good morning i'm diane macedo. >> and i'm kendis gibson with some of the top stories we're following on this monday morning on "world news now." president trump is releasing his new budget today and expected to fall short of a goal to eliminate the deficit. the proposal includes $200 billion in federal funds at the core of a sweeping infrastructure plan. a sightseeing helicopter crashed in the grand canyon. rescuers had trouble reaching the site because of rough terrain and high winds. harvey weinstein is the target of a new civil rights lawsuit. it blocks the sale of weinstein's company. it accuses weinstein of harassing female employees and forcing them to facilitate his

sexual encounters. the obamas are about to have a permanent address in washington d.c. the former first couple will be on hand in a few hours as their official portraits are unveiled at the smithsonian. those are some of the stories on this monday, february 12th. announcer: from abc news, this is "world news now." >> and we say good morning, on this monday. we're going to start this half hour with president trump poised to send his 2019 budget to congress today but the tax cuts have already rendered it outdated. >> calling for an extra $300 billion in spending and adds billions more for the opioid crisis and border security. it's expected to fall short of the long-term goal of eliminating the deficit. >> it includes $2 billion designed to repair the nation's

crumbling infrastructure. a whole lot of big numbers at the core of this but they're saying it's dead on arrival but they're putting a big push into all of this today. >> interesting timing for it all. meantime the president is under fire for referring to domestic violence claims against an aide after mere allegations and calling for due process. >> those comments after two ex-wives of rob porter accuse of spousal abuse. they said it's a tough time for him but made no mention of his accusers. she said the tweet implied she's a liar. but senior white house aides are defending the president's comments and the way the allegations were handled. >> rob porter's gone from one of the top aides to donald trump, our president, to no longer working there. i think the president, like the rest of us were shocked and disturbed by the allegations.

but looking at pictures, police reports, detailed allegations by these women and yes, we are a nation of laws, we are a nation of due process and all sides should be heard out. >> kellyanne conway insists the president still has confidence in his chief of staff, john kelly and has no plans of replacing him. kelly is accused of knowing about the allegations against porter for several months and doing nothing about them. >> meanwhile, conway also spoke about the memo on the russia investigation. the president is still inclined to release it. democrats on the house intelligence committee are willing to black out any part of the dock md considered necessary to protect sources and methods. it's a rebuttal for the memo that accuses the fbi of abuses. the president approved the release of the gop memo against the advice of the fbi. this week, a columbus, ohio suburb prepares for the sad task

of saying good-bye to two fallen police officers. the vigil was held for them. both were shot responding to a 911 hang up call in wester vill. they have now released that call. here's zachary kiesh. >> reporter: police ambush, two officers killed in the line of duty. >> what's your emergency? >> police officers. >> what's wrong? >> he shot the police officers. >> reporter: the first call from the suspect's wife, fearing for her and her daughter's life. >> i'm hiding in the bushes but my daughter's in the house. she's 1 years old. please. >> reporter: officers are on the scene, immediately met with gun fire. >> we have two officers down, critical. >> reporter: the suspect, a convicted felon. just three months ago his wife told authorities he threatened to kill her and her daughter. he always carried a gun. >> as you can imagine, i was

quite emotional. but we will get through it. >> reporter: community still reeling and emotions boiling over as people try to capitalize off the tragedy with phony donation websites. there's a special place in hell for those people and my wish is that it becomes very soon. >> reporter: as for the suspect, he's still in the hospital. his condition is not being released at this time. >> our thanks to zachary for that. it took a staggering more than eight hours before the victims of a tour crash could be recovered. they had to hike to the west rim. the weather and terrain were too rough for vehicles. three of the six tourists on board were killed. are sightseeing flights over the grand canyon are suspended right now. they say airspace is just too crowded.

federal agencies are investigating the cause of that crash. investigators in russia recovered one of the black boxes from an airliner that crashed near moscow. you can see the video of it. all 71 people on board died just minutes after take off from the country's second busiest airport. there was no emergency call from the aircraft. the search for debris is expected to take yet another day. it's scattered over a wide area. heavy snow is making access to it very difficult. it's been more than a year since a commercial airliner crashed anywhere in the world. an explosion and fire at a power station has thrown much of the northern part of the island into darkness. parts of san juan and other areas were without power. authorities said they should have the lights back on wan day. the explosion took place on the same day the main utility claimed 75% of the island was

restored 145 days after hurricane maria. 500 people were moved out of businesses in the diamond bar. the semi was carrying about 1,000 gallons of hydrogen. congress is taking a new step to fight the deadly flu epidemic. the bill would mandate research aimed at creating a more effective flu vaccine. there are other efforts aimed at fighting the virus already under way. we'll get the details. >> reporter: packed hospitals and waiting rooms. the number of flu cases swelling. now an experimental new drug giving people some hope. a japanese drug maker says it's developed a pill that can kill the virus within a day. even if it lives up to the claim, it still has to go through the fda approval process and wouldn't be available in the u.s. until next year at the earliest.

seven cents a gallon. the survey blamed the higher crude prices. $2.65 a gallon, 45 cents more than a year ago. the people behind the new peter rabbit movie are being criticized. sony pictures and the production team say food allergies are a serious issue and they should not have treated it as a joke. there's been a call online for a boycott of the movie. still "peter rabbit" took second place for the movie. >> a lot of reaction online to this one. apparently, there's a line in the film where they talk about his allergy. i don't know if it's black berries or blueberries and so parents with children who have allergies did not take lightly to that. >> you have a rabbit, do they have allergies? >> frank did not approve of

a couple of lightning strikes left smoke coming from the top of australia's tallest building. check that out. it stands a little over 1,000 feet high and was hit by a number of lightning bolts during this bad storm. the storm also knocked out power to more than 10,000 homes. quite a scene there. parents at a miami catholic school are demanding answers after learning that a popular first grade teacher was fired without explanation. >> this just days after they found out the teacher married another woman. >> reporter: it was a dream wedding. marrying her same-sex partner last weekend on the sands of the florida keys. but, after this video and photos were posted on social media, she found herself out of a job,

fires where she taught for nearly seven years. the firing leaving some parents outraged. >> unbelievable. >> reporter: parents first learning of the decision and describing it as a necessary decision. the diocese saying she broke the contract she signed when she began teaching at the school. according to the contract all employees, including school teachers are considered representatives and any conduct inconsistent with that can draw disciplinary action. up to termination. abc news learning four other teachers were disciplined for attending the wedding. this, despite pope francis saying gay people should not be discriminated against, and should be respected. she writes i married the love of my life and was terminated as a result and therefore i'm not the right kind of catholic for the job. the teacher hired an attorney

criminal. weinstein will investigate discrimination in reforming the movie industry, but continues with this, if the purpose is, however, to scapegoat mr. weinstein, he will defend himself. >> we turn now to the white house, facing more fallout in response to domestic abuse allegations to top aide of president trump. the president expressed sympathy for his former staffer, rob porter. now porter's ex-wife is firing back. david wright has the details. >> reporter: president trump on the defensive for lavishing praise for rob porter, even after both porter's ex-wives accused him of abuse. >> he says he's innocent. i think you have to remember that. >> he came and grabbed me by the shoulders here and pulled me out of the shower in a rage. >> reporter: one of porter's ex's, jennie willoughby says i

women complaining, i know how much he's helped them. >> reporter: to roy moore. >> he says it didn't happen. >> reporter: trump isn't the only one facing questions. chief of staff, john kelly, who allowed porter to keep his job, even after he learned of allegations of domestic abuse. white house officials insisted porter misled the president and kelly. >> it became obvious when the photographs came out, he was not being honest with the president. >> reporter: these photos from one of porter's ex-wives, sealed his fate. porter denies the abuse allegations and insists the photos are not what they seem. this week, the white house hopes to turn attention to the president's infrastructure plans, specifically, the plan to spur $1.5 trillion in investment in america's crumbling infrastructure. this is the third time they have tried. each time, it gets derailed and there's every indication that could happen again this week. david wright, abc news, the

white house. >> david, thank you. the trump administration has a plan to turn the international space station over to the private sector. it involves cutting off the funding in seven years. at that point, it would be operated through commercial operations through nasa. we should learn more when the budget is released today. it's expected to face stiff opposition in congress. the u.s. spent nearly $100 billion to build and operate the space station. speaking of congress, a new immigration plan is being unveiled by a group of conservative republican senators providing a pathway to citizenship for 1.8 million immigrants called dreamers in line with president trump's immigration plan. the bill sets up $25 billion border trust fund for what's called tactical infrastructure and makes no mention of the border wall. it does provide for more border patrol personnel.

vice president, mike pence, says the united states is willing to hold talks with north korea. on the way home from the winter games in south korea, pence was quoted as saying, if you want to talk, we'll talk. he tells "the washington post," the u.s. will continue to impose sanctions on north korea until it takes clear steps toward getting rid of nuclear weapons. he describes the policy as maximum pressure and engagement at the same time. president trump suggested speaking with north korea would be a waste of time. investigators are combing the snow-covered fields near moscow for clues after the crash of a passenger jet. it had just taken off from an airport when it went down. all 71 passengers and crew were killed. officials are not mentioning the possibility of testify richl. eyewitnesses say the jet was on fire as it fell from the sky. the pilots, described as experienced reported no emergency before the crash. three british tourists are

dead, three others and a pilot in critical condition after a helicopter crashed in the grand canyon. all six sight seers were in their 20s and 30s. rescue efforts were hampered by rough terrain and strong winds. they had to hike to the crash sight. there, they found the wreckage. >> tail broke in half. it hit the bottom. biggest explosion you ever heard and flames like never seen before. >> after the first explosion, which was very loud, there were at least five more explosions that went off. >> the survivors couldn't be air lifted from the scene for eight hours. some of them were burned. other air tours over the grand canyon have been suspended. in a few hours, residents of westerville, ohio, near columbus, will pay tribute to two police officers killed in the line of duty. a vigil honored the officers. this morning, their bodies are being moved by police escort to

separate funeral homes. residents are expected, once again, to line the route. they responded to a 911 call. the officers were killed over the weekend, responding to hang up 911 call. smith is charged with two counts of murder. police visited this home at least three times in the past on domestic calls. no arrests were ever made. in new york city, an investigation is underway after this vicious attack on a corrections officer on reicher's island. surveillance cameras capturing the violence right there. the officer suffered a fractured spine and knocked unconscious by four gang members. he is now in intensive care. the suspects are all under 21. they are set to be arraigned today. takata reached a settlement with those injured by defective air bags. they were known to explode and spew shap nell, blamed for at least 16 deaths and 180 injuries. it led to the largest automotive recall in u.s. history. it establishes a trust for victims and clears the way for

takata to enter bankruptcy. to missouri now. an interesting piece of legislation that is making its way through the legislature there. >> the measure would create an official day to honor sliced bread. the bill is designed to promote tourism in the city of chili coffee where the first piece of bread was sold in 1928. >> if it passes, the day to celebrate white, rye, wheat and everything else would be july 7th. >> the final vote in the missouri house could come next week. >> these are important things. >> then it goes to the senate. >> then it's a national thing and we'll celebrate sliced bread here. we'll eat some of it. who doesn't love bread? >> do these lawmakers not have more important things to worry about? >> is there nothing else to worry about in missouri? >> awesome. good for missouri. coming up, the headlines from the olympics.

watch this. so this is outside beijing in china. a truck filled with liquefied natural gas burst into flames. investigators say gas leaked from the truck and was ignited by passing cars, sending that fire ball straight down the highway. two people in the truck were burned but no one in the other vehicles was hurt. >> that is remarkable. >> wow. and as she backs up, you can see on the highway. >> the size of that fire ball, that explosion. wow. all right.

over to florida where the grandparents at the center of an international custody battle are expected in court today. they were arrested by the fbi after traveling from brazil to miami. >> so the boy's american father accuses them of kidnapping him. now he's speaking out to abc. >> so my son is one of the happiest little boys you could ever meet. >> reporter: a glimmer of hope for this texas father in the midst of a custody battle over his 8-year-old son. just imagine your child who is in your house, who you love, waking up one day and they're not there anymore. >> reporter: nico's grandparents arrested in miami, trying to enter the country. according to a criminal complaint, the grandparents, along with their daughter, conspired to kidnap nico to their native brazil. his father claims he agreed to let his ex-wire travel to brazil with his son for a wedding.

air strikes against military sites in syria. prime minister benjamin netanyahu called it a severe blow to syrian and iranian forces. he is promising more. israel attacked on saturday after it claims a drone crossed into its air space. an israeli fighter jet was shot down by syria's air defenses. the pilots ejected from that jet. turning now to the weather in this country. temperatures are mild in the east but it's a wet start to the week. you can see a series of rain storms from the gulf to maine and from the ohio valley straight over to the atlantic. much of the cold in the midwest is still going to stick around, at least for the next few days. zero degrees in des moines. ouch. even dallas is feeling some of the cold. and southwest airlines had to cancel hundreds of flights to and from chicago because it ran out of icing fluid. southwest hopes to be fully operational out of there today.
