's not the case anymore.

victims. >> started screaming. don't shoot. before i even completed my sentence. somebody came in and -- >> fortunately, one person locked themselves in the bathroom and was able to call for help. called 9-1-1. the suspect left with cash and electronics before police arrived. the plan to house north bay fire victims in shipping containers is now scrapped. they had brought over shipping containers from the site of the burning manifest val. the thought here was the containers to be used as tiny homes and housing for 75 people. the press democrat reports they're giving up efforts because they're frustrated with the permitting process and couldn't get funding. emergency officials changing the way they term evacuation warnings following last month's devastating mudslides. authorities say they're eliminating the word voluntary. they say the new phrases will be

pre-evacuation advisory, recommended evacuation warning and mandatory evacuation order. officials say the terms are clear and they stress that an evacuation is still recommended. many people remain in their homes despite mandatory or voluntary evacuation orders when the deadly storm hit on january 9th. san mateo police officers will now be wearing body cameras. the department is moving ahead with the camera program after several months of testing. the department says the devices will help in gathering evidence and make officers more accountable for their actions. san mateo police say anyone who has a question can ask an officer or stop by the department. only on abc 7, ts a happy story of a north bay wildfire reunion between a family and their cat named mack. >> mack disappeared during the wildfires and was found and adopted by a new family. his original family, though, wanted him back. but the new family declined to
