. developing news. we're expected to learn the identity of two people arrested in the brutal murder of a young woman left for dead along an east bay road. thanks for joining us. a man and woman are in custody right now in the case of a 19-year-old found stabbed, bleeding and crawling as she fought for life on tesla road yesterday morning. matt keller is in dublin with the latest on the investigation. matt? >> reporter: i just spoke with the alameda county sheriff's office and they told me they are meeting right now about this investigation. they're trying to decide what they're going to release and what they're going to withhold as they try to piece together this case. investigators say it was the

victim who gave them some information that led to the arrest of her alleged killers. 19-year-old man and 19-year-old woman were arrested in modesto. a motorist spotted the female victim in livermore on tesla road. she had crawled about 100 yards on her stomach even though she had multiple stab wounds. before she died, investigators say she was able to tell investigators who attacked her. investigators are still looking into how the victim knew the two and if she willingly got in take car with them or kidnapped. sheriff's office is expected to release an update within the next hour. we'll make that information available to you on our website, abc7news.com, and also our abc7 news app. reporting live in dublin, matt keller, abc7 news. new details out of contra costa county. police say a man is in critical condition after he was shot last night. it happened at an apartment

complex parking lot on clayton road. police found the victim shot in the chest. he was taken to john muir medical center. investigators searched the area but they couldn't find any suspects. with any information should call concord police. the man acquitted of murdering kate steinly was back in federal court this morning. we just learned jose inez garcia pleaded not guilty to the charges of possessing a gun as a felon and being an undocumented immigrant in possession of a firearm. if convicted, he could get up to ten years in federal prison. he's due back in court in april. the twist in north bay on a sexual harassment claim involving a teacher and students. this time a teacher is accusing students of crossing the line. the second such accusations this year in that district. abc7 news reporter amy hollyfield is it live at tamalpais high school with more. >> reporter: the teacher says she has received inappropriate

and obscene phone calls, e-mails and, yes, has been inappropriately touched. she spoke out at last week's board meeting as was captured by the tam broadcast network. >> inmy teen you're t a. am. students have sexually harassed me over a dozen times. i was slandered. i have been touched more than once. >> reporter: tamalpais h school math teacher eva reider said she wanted to speak out after she heard another teacher speak out last week. >> when we look at the national scene and we wonder how the harvey weinsteins are made, we're making them. we're making them when we decide the adult woman's account does not matter. >> reporter: the woman say this is a districtwide problem that has been ignored by administrators. the school board president says

they have the board's attention. >> i was surprised by the fact that we were hearing reports about students. >> reporter: the board has hired an attorney to investigate the complaints and release a report with the findings. >> if the investigation results show that our policies have not been followed, we will remedy the situation. >> reporter: she also likes the idea of providing harassment prevention training for the students, but first she says the board wants to get the results back from the investigation before deciding the next step. we reached out to the principal at the high school where eva reider flight 2123 had not left john wayne airport when passengers saw smoke from the tail of the plane.

they were forced to evacuate. five people suffered minor injuries. passengers board aid different aircraft and arrived at their destination early this morning. a transgender woman claims a san francisco city worker refused to let her use the women's rest room. now a state agency is suing the city on her behalf. they claim it happened last year during a public health department training session. she says the woman with the department of police accountability stopped her from using the rest room and called her a freak. she fired -- she filed a complaint with the city but she says the incident still caused severe emotional and physical pain. the new lawsuit asks for financial compensation and court order requiring police accountability employees to undergo harassment training. the department has apologized and provided additional training to the now former employee in question. a new permit sterile opening

in sonoma county will help survivors of the october north bay wildfires rebuild. the center is located next to the permit sonoma offices on ventura avenue in santa rosa. the county will hold a rebuilding community meeting on thursday. about 3,000 residential properties were destroyed or damaged in the fires. mitch mcconnell says he will move to wrap up debates on immigration, including daca. mcconnell supports a gop proposal to give legal protection for immigrants brought to the u.s. as children. democrats oppose this bill because it places restrictions on family based immigration, and funding for border wall. any measure will need the support of at least nine democrats to pass. >> i made a commitment to hold this debate and to hold it this week. i've lived up to my commitment. i hope everyone will cooperate

met someone so strong. >> reporter: schett writes back, her statement implies those who are in abusive relationships are not strong. recognizing and surviving an abusive relationship take strengths. abc news can provide new details about how the former staff secretary to president trump explained holderness' black eye to sister white house officials. according to two sources, he said the black eye was an accident after the two struggled over a venetian glass vase. he said she bruised jennifer wiho filed an emergenc protection order for punching a window, he said he merely tapped on it with his index finger. white house spokesperson sarah sanders defended him during the white house briefing. >> the president and white house have full trust in him.

>> reporter: questions linger over when the white house knew about porter and when and why he was allowed to work on aid temporary security clearance. christopher wray confirmed the investigation into porter's security clearance was completed in late july. tara palmieri, abc news. >> the timeline conflicts with the white house's claim that porter's background check was still going when he resigned. president trump is pushing his brand-new infrastructure plan. he tweeted saying it's received great reviews except from democrats. the plan would spend $1.5 trillion to next america's aging roads and other infrastructure. the president's plan calls on states, local governments and even private companies to invest in projects nationwide. president trump is proposing a major shakeup to the program that provides more than 42 million americans with food stamps. the president wants to replace

repackages returned cosmetics and puts them back on the shelf, selling them to unsuspecting customers. >> it is widespread knowledge that this practice has been occurring throughout ulta stores for years. >> reporter: attorney tom zimmerman represents a local woman who works in the beauty industry and became suspicious about some of the products purchased from ulta. he says the complaint filed last week in cook county circuit court cites claims by former employees of ulta that the corporation has a limit on how many returned items can be thrown away. >> the managers will take the used products out of the damaged bin and if they look good enough to resell, they'll put them back on the shelves and resell them so that they don't exceed their quo quota. >> reporter: zimmerman says she's products purchased seemed to be previously used. eyeshadows missing a brush. face cleansers already opened.

hello again. there's some select areas where it's still a little breezy. it was a restless night in the north bay. that kept temperatures up with that higher start this morning. temperatures along with this bone-dry air. they're really responding to all that sunshine and warming. look at that 24% santa rosa. highest relative is 42% in oakland. you noticed it, hands dry, lips chapped, throat a little

scratchy. everybody pretty much in the mid to upper 50s. here are my highlights. if you're out and about the next several days, look for sunshine with lower humidity. tonight with the calmer conditions, clear air and the dry air, it will be much cooler than this morning. we could have low 30s in our deepest valleys in the north bay and east bay. we have a couple cold fronts. unfortunately, they don't bring any rain with them. the area of low pressure that brought us windy conditions and a few scattered showers that pretty much evaporated, it's down in socal. with the counterclockwise flow it's bringing us dryer air and offshore breeze. look at that. great day to be at the golden gate bridge. unlimited visibility out there. a little breeze on the golden gate so watch out for that. sunshine buffet, 58 to 60. slightly warmer this afternoon. look at that, still a delightful evening if you're headed out for
