drive into dublin, pleasanton. westbound on 580. sue, thank you. carpool cheaters, you've been warned. they're cracking down. 200 citations for cheaters on highway 4 yesterday. >> it's not just there. oakland chp did the same thing. reporter amy hollyfield in the newsroom. >> good morning, reggie. commuters need to see this. this is a warning for you. the chp took video to show you what they're arguing. they posted it on facebook. this is on highway 4 during the morning commute. they say they issued more than 200 carpoo citations. the oakland chp did the same thing a few weeks ago. the officers say they issued 124 carpool citations. that could ruin their morning. they are responding to feedback from commuters who tell them carpool violations are a huge concern. experts say 30% of the cars in the diamonds lanes are driven by

solo drivers. there is a proposal on the table to dedicate chp patrols to carpool -- they are getting expensive to get caught. a ticket cost $491. live in the newsroom, amy hollyfield, abc 7 news. thanks for the warning, amy. a bizarre development to the story we told you about last week. police arrested a high school track coach just days after his twin brother was arrested for the same crime. police arrested 47-year-old clinton papadakis at his san jose home on tuesday. he was the track coach at oak grove high. police began investigating him in september of last year. then police arrested his twin brother, clifford papadakis last week, also on child porn charges. clifford taught p.e. at willow glenn middle school. even though the men are related, the two cases are not.

a controversial move by the berkeley unified school district, especially in the wake of the florida school shootings. according to the daily californian, the school board is cutting two positions at berkeley high school. the board is trying to reach $1.8 million in budget cuts. it considered laying off four officers to meet the kboquote b decided on two. they're concerned that school safety was -- >> an armed officer at the parkland high school resigned after it was revealed he stood outside and essentially did nothing as the shooter killed 17 people. meanwhile, president trump pushes arming teach esersteache. kenneth moton has the latest from washington. >> new strcrutiny. the armed school resource deputy stationed at stoneman douglas high school stayed out of the building during the massacre. >> he never went in.

>> what should he have done? >> went in, addressed the killer. killed the killer. >> the sheriff says 30-year veteran deputy scott peterson is standing outside for four minutes. the shooting happened in six minutes, killing 17 people. >> devastated. sick to my stomach. there are no words. >> deputy peterson first suspended without pay, resigned. the development comes as president trump declares the way to stop school shootings, arming teachers. >> instead of advertising, this school has no guns, we are gun-free, you let the people know the opposite. you come into our schools, you're going to be dead. >> the president suggests, 20% of teachers, about 700,000 people, should be trained and armed. another idea raising the minimum legal age to buy rifles from 18 to 21. >> the nra will back it and so will congress. >> the nra quickly opposed. the opportunist wasted not one second to exploit tragedy for political gain.

the elites don't care, not one wit about america's school system. if they truly cared, what they would do is protect them. >> today florida governor rick scott will announce an action plan on student safety, including keeping guns out of hands of those struggling with mental illness. kenneth moton, abc news, washington. 5:06 now. public school teachers in oakland will not be armed but some of their colleagues may be asked to go through active shooting training. oakland has the bay area's only dedicated school police force and they monitor a network of security cameras from each campus. arming teachers, the police chief says, would be foolish. >> most people come into the education world to educate kids, not at that carry firearms. there's a lot of people in the community that would prefer not to have police and schools at all. if you don't want to arm police and schools, not going to want teachers armed. >> staff and partnerships pals may soon be mandated to undergo training about what to do in the case of a mass shooting.

london breed plans to address the drug-related deaths of three men. investigators believe they overdosed an fentanyl. their bodies were found at masonic avenue early yesterday morning. no foul play is suspected in their deaths. investigators believe they may have taken street drugs laced with a narcotic. the suspected overdoses have health officials alarmed that more deaths could happen if drug users don't take precautions. >> fentanyl can kill you within minutes. it can depress your respiratory ability and you can just die very quickly. >> fenlt ntanyl is a synthetic reliever and often used to cut other drugs. it can be 100 times more powerful than morphine and been blamed for thousands of deaths in the u.s. recently. congressman calling for a federal independent review after questionable landings at

a major cereal company is buying a popular dog food brand. general mills will buy blue buff loaf pet food. the deal valued at about $8 billion. blue buffalo shares have soared this morning in pre-market trading. blue buffalo makes natural food, treats for dogs and cats. of course, general mills, they make major cereals in the u.s., including cheerios and wheaties and known for owning pillsbury. not quite a done deal yet but it should be closed by the end of the year. >> interesting. thanks, jessica. work under way to bring the smart train to another city in the north bay. crews have begun modifying a downtown san rafael street. it's the first significant work to benefit kmiert trains. commuter trains. you may see closures near the transit center. winter never got going for a

ski resort in yosemite. badger pass will not open for the ski season. this is footage from past seasons. in a facebook post, it said it didn't get enough snow to justify continued operation. it's offering season pass holders the option of a full refund or rolling over their pass to next season. a california state senator resigned over sexual misconduct allegations just ahead of a possible vote to expel him. senator tony mendoza stepped down yesterday. he is the third california lawmaker to resign over sexual misconduct claims in recent months. an investigation found the los angeles area democrat likely engaged in unwanted, flirtatious and sexually suggestive behavior wth six women. mendoza denies wrongdoing. in his resignation letter, mendoza called the process of the senate unfair and he's actually considering running for reelection in the fall. in the first look on gma, the governor of missouri is

under pressure to resign. >> diane macedo has details? >> in gma first look, a rising political star and former navy s.e.a.l. has been indicted on federal charges. he stands accused of invasion of privacy after allegedly taking a semi nude picture of a woman and threatening to publish it if she revealed the relationship. he's married with two kids. ran on a platform of family values. >> i'm a proud husband and father. >> he admits to having an affair with his hairdresser before running for governor. he denies claims made by his mistress and ex-husband that he blindfolded her, bound her hands and took the partially nude photo he. >> the mistake i made i was in a sexual relationship with a woman who wasn't my wife. >> he says the charges are politically motivated.

around the bay and the coast. san francisco the warm spot tomorrow morning at 42 degrees. here's a look at my accuweather seven-day forecast. what you're going to see with a cold start tomorrow, we'll rebound into the mid to upper 50s. even pushing 60s inland. more 60s sunday. maybe the warmer day to be outside. the clouds will be thicker. we're back in the low to mid-50s with rain and the snow level down to possibly 2500 feet monday and another system thursday. notice they're 1s. the storm impact scale from yesterday. we'll keep it there. the north bay, take a look at san rafael. the taillights headed past freitas parkway and towards north san pedro road through corte madera and mill valley. let's go back and look at the traffic, it's moving nicely. four lanes in the southbound direction and two lanes in your northbound direction. nothing off the waldo. i noticed over the waldo grade, high winds there.

all right, on the east shore freeway approaching the macarthur maze, an accident westbound 80 near powell. they're trying to get that accident pushed out of lanes. but it's early enough right now. i'm not seeing a lot of slow traffic. we'll check on your metering lights at the bay bridge in just a little bit. now a live desk update. another update here. if you're a fan of the mini cooper cars, there could be a big change coming. mini maker bmw is in talks right now with china's biggest suv maker to create an electric version of the mini. bmw reportedly even signed a letter of intent with great wall motors company headquartered in beijing. you may know that bmw has been actively working on a mini electric model. the first ones made in the u.k. they're supposed to be due out in 2019. why is this china partnership important? china is bmw's biggest market. china is now using that leverage

to get more global brands to do business there. so this is actually becoming a trend in the auto industry. back to you. more auto news. some of the people who put a deposit on a tesla model 3 are getting invitations to put in an order for their cars. once they do that, the invitation says they can expect delivery a month later. the release date has been delayed twice. they're not saying how many reservation holders received the notices, but this is the first time invitations have gone out to nonemployees of tesla. tesla is currently making the $50,000 version of the model 3. is comes with a premium battery. later this year, it's expected to roll out the $35,000 version which comes with a standard battery. avocados aren't just popular on toast. they're now engagement ring boxes. there's a growing trend of people surprising loved ones with their ring inside of an avocado. they're posting this under #avocado proposal.

victims of sexual assault. former student brock turner assaulted an unconscious woman behind a dumpster in 2015. stanford agreed to replace the dumbterster with a memorial last year. they will read empowering quotes from the victim's letter about the impact of the assault. they'll also discuss how the community can fight against sexual violence. the fight to keep the public off a san mateo county beach is being appealed to the u.s. supreme court. silicon valley billionaire is champ challenging the landmark law. his lawyers filed an appeal with the high court yesterday. he purchased 89 acres of the scenic coastline in 2009. a district court of appeals ruled that he violated the california coastal act for blocking public access. the supreme court will likely decide within three months if it's going to take the case. in florida, teachers will return to stoneman douglas high school today for the first time since last week's massacre. >> this morning, the community is coming to grips with the news

that the armed officer on duty at the school never went inside to engage the gunman. the broward county sheriff says that video shows the deputy, scott peterson, was outside the building for upwards of four minutes while students were being shot inside. the 32-year veteran resigned and retired after being suspended without pay earlier in the day. 14 students and three educators were shot and killed in that shooting. some businesses are backing away now from the nra as it hardens its stance on gun control in the wake of the florida shooting. first national bank of omaha is going to stop making credit cards for the nra. it's in response to complaints from customers. first national is the largest privately owned bank company. alamo car rentals is ending a discount promotion for nra members. bay area leaders pushing back on president trump and

pulling border patrol and i.c.e. agents out of california. >> we never said let them figure it out for themselves. in two months, they'd beg for us to come back. >> his statements today are consistent with everything that he has said. it demonstrates his ignorance, it demonstrates his racism. >> oakland mayor libby schaaf was not alone in her criticism. mark farrell says we're a sanctuary city because we know when law abiding residents regardless of immigration status are active members of our community. >> dianne feinstein tweeted this. his attacks are not only meanspirited but patently false. >> i don't know why this upsets me that it keeps happening. you need to keep an eye on your laptop even inside a coffee shop. look at how this happens. many thefts happen at cafes like this one on shattuck avenue.

everywhere where it's not breezy, outside of santa rosa and napa, temperatures are 2 to 14 degrees cooler than yesterday at this time. we've got widespread frost in the inland east bay neighborhoods much the only areas not freezing cold, concord 34. pittsburgh, antioch and brentwood at 38 degrees. let's take a look at the east bay shore. mid to upper 30s there. 32, freezing cold in los gatos. 36 in pacifica. napa freezing cold at 32. vallejo and san francisco at 40 and 41. here's a look at the san mateo bridge. looking westbound under a clear sky. warm if you're going to be out waiting for mass transit. wear warmer clothes. on the roads, dry all day today and light breezes. not going to be blustery like yesterday. there's a few breezes this morning. once the sun comes up, those will taper off. as far as the east bay temperatures. 39 this morning to 47 at 10:00. low to mid-50s as we head from noon to 4:00. back in the 40s if you're heading out this evening.
