out for everybody heading west. amy hollyfield is live at the toll plaza. hi, amy. >> this is the direction of the morning commute. richmond head add cross this bridge over to marin. these commuters do need some relief. it is getting really congested on that talking about the richmond-san rafael bridge. authorities are going to study whether they can add a third westbound lane. this is according to our media partners at the marin independent journal. they say this is growing in popularity. traffic has increased 13% on this bridge in the past five years. planners have envisioned a lane headed into marin for bikes and pedestrians. now some are saying that should also be used for vehicles. they're already work to go ease the community work. there will be -- opening the shoulder to cars. they're currently testing the signs that will show when that lane is open.

now they're turning their a toepgs to the westbound lanes and approved $100,000 to study this idea. reporting live in richmond, amy hollyfield, abc 7 news. thank you, amy. a group of young people who -- defeated a trump administration's attempt to keep the dispute out of court. the u.s. court of appeals in san francisco says the lawsuit can go to trial. the group claims that for more than 50 years, the government promoted regulations that support the use of fossil fuels. they want the court to force the government to formulate a plan to change course. the trump administration plans to appeal the court ruling to the u.s. supreme court. good morning everyone. i'm tracking the snowstorm in the northeast at the live desk. this morning, at least one person is dead after this latest storm. a woman in new york hit by a

maria carillo high school. a student is accused of putting graffiti on the walls. police believe it was a prank. authorities responded to at least five school threats in sonoma county in less than a week now. no one has been hurt. a call to action from interim mayor mark farrell. this morning, he wants self-driving cars to prove their technology is safe in san francisco. the examiner reports farrell september sent a letter to 50 companies urging them to volunteer for safety tests with the san francisco police department. that way the city will know how to respond if a crash were to happen. right now, san francisco has no regulatory control over self-driving vehicles. that power falls under the dmv and public utilities commission. you may not have noticed it, but your heater probably didn't kick on in the overnight hours due to the mild temperatures. you're never more than seven

employees international union. union leaders say women make up the majority of janitorial workers in the u.s. number 7, new video of meghan markle and prince harry celebrating international women's day. we learn markle has been baptized into the church of england. something she promised to do before her wedding day. posed as a police officer. on monday night, a white suv with flashing red and blue lights pulled up to a home in the san bernardino county town of victorville. a person gets out of car wearing a uniform. he each had what appeared to be a gun in his holster. he made contact with someone in the driveway and then walks up to the front door and at one point tried to get in. the homeowner called 9-1-1. the suspect also conducted a fake traffic stop that same night. >> all we know right now, it was a light-skinned black female driving a red car. he obtained her identification, made it seem as though he ran

the harder it is to forecast actually. you can see scattered light green all the way from lafayette and ross more to the santa cruz mountains. as we head to 9:00, the drizzle will dry. the clouds are opening towards 5:00. they will stay partly cloudy overnight. more fog to develop. a chance of scattered showers across lake county and then lake and mendocino counties as we head towards tomorrow afternoon. then we go through saturday morning. pretty cloudy. but then you can see by saturday afternoon into the evening hours, we'll have a chance of light showers rolling back into my forecast. we'll call it a 1. they'll linger into sunday morning. remember, set the clocks ahead, change the batteries in the smoke detectors. tuesday to wednesday, another storm but light shows up. alex alexis. >> unfortunately, a traffic alert. chp issued a sig-alert in the lafayette area. sounds like several vehicles involved. westbound 24 at acalanes hearing

about a second crash near wilder. we have some injuries too. at least a couple of those vehicles and ambulance has been detached to the scene. p p they're saying it could be a little bit before they could make it out there. not good. traffic already backing up towards the 680 interchange. as we look at the traffic camera, it's not terrible at the moment, but i bet we give this ten more minutes and we will definitely see the backups on to 680. we'll keep a close on this coming up next. thanks, alexis. this morning, a beloved local restaurant and bar saah closed after having a final last call. the oasis beer garden in menlo park shut down after 60 years. the owner, whose father started the business, says after all that time they couldn't come to a lease agreement with the property owner. the decision was as hard on him as his customers. >> there's a pop karn machine over there and baskets with potato chips and plastic liners
