northeast of san jose. the ground was slushy and wet making road conditions on state route 130 difficult. caltrans closed it. crews will be back up until the end of the week. anytime the temperature falls below 35 degrees they do go out there as a precaution. this is the first snow of the season for those who live up the mountain. it is now 4:30. let's check in again with mike. >> some gorgeous pictures. love seeing every one of them. let's go back to earlier this morning. you can see by the radar that the green was falling in livermore. up to 1,000, 1,500 feet it turned over from a wintry mix in pink to white which is all that big, fat snow that we saw earlier that matt is going to chase now. we don't need snow shovels, we need snow glasses today. low to mid-50s at noon. increasing sunshine and still breezy. 53 to 57.

we'll take a look at the next chance of rain even heavier coming up. here's sue. we go to the east bay with the east shore freeway from golden gate fields on into berkeley moving at a nice clip. you can see the gaps between headlights so not filled in yet and moving nicely. in fact, let's take a look at your drive times from hercules into san francisco under 30 minutes. that's always a nice drive. slowing out of tracy for early morning commuters and we do have road work still over the waldo that's due to be picked up southbound 101 through the robin williams tunnel in about 30 minutes. heads up if you drive across the richmond/san rafael bridge. >> big changes coming and the first test starts today. amy hollyfield live at the bridge. it could confuse some drivers. >> reporter: the big message is ignore the signs. you will see them start to be tested this morning. they're going to start testing

them on the marin section, the eastbound side, toward richmond. they will start lighting up the arrows at 10:00 this morning but this is just a test. you should pretend like they aren't even there. you will not have a new lane to drive in today. they plan to start opening up that right-hand shoulder in that right-hand shoulder in april. some commuters are skeptical. >> one experience we know for certain every time we have a traffic tie-up because the freeways have too few lanes and we have more lanes what we also do have people from greater distances and the same old bottlenecks exist again. >> reporter: they still like the

idea of having it available as an emergency lane when possible so the green arrow will let you know when the lane is open to traffic. a red x tells you it is closed. they are working on westbound improvements including a bike lane. that is all at least a year away. it will start to ease up when they're able to open up the shoulder. the plan is to do that some time in april. live in marin county, amy hollyfield, abc 7 news. a suspected wrongway driver arrested after causing a major pileup in vallejo just before 9:30 last night on westbound i-80 near magazine street. chp telling us as many as four cars may have been involved in the crash, all lanes closed while officers investigate it. and a dramatic end to a car chase in the east bay. richmond police posted these photos of a car that crashed

into a home. the chase started after a police officer tried to stop the car in the iron triangle neighborhood. it was reported stolen in a carjacking. the suspects eventually crashed in a house and tried to make a run for it with the help of witnesses and a k-9 unit bs police found and arrested two suspects. nobody got hurt. happening today santa clara county will address gun violence. the board of supervisors will vote on a measure to prevent gun related deaths and will endorse the march for school safety campaign and organizing a gun violence and mental health summit. the video from yesterday shows students from palo alto rallying for gun control, about 100 students showed their support. the gun debate continues to rage across the facial. it looks like the stance on raising the age limit to buy semiautomatic guns has started to shift. >> reporter: president trump

argues for arming teachers he keeps hammering away with the man who didn't spring to action. trump continued to bash the police response when he met with governors from across the country who revealed over the weekend he met with nra chief. it appears the president may be backing down from raising the purchasing age for semiautomatic guns, something the nra is against. instead president trump keeps calling for arming select teachers to defend the schools. >> i want highly trained people that have a natural talent, like hitting a baseball or hitting a golf ball or putting. >> reporter: the president was challenged on an idea likely to face resistance on capitol hill. >> we need to listen, educators should educate and should not be hoisted upon this responsibility of packing heat in first grade classes. a little less tweeting here, a little more listening. >> reporter: if a bill is going to move forward, the president

is going to use some of his political capital to push it through. nba star dwyane wade says that he cried when he learned one of the school shooting victims was buried wearing a jersey with his name and number. they said their son was happy he was returning to the miami heat. this is why we will not just shut up and dribble. the tweet referring to a fox news commentator objecting to players making political comments. happening today sonoma county supervisors will just get public input on the next steps in the fire recovery effort and discussing reports critical of the emergency response system. that report says the county wasn't up to the task of warning neighbors of the oncoming danger and found procedures for losing alert systems weren't as coordinated as they should have been. the report says the emergency response system could have sent an amber-style alert but didn't.

we have just learned president trump is coming to california in mid march. it will be his first trip to our state since taking office, and it's reportedly to see some of the prototypes for a potential border wall. he's also going to attend the republican national committee fund-raiser in los angeles, and that's according to "the washington post" which also writes the california trip has been floated several times due to concerns from aides he'll be met with a lot of protests. there are still few details out about the trip, but he could visit san diego where eight border wall types are already currently on display, so we'll see if he goes there. unclear exactly what days in march he'll be here. back to you. >> jessica, thank you. happening today santa clara officials will consider a proposal to speed up rape kit testing. this comes after a backlog at law enforcement agencies and forensic labs throughout the state. it would require kits to be tested within 30 days.

cindy chavez is requesting to analyze what resources they would need to process all current rape kits by next july. the board meets at 9:30 this morning. the warriors are spending their day in washington, d.c., with local kids. the team is going to take them to the national museum of african culture. only players and coaches will attend the private event. the warriors made these plans after president trump withdrew his white house invitation to the nba champs. steph curry made it clear he didn't want to visit the white house. happening today the future of row bts on the streets of mountain view. a nine-month pilot program to allow personal delivery bots on city streets and sidewalks. the latest city on the peninsula to test the technology. we caught up with this one in san carlos last year. redwood city tested the bots in 2016. the city council will take up the issue at 6:30. one of the goals is to see if the robots can ease traffic

all right. welcome back at 4:51. already looking ahead to thursday and friday, a storm that will have moderate implications. look at the rainfall, 1 to 2 inches, gusts up to 45 miles an hour, and snow down to 2,000 feet. i'll have more on that in a second. >> thanks, mike. you're looking at what neighbors and west oakland saw when a water main burst on magnolia street. none of the water flooded into homes. the spray was very powerful, though, and tossed small rocks at nearby houses there. a new study shows there could be a link between e-cigarettes and the risk of heart attacks. >> they have been marketed as a way to quit smoking. researchers at ucsf look at numbers from the centers of disease control and vaping could have its own serious health risks. one doctor says daily users have

almost double the risk of having a heart attack. >> it's not the same toxic chemicals as a cigarette. there's probably less of them than a cigarette, but there's still enough there to be doing a lot of damage. >> other health experts say it's too soon to draw the conclusion e-cigs cause heart attacks. another possible explanation, people at risk of heart attacks may be turning to e-cigs to quit smoking. a wrestler who suffered a spinal cord injury during a match last month is improving. the injury left ryan joseph paralyzed and on a ventilator. look at him now. ryan is able to get around in a wheelchair. his father showed this video to show his progress. the teen is undergoing treatment in colorado and is expected to return to the bay area in april. all right. let's jump ahead to noon tomorrow. you see some scattered, really light showers across the north bay and that will be our best case. maybe a random shower somewhere else.

by 7:00, rain moving into the north bay as the commute ends tomorrow evening and then look at the yellow move in just in time for the morning commute. that's moderate to heavy rain that will plague the entire morning commute. once we get past that we'll have more showers as we head into the afternoon hours and look at that snow start to develop in the north bay by 5:00 thursday. and then during the evening hours around hamilton and diablo and that's the first phase of this storm. let me show you how much rain is possible. our color key here. see the green, one inch up to three inches. we're awash in one to three inches and santa cruz possibly four inches of rain. and some of that will be snow. here's sue. we are heading to the san mateo bridge where traffic is flowing nicely this early tuesday morning, coming up on 5:44 -- pardon me, 4:54. don't want to get you out of bed too fast. here we go across the causeway and up the high-rise over to

villaraigo villaraigosa. the largers auto retailer has to pay more than $2 million to file a lawsuit. auto nation faces accusations of illegally disposing of hazardous materials. santa clara county's district attorney and other prosecutors also claimed auto nation mishandled personal information belonging to customers. auto nation released a statement that says it's committed to environmental compliance and stewardship and protection of confidential customer information. whether you sit down or stand up at your desk, it's still not a substitute for exercise. standing desks are advertised as healthier alternative to sitting in a chair at work all day but problems with sitting, poor posture and a lifestyle. there's not enough movement. standing too long can lead to muscle fatigue, back pain, swollen veins as well. you need to get up and move
