with all of the hail he could get. kind of a snowball, right? >> kind of. the viewer who shot this video said he saw a mix of hail and snow. >> less than two hours ago thrk is a time lapse of falling hail. >> let's get a check with spencer christian. >> it didn't last long. but it did happen. we are not seeing much at all in the way of moisture showing up there. just little small patches of green. and this is what happened over the last few hours. the system did produce isolated hailstones. freezing rain, even snow. all of that did happen over the period of about two hours or so. what is coming behind it is frigid air. a freeze warning in effect

valley, but that is about to change. >> reporter: this 4700-foot via duct will carry trains into fresno. now ground is being broken for the first physical work in the bay area. crews are boring into the ground to extract soil samples for analysis. it will help the high read train authority to select the alignment for the tracks. the first passenger service to link the two valleys is projected to be in 2025. this is the first step. environmental review and land acquisition will follow. it will be one to two years before a final alignment is drnl determined. the projects have created jobs for about 1700 construction workers. similar economic stimulus is expected as the work in bay area

>> 8 million people are affected across the state of california freeze warnings posted frost advisories stretches as far south as san diego. tomorrow there are signs of spring on the east coast. new york city a high of 65. 74 in atlanta. look at that 11 fargo. 25 in lincoln and where these two clashing air masses meet you are going to find precipitation. rain near chicago. snow near rapid city and this is a soaker of a storm in the next 24 hours. on the cold side of that system, minneapolis stretching down to denver, 6 inches of snow falling with this system. unfortunately, it is not the rain we are talking about locally. it is the record cold. mo are on that is spencer christian. >> definitely going to be cold

tonight. we have mostly clear skies right now but have clouds moving through the area. right now things are getting calmer and quieter. this is the view from from fromm tower. this is the view from the east bay hills looking west ward. napa 42. novato 48. one more live view looking at the the skies in emeryville. we will see sub freezing temperatures the next two mornings. record lows likely in numerous locations and the possibility of mix of rain and snow

frost advisory. then, we have a freeze warning in effect for all of the remainder of the bay area during the same time frame. low temperatures range from 25 degrees to 32 degrees. bring in the pets and protect plants and pipes and a hard freeze warning. lows in those areas will drop as far as down to 22 degrees overnight. it is going to be brutally cold in the bay area. and these locations with the asterisk next to them are low temperatures we will be predicting for new records. not only do we have cold weather coming on. we will see high temperatures ranging upper 40s at the coast to low 50s right around the bay and mid-50s. and looking ahead to wednesday

morning, we will get more precipitation perhaps more than we had today. just before sunrise down into the golden gate and perhaps into san francisco. we will see showers shifting down into the santa cruz mountains. so, here is the accuweather seven-day forecast. freezing cold. potentially record low temperatures in the next two mornings, slightly more seasonal range of temperatures on thursday. even then a chance of mixed precipitation and at the end of the week over the weekend, we will see not only milder, but less cold. it will be less chilly. we need a new banner just less chilly. >> okay. just ahead, there is a first time for everything.

a parade to honor black history month never existed in san francisco until now. today the bay view community came together to remember the many contributions of african-americans. lyanne melendez followed

today parade. >> the first anal black history parade. sounded so good. so loud. >> i am black and i am proud. >> reporter: san francisco bay view neighborhood has never had a parade to honor the growing history of african-americans. today those attending this event wanted this to be a celebration of how far they have come. >> everybody has to come representing and learn to be educated more about, you know, not only african-american history, but culture and history. stand proud and know about it. >> reporter: as far as parades are concerned, this one one one relatively small. finishing at the bay view opera house. along the way, parade followers enthusiastically. >> we have to do a better job in communicating better and loving

scones, lattes and under cover officers. police in berkeley arrested six people saturday in a cafe sting operation. thieves stealing laptops. more than two-dozen laptops have been taken in the last few months. >> the crime spree and the

effort to stop it. >> reporter: laptop thefts are on the rise. 26 in the last two months alone. >> we made it a priority. >> reporter: just before 8:00 p.m. saturday night, officers working in an under cover capacity here at cafe strada. officers stopped a get away video on college avenue near russell street and arrested six people. three adults and three juveniles. they also seized additional stolen property from other crimes. >> that is good that they are taken seriously. >> that is surprising to me. >> reporter: like most students, madeline works on our laptop

outside cafe strada. >> it is campus culture to say will you watch my laptop and go get my stuff. >> reporter: it is not just people leaving their laptops unattended. be aware of your surroundings and back everything up. >> it doesn't work perfectly but it is better than nothing. >> reporter: consider placing tracking devices. in berkeley, the only active wildfire in the state of california, the pleasant fire is burning near bishop. in 24 hours it burned more than 2200 acres. 25% contained. the fire led to some evacuations but most have been allowed back home.

do crosswalk buttons work or maybe just a placebo. >> isn't that interesting. "7 on your side" michael finney has been looking into this and has surprising results. >> reporter: downtown santa rosa. pedestrian are pushing the crosswalk buttons for no good reason at all. they don't work. neither do the buttons at second and e. in santa rosa all crosswalk buttons but three do change traffic light patterns and those three are said to be up graded to be fully functioning. when you push it, do you think it works? >> yeah. >> i don't think they do. >> reporter: when we asked the city of san francisco about crosswalk buttons here is what we were told.

>> everything has a purpose. 259 of them you push a button and it can change the pattern. >> reporter: 1,200 signals minus 259 leaving 941 intersections where crosswalk buttons do what? well, light up the walk sign and trigger the audio meant to help the visually impaired know where to cross. the buttons don't change the timing and don't put the pedestrian in front of the line. make sense. traffic is complicated and often computer control. one person pushing a button can't be allowed to change things. in san jose pushing the button doesn't do much on major thoroughfares. pushing the buttons adds time for pedestrian to cross. let's look at pushing the button

atop lick observatory. mike said he walked through snow flurries in san ramon today. spencer is back with an update on our strange forecast dare i say? >> it is winter even here in the bay area. fr frost likely to be more wide spread tomorrow morning. earlier, in the afternoon and early even hours a wave of moisture swing through that produced some mixed precipitation, freezing rain, sleet, hail, and snow in the higher elevations in the east bay. and now it is getting colder. for the bay shoreline, overnight from midnight to 9:00 a.m. a.m. the rest of the bay area under a freeze warning. and there is a hard freeze

warning in effect for much of lake county and for virtly all of solano county. dropping down to as low as 22 degrees. protect pets, pipes and plants. expecting record lows tomorrow. temperatures will range from low to mid-20s in the coldest areas. and mid-30s right around the bay. it is going to be cold. in the afternoon tomorrow, still chilly. highs in the coast will reach to the upper 40s. low 50s around the bay. here is the accuweather seven-day forecast. freezing cold weather next two mornings. mixed precipitation on wednesday morning and perhaps thursday as well. finally a calmer milder pattern comes in over the weekend. no more freezing.
