they're looking for shooters. they say the public, though, is not at risk. they haven't said what they think the motive was, but they do believe that the victims and the shooters knew each other. reporting live right on the border we're at daly city and broodmoor. amy holly food, abc 7 news much. the u.s. supreme court here's arguments on unions. the justices will decide whether state government workers who choose not to join a union still have to pay the union dues to cover the cost of negotiating labor contracts. a man challenging an illinois state law says being forced to pay the dues violates the first amendment, freedom of association. bay area unions will hold two rallies urging to keep the law as it is. one starts at in san francisco at noon and the other in san jose at 12:30. it's exactly 4:30. let's get another quick check of your weather and traffic.

hi, mike. >> hey, jessica. when you grab the umbrella, temperatures much milder this morning. we're mainly in the upper 40s to 50 degrees. we do have cooler spots in morgan hill and clear lake. let's look at the 12-hour planner. we're planning on getting wet this morning through the morning commute. we'll get a break at noon and at 4:00, we have a chance of thunderstorms, that means lightning and hail and it will be breezy this afternoon. temperatures hanging out in the mid-50s. we'll talk about how much rain we'll get out of this system. a stronger one later this week. sue? >> the east shore freeway to take a look and see how things are going. not bad at all. you can see the gaps in between the cars. you're moving at the limit. not a solid stream of headlights but certainly a lot of folks out there. caution for wet roads this morning. we had a sig-alert that was cleared over the waldo grade. it's pretty slick out there. we've got a big rig accident. it's moved to the right-hand

shoulder. right near stone valley road and the alamo area. it's not blocking lanes. once again, slick roads, need to slow it down. >> thank you, sue. in napa, a family has been torn apart after i.c.e. agents swarm their property and arrested the father of the family yesterday morning. >> this was one of several deportation arrests in northern california. abc 7 news reporter lilian kim has the story. >> probably five or six cars stop. they get out, armed with bulletproof vests. >> helena saw at least a half dozen immigration and custom enforcements agents on her property. her husband was doing yard work behind the house where he was taken into cutts di. the family feared the day would come but held out hope. >> he didn't drink. we just assumed they were coming for other people who really are doing wrong stuff. >> reporter: her husband is 39 years old and came here from mexico at age 4.

the family hadn't heard about the warnings of possible i.c.e. sweeps over the weekend. they sought the help of rapid response network. an organization that assists undocumented immigrants facing deportation. >> i.c.e. agents made their presence known. within a couple hours of the arrest they were seen gathering at this parking lot on gasser drive. >> we feel like it's a tactic to increase fear in the community and cause them to forget they have rights. but that's why rapid response exists, to remind people they have rights. >> daughter isabella will continue to follow her father's advice, to study hard and cherish her legal right to be in this country. >> that's why i want to go to college and do everything, because i have the opportunity. i'm a u.s. citizen. i shouldn't take it for granted. >> a family devastated but doing everything it can to bring him back home. in napa, lilian kim, abc 7 news. teachers at the florida high school where a gunman killed 17 people are returning to campus

today. students will return to class on wednesday. still man do stoneman douglas held a -- they were able to request any services they need and change classes. the three-story building is cordoned off by a chain-link fence covered with banners from other schools showing their support. mean while, president trump vowed to tackle gun control this week. after the florida high school shooting, he proposed banning bump stocks, raising the age limit to purchase semiautomatic weapons and tougher background checks. he will likely face resistance from his own party. the nra strongly disagrees with his proposals. >> you do not want to raise the age? >> that's correct. >> the president has talked about banning these bump stocks. is the nra prepared to back that? >> the nra already made it clear, the atf needs to do their job and they need to make sure their definitions are consistent. the nra called for this before

the president made a statement. >> on the related note, neither house speaker paul ryan nor mitch mcconnell as publicly called for legislation on gun control. in the south bay, deputies are looking for three suspects in a rash of burglaries. the santa clara county sheriff's office released these photos. the trio is wanted for break-ins in the los altos hills area in recent weeks. they're offering a reward for any information leading to an arrest for conviction. two people are recovering from minor burns after a fire damaged their home in san jose. flames ripped through a home yesterday afternoon near more ril avenue. the fire was so big it threatened a home nearby. they kept the fire from spreading and no one else was hurt. the red cross is assisting the people displaced. they believe a cooking mistake sparked the fire. get ready to see self-driving cars on the road without anyone behind the wheel.

state regulators are expected to clear the way for automakers to begin testing totally autonomous vehicles. instead of a person behind the wheel, automakers will be required to have a remote operator ready to take control if needed. companies will have to say where they intend to operate, notify local authorities and have a plan in place to communicate with launch. the driverless vehicles could be on california roads as soon as april. let's take a quick look at how much warmer it is than yesterday at this time. up 12, 13 degrees warmer. that puts our east bay temperatures right in the mid to upper 40s, to even 51 at alameda and el sobrante is 50 degrees. here's a look from the roof camera in downtown san francisco. there's a sheen on the roads ahead of the steady rain. it's coating most of the roads this morning. if you're taking mass transit,

temperaturewise, 3450imilder th morning. on the roads, they'll be wet this morning. there's less of a chance of them being wet during the afternoon hours. there's still a chance. on the bay, it's not only going to be wet, but breezy today. as far as san francisco goes, a chance of wet weather through 8:00, 9:00. then it tapers. you can see temperatures struggle to reach 50 before a chance of a thunderstorm hits somewhere between 2:00 and 6:00 this afternoon. in the south bay, we've got a chance much wet weather all the way up to 10:00. and then we're pretty much dry the rest of the day with temperatures in the low to mid-50s. there's an isolated chance of a thunderstorm here. in fact, i'll show you where i think the best chance of the rain is going to be coming up in the big forecast. sue? we have slick roads out there. also the early morning commuters out of tracy up and rolling this morning for a 35-minute drive westbound on 580 to livermore from tracy. problems on 17 -- highway 17 in the santa cruz mountains. in the northbound direction, we

the quick moving storm will touch everywhere except southern california. it's blasting through down to fresno. here's what it does. a winter weather advisory. up to a foot of snow is possible. even 18 inches in isolated spots. the snow level down to 2,000 feet. you got to be careful if you're traveling up that way. now, heading deeper into the next eight days, 4 to 5, maybe 6 feet of snow? got a big storm coming later this week. let's look at the accuweather seven day forecast. it looks like it will arrive

wednesday night, hang around with several feet of snow. the same storm going to bring us good chances of rain. mike, thank you. menlo park police are looking for a man accused of firing an assault rifle in a backyard and it's all because he was upset about a loud party next door. we were on self-ire avenue. neighbors called 9-1-1 when they heard the shots about 11:00 saturday night. >> it was pretty crazy. the lights, everything, they're set up in front of the house, table, everything. it was like part of a movie, i guess. >> the s.w.a.t. team raided the home after getting a search warrant. police say the suspect, jose gutierrez was gone and they believe he's still armed with the rifle. he's driving a silver honda accord with license plate 5zck 527. >> a man is in custody after

fremont police say he robbed and sexually assaulted two women inside a store. detectives looked for clues at the party city for several hours on saturday. the victims told police the man entered the store before it opened. he pulled out a gun, robbed the women and sexually assaulted them. patrol officers captured him on grimmer boulevard. the weinstein company is going bankrupt. the studio has struggled to stay in business ever since the co-founder and namesake harvey weinstein was accused of sexual assault last year. the board of directors plan to sell the assets to an investor group and rename the company and add more women to the board. but a $500 million deal fell through. in a statement released last night, the weinstein company says it has no choice but to file for bankruptcy. a legendary art designer who, among other characters, created woody in pixar's toy story has died. bud lucky designed characters from more than a half dozen

series. he animated classic segments for sesame street and ad man in san francisco, he designed tony the tiger and toucan sam. lucky died in connecticut after an extended illness in a hospice care facility. he was 83 years old. japan approved a drug that claims to kill the flu in just one day. the pill is seen as a possible rival to tamiflu and should hit store shelves in japan pretty soon. don't expect to see it here for a while. the earliest it will be available will be next year. the drug company needs approval from u.s. government regulators before selling it here. it's 4:44. at least four people are dead after storms with relentless rains and fierce winds hammered parts of the midwest and the south over the weekend. the national weather service confirms there were at least 12 tornadoes. this cell phone video captured one near the kentucky/tennessee border. in tennessee, urk see cars destroyed, roofs torn off and

debris scattered throughout neighborhoods. >> it started raining real hard and he saw this barn, the metal from this barn take off and then the windows busted out. >> flooding prompted more than 100 water rescues in kentucky. emergency officials say that after the damaging wind and heavy rain, flash flooding is going to continue this week. >> wow. nothing like what we're seeing in other parts of the country. but we have our own rain here and luckily, you're never more than seven minutes away from your accuweather forecast. here's mike nicco. >> thanks, jessica. the heavier, steadier rain pulling out of north bay and cross the san pablo bay and golden gate bridge and move into the heart of the bay. as it moves from north to south. slight rain right now, but just enough to make things wet. a little bit of ponding possible as we get deeper into this morning commute. you can see, we've got rain, steady rain and it's more

showers. there's the cold front. see the difference between the solid line of white and the more freckled or speckled side. that's the cold air behind it. it's going to create the instability, creating lightning and small hail. by 7:00, you can see yellows and oranges. it could be moderate at times. there could be ponding on the roadways as we get deeper into the morning commute. then by 9:00, it's in the heart of the south bay. by noon, everything is kind of quiet right now. the clouds open up just a little bit. then you can see the scattered showers start to develop around 3:00 or 4:00. notice there's some pink and some white as the snow level drops down to 2,000, maybe 2500 feet. even at 7:00, we still have a few showers. once the sunsets, the chance is just about over. by 9:00, the entire bay is going to be wet, anywhere from a tenth to possibly a third of an inch. if it does pick up that steam and drop moderate rain as we showed you the yellow through the heart of the bay into the

south bay by the morning commute. once we get past this, we've got a break tuesday and wednesday. then a 2, when is the last time we had a 2 on the storm impact scale. big time rain coming thursday. i'll talk more about that coming up. here's sue. the north bay, we'll check out the ride with slick roads through san rafael past san pedro and freight is patas park. use extra caution. golden gate bridge is clear. we had one sig-alert over the waldo grade for slick roads blocking a couple of lanes at the time. now that's cleared. hopefully, knock on that will not happen again this morning. okay? let's go to the santa cruz mountains where we have an accident northbound 17 near little moody curve. then roadwork in the southbound direction. looks like that might have been picked up since the last report. i'll check on that in the next few minutes. thank you, sue. prices dropped $.06 for a gallon

it's 4:53. check this out. the storm prediction center put us in a thunderstorm threat today, especially this afternoon through the early evening hours with lightning, thunder and hail as our primary threats out of these thunderstorms. >> mike, thank you. american indian tribes say they've been cut out of california's legal marijuana market and they start their own pot businesses. the rules require them to be licensed by the state, would strip them of authority over their own lands and their right to self-governance. they're circulating a proposal to allow them to participate in the legal market. an effort is under way to preserve a landmark part of san jose for decades. abc 7 news was at the poor house bistro as a band played to
