contentious four incumbents being challenged by lawyers from the san franciscoublic defender's office and today this complaint made it even more controversial. >> it is not a level playing field. >> reporter: retired librarian and wash dog filed this complaint. alleging that presiding judge teri jackon and garret wang violated letterhead. they say we stand firmly behind the incumbents. the state's government code states government and other public officials cannot use public resoures for a campaign activity. but this year four judges on the bench are being challenged by these lawyers from the city public defender's office.
