page where you can share this badge. you can help families of the victims and the pathway home on our website, abc7news.com. >> it's 4:31 now. if you're just joining us, let's get a quick update of weather and traffic. starting with meteorologist mike nicco. let's look at the storm scale. it's a 1 for today and tomorrow. scattered showers will roll in this afternoon. it will become a steadier rain overnight through tomorrow morning. showers again tomorrow afternoon. in between, it will be breezy with gusts up to 45 miles per hour. let's take a look at my accuweather 12-hour planner. fog is a big issue this morning, especially around the bay and coast. low to mid-50s at 7:00. we'll be in the low 60s at the coast. mid to upper 60s around the bay. then lined with clouds and haze at noon. upper 60s at 4:00 with light showers developing. a better chance of scattered showers towards 7:00.

still comfortable. 58 at the coast. we'll look at heavy snow coming to the sierra coming up. i have a lot to talk about as well. ail major problem in the east bay. 880, where all lanes are blocked, both northbound and southbound at 23rd avenue. this is a sig-alert. this is due to downed wires there on the roadway. p dpchlt and e is on the scene. no estimate when we'll get the lanes back open. you should be able to get through the detours without many delays. here's a look at the fog that mike mentioned. really dense fog, very low visibility on golden gate. use caution and drive for conditions. we'll check on the central valley up next. breaking news overnight. a plane crash at the kathmandu airport in nepal. happened about two hours ago. it's making international headlines. we look at these images coming

in. there were about 71 people on board. 67 passengers. four crew members. nepal police say at least 38 people died, 23 injured. 10 unaccounted for. these are new images of the crash that came in before the newscast. you can see the destruction to the aircraft. it was a private carrier plane flying from nepal to bangladesh. i'll let you know if we get anything else on this rescue operation. they're still under way right now. back to you, matt. developing news. the white house set to unveil a plan to improve school safety at stoneman douglas high school in florida. >> the white house seems to have backed off the previous at a meeting after the mass shooting in florida last month, president trump making bold statements on gun legislation.

>> they're allowed to buy them at 18. how does that make sense? how does that make sense? so i say that it should all be at 21. >> this morning, the white house is backing off those plans to raise the minimum age to buy assault weapons. >> for certain firearms, again, there's going to be recommendations to states, a task force, that will be a component of raising the age. >> that component, to create a federal commission on school safety to examine raising the age. chaired by betsy devos. the proposals will include background checks, expanding mental health programs and working with states to provide firearms training to specifically qualified school personnel. democratic lawmakers wasting no time criticizing the president's walk back. pennsylvania senator bob casey tweeting, the administration's plan is weak on security and insult to the victims of gun violence. >> the brady campaign to prevent

gun violence also lashing out at the president. saying the measure shows a, quote, profound lack of leadership. linda lopez, abc news, new york. president trump is set to visit california tomorrow. his first trip here since taking office. his main stop will be in san diego. the president will get a look at eight designs for the border wall that he's been pushing to build. also on the agenda, a fundraiser in los angeles where guests will pay up to $250,000 to attend. the city of san jose removed the christopher klum russ statue from inside city hall over the weekend. the controversial statute will be relocated to the italian american heritage foundation. the city council voted in january to give the italian american community the opportunity to find the statue a new home. a group called the brown berets started a petition to remove it. a coalition of legislators, students and faculty are

rallying for a freeze on college tuition. the university of california and the california state university systems are considering tuition hikes. they need to make up for the lack of funds in governor brown's budget. coalition leaders say coffers are flush and they don't need to raise the price of an education. let's take a look outside. you can see from the east bay hills, some of the fog is blanketing the bay right now and starting to o move into our bay shoreline neighborhoods. expect that to continue as we head flew the morning commute. here's a look at temperatures. we're about 3 to 8 degrees warmer than even yesterday morning. that puts us at about 48 in livermore, dublin, san ramon, walnut creek. we've got 49 in pleasanton ond low to mid-50s for the inland east bay neighborhoods. upper 40s to mid-50s about everywhere else. here's another look at the fog encroaching upon san francisco as we look down. market street all the way towards oakland.

so morning fog, but then there will be wet spots during the evening commute for the showers coming in. cool to mild on mass transit p same thing on the bay. foggy. possibly wet in the afternoon. green is developing, especially along the coast. the santa cruz mountains and the north bay headed into the afternoon hours. look at the temperatures. mid-60s to low 70s today. san francisco started off at 52 at 8:00. by noon, 61. up to 64 by 4:00. our first chance of some showers and then another chance heading through the evening hours. up in the north bay, we'll be mainly cloudy, foggy and then turn 65 at 2:00. then we'll hang out in the low 60s in the evening hours with the best chance of rain. you can see the rain getting heavier tonight with low to mid-50s. we'll take a greater look at that coming up next. here's alexis. no change in the east bay. we have a major problem on 880. a full closure of northbound and southbound fully blocked by downed power lines.

welcome back. it's 4:42. let's take a look at your california forecast. let me roll this into motion. you can see the waves of scattered showers from santa barbara to eureka. dry in tahoe and yosemite and so cal. 70 in l.a. to palm springs. starting at 1:00 tomorrow afternoon through 5:00 wednesday evening, 1 to 3 feet of snow above 4,000 feet. if you're thinking about traveling, do it early tuesday. by wednesday morning, 10 inches of blue canyon, 2 feet at kirkwood. it keeps adding throughout the day. right now it's quiet but there's more heavy snow wednesday, thursday and friday. it's going to be quite a week in the sierra. >> now a live desk update. new this morning, the pie lot of the helicopter that

crashed into new york city's east river thinks he had engine failure and all five passengers, unfortunately, died. the flight was chartered for a photo shoot where the passengers took photos with the door open. these are some of the images taken of the helicopter shortly before it went down and you see it going down into the river. cell phone video shows final seconds, it was captured on cell phone video, loses control, crashes into the water. >> heard something and we -- >> we looked back at the water and something was floating on the water. >> we were all calling 911. we didn't see or hear anything. we saw the yellow raft and then someone on top of it. >> ntsb is sending a team there this morning to determine exactly what caused that helicopter to go down. the pilot has been treated and released from the hospital. the sole survivor. back to you. >> thank you, jessica. pilot is expected to survive after his small plane crashed in western sonoma county.

it's going to throw waves of water at us starting today and all the way through thursday at least. here's a look at emeryville. give you an idea of how thick the fog is. you can barely see the fog on 80 towards the maze. fog to showers today. mild highs today. breezy and then our strongest storm or stronger storm is wednesday through thursday. 9:00 in the morning, you can see the cloud cover out there. you can also see the green, the showers off the coast. they'll start to move in around 1:00. you can see they become a little more numerous at 4:00. some of us will be using our wipers as we head deeper into the evening commute. it's steadier and more widespread and even moderate rain rolling through. now, the steadier rain is coming in. look at that. right at 4:00 in the morning. the morning commute tomorrow is going to be tough. everybody is going to get wet all the way up until 9:00. then it transitions back to scattered showers for the evening commute and into the evening hours it tapers just a little bit.

at 7:00 tonight, you can see just about everybody on wet streets. overnight, you can see it fills in. we're up to a tenth, to quarter of an inch of rain. then green starts to show up. we're getting up to a half inch to an inch by tomorrow evening. this is the weaker of the storms that are coming in. wednesday and thursday, we've got a moderate, heavier rain, faster winds and then that steady rain turns over to possible storms for thursday. then a little bit of rain holding on for friday and saturday. we'll call it a 1. we'll take a greater look at the storms and the cooler weather they bring coming up. alexis? >> not much has changed on 88 and oakland. full closure northbound and southbound. all lanes blocked due to wires in roadway. we've had this in place. all these folks are sitting there, pretty much parking lot. northbound and southbound. on the high street on ramp, this sig-alert continues.
