say, it's scary, that close to home, you expect that in the big cities, not in this little tiny town, well, i didn't expect it. did you? >> no. >> this is the second man from the central valley to face terrorism charges in the last three months. in september, 17-year-old edmond jameson was arrested, jameson planned to attack pier 39 on christmas using home made pipe bombs and an assault rifle. he told fbi agents he wanted to commit the attack as a show of support for isis. in castro valley today, a small group of protesters picketed outside a gun store. they held signs and demanded the country began assault rivals. and in the nation's capital, north bay councilman mike thompson is trying to force a vote on back ground checks for all gun purchases. the measure would expand

background checks for guns that are found online and at gun shows. a new effort to do something about gun violence and mental health. >> reporter: santa clara county leaders think the community working together can begin to address how to curb gun violence, the idea to hold a summit and bring together experts in law enforcement, mental health and education were brought together by dave to have a conversation about gun reform. >> reporter: gun violence is also a fact of life in san jose. nearly three years ago, a san jose police officer michael johnson was shot and killed by a suicidal man with a rifle. a witness at the time said that

he may have had an undiagnosed mental condition. a prospect high school opportunity who's part of the national march for our lives supported the proposal for the summit. >> the proposal is a bold step that our county can make in a timely fashion and manner regarding action for gun reform and school safety. >> reporter: supervise cindy chaves is seeking ideas to make schools safer. >> we have deputies assigned to school campuses, but i'm not sure that's enough. i think there's more we can do, maybe ordinance changes or other things. >> reporter: no one spoke out against the resolution which passed by unanimous vote. in san jose, david louie, abc7 c news. an apology isn't enough for one north bay mother, she wants accountability even charges after a high school teacher is accused of slapping her son.

>> that shouldn't have happened. we bring our kids to school to know they're going to be safe. >> reporter: laniqua hopkins 6-year-old son is a special education at vallejo's special education school. on friday, hopkins received a phone call from the school. >> i was notified that my son may have been slapped by a substitute teacher. >> reporter: hopkins ran to highly land and even took these pictures of his cheek. she told us she wanted to talk directly with that teacher, but that teacher had already left campus. the vallejo city unified school district issued a statement, the teach was immediately pulled from the site. this matter is currently being investigated by the vallejo police department and the district is cooperating in the investigation. hopkins said she filed a police report, but she could not verify

that the school contacted police, even though it's own policy in such instances requires it. abc7 news reached substitute teacher. she claims that the boy had overturned a classroom desk and was throwing chairs just prior to the incident. >> you slapped him because he asked you for some space. i never heard of my son flipping chairs and desks but no. >> reporter: vallejo police have yet to answer our questions about whether with the teacher faces criminal charges. a hayward resident now faces attempted murder charges after detectives say he deliberately rammed into a sheriff's deputy on a motorcycle. detectives captured 30-year-old jack toki last month. a judge ordered toki to remain in jail without bail today. a motorcycle police officer tried to stop toki on february

1. deputies say he ran away after abandoning the stolen suv. an unusual explosion ripped through the air. in freemont, someone walked out of a restaurant, fired off a flare gun and then drove away. this happened outside the pacific commons shopping center off auto mall park way. no reports of injuries or arrests. police have now arrested two young men in connection with saturday night's double fatal shooting outside a market in san mateo county. this happened bro bro bro broadmo broadmoor. >> dorian -- one of two people fatally shot outside hillside market gathered at the street side memorial for the couple. they said offcamera that police

told them there had been arrested but few other details. shaun gillery, brother of the other shooting victim, vanessa, said he was happy and relieved that police arrested two suspects. >> i hope the maximum is put for these people because people like this can't be let out on the street, they can't be around society. >> reporter: shortly after the shooting, police say there was also a female who may have been involved. >> there was an altercation that occurred prior to the shooting that we're aware of and he was with the two males when that occurred. >> reporter: police say they have talked to the female who was in the car with the two suspects, she was not arrested. a verbal altercation occurred outside the market between the victims and the suspects, an altercation that led to the shootings, a third victim is being treated for his injuries at san francisco general hospital.

meantim meantime, gillery says he can't believe what happened that night. >> you can't solve anything with a gun or bullets. i just want justice for my sister. >> the path to justice may start tomorrow with the arraignment of the two suspects. a chemical leak prompted a shelter in place order for some pittsburgh residents this afternoon. you can now see on a map where people were urged to stay idoors while crews contained the leak. officials told us the hazard was likely caused by a small amount of sodium sulfide. no injuries were reported. you would never guess it by looking outside, but this morning parts of the bay area were dusted in snow. a light dusting in snow left several bay area hill tops dusted in white.

car break ins in san francisco have reached epidemic proportions. the latest caught our attention because of who was involved and where it occurred, the head of the firefighters association and right outside city hall. >> later this week the san francisco police department is expected to release an updated tally on car break ins this year. as you noted one of the latest high profile casualties the head of the firefighters union says it is the third time his car has been targeted and this time he decided to speak out. tom o'connor knows no one is immune, still it's pretty galling that his car window was smashed right outside city hall in broad daylight as he was inside working on contract negotiations for san francisco's firefighters. >> it's amazing. and i was thinking too my alarm must have been going off when they were crawling through the car and no one said anything or

did anything. >> reporter: o'connor went to vent, using city hash tacks, everything's okay here, not as a dig, but as a call to action. mayor mark ferrell says his upcoming budget should reflect resources to help fix the crisis. there were an astounding 30,000 car break ins in san francisco last year, many in tourist areas like long lombard street. and the neighborhoods are suffering. residents in the inner sunset have made their own warning signs. the auto glass company on bryann street where o'connor brought his car for repairs has seen a tremendous uptick in business. >> every four or five cars brought into my shop, at least two have been broken into.

our emeryville camera. it was a little milder this afternoon, rain arrives tomorrow afternoon and evening, the wind intensifies tomorrow afternoon and a wintry mix follows friday and saturday. it will be down near freezing in our inland valleys, 30s, 40s, and for the afternoon, hang on for that extra layer, temperatures in the 50s to lower 50s. so on our storm impact scale, tomorrow afternoon evening, we have a light system, level 1, with the scattered showers, isolated downpours by nighttime and increasing wind as we head through the nighttime hours. 11:00 p.m. wednesday, you'll notice that the winds are near 30-mile-per-hour along the coast, as we head to thursday morning's commute, the winds really ramp up and the gusty winds will be with us gusting close to 40 miles an hour, in the higher terrain, it will be over 40 miles an hour.

that's why our storm impact scale becomes a 2 on thursday, moderate to heavy rain are possible on thursday and wind gusts will be in excess of 40 miles an hour. 3:00 p.m. wednesday, you will see some scattered showers, mainly focused in the north bay. by 5:00 p.m., the showers begin to spread, and as we head into 7:00 p.m. tomorrow night, there will be some areas of showers by 11:00 p.m. becoming widespread, the yellows indicating some brief downpours, 5:00 a.m. thursday, it's going to be a nasty commute. if this computer model continues to hold, you'll see that the rainfall intensifies here, it's coming down hard, so watch out, it will also be very windy as we head into thursday morning, at 10:00 a.m. the focus shifts from the south bay to the east bay. in the afternoon and evening hours thursday into friday, we will be seeing some snow showers at the higher elevations, that trend carries over into saturday as well.

rainfall totals from tomorrow afternoon through friday night, for most areas will be in the 1 to 2-inch cat girls, some areas will be upwards of 3 inches of rain. it's turning to snow in lake county, wednesday through saturday night we do have a winter storm warning for lake county, where snow is expected above 2,000 feet, the highest peaks could be seeing more than that. you will see that snow accumulating by friday afternoon, we'll be seeing a repeat performance of that this time in lake county and can't rule it out over mt. diablo and mt. hamilton again. from thursday morning to 10:00 p.m. saturday, they're going to be counting snow in feet, up to 7 feet of snow. look at these snow totals, 40 inches in kirk w50d.

we have breaking news just in to our newsroom. i.c.e. has just confirmed to abc7 news that they have made 150 arrests in northern california since sunday as part of a targeted immigration cooperation. officials say all of those arrested were in violation of immigration laws and half had criminal convictions. this comes just days after the mayor of oakland warned that i.c.e. raids across the bay area, now we have confirmation. we have posted the full statement from i.c.e. on our website, abc7news.com.
