accuweather's paul williams. >> reporter: good morning. this winter storm will continue to plague the east coast. the heaviest of snow as you travel further north. but boston will be clocked literally. and we're concerned about minor coastal flooding. we're looking at perhaps three to six in long island and connecticut. and 12 to 24 as you get closer to boston. strong winds on the back side of this. back to boston we go with 55 mile-per-hour winds. then to the west coast with rain advancing as moisture returns because they're in need of this to stop the trend of drought weather. but watch out for major snow in the mountainous region. authorities are looking at two safety devices in sunday's deadly helicopter crash in new york city. they believe one of them failed and the other may have contributed to the tragedy. this as we see new images of the

flight's final moments. here is david curley. >> reporter: new images inside that helicopter flight. smiles all around during takeoff. just minutes later, tragedy. the sunset photo and sightseeing tour going down in the east river. the five passengers unable to escape the sinking chopper in icy waters. >> it almost looked very surreal and next thing we know it's approaching the water, slowly. and then it just completely crashed and then sunk. >> reporter: the lone survivor, i foot lot saying a tether snagged one of the fuel levers shutting it bleeding the engine of fuel. tethers are used to allow photographers or in this case a coast garts m guards man to mo the chopper in flight.

the ill-fated flight was equipped with floats used for emergency water landings but as the new york chopper nears the landing but the pilot says the right float fails to inflate properly. >> if those floats had worked properly, we would have had five people still alive. >> reporter: the five were in their 20s and 30s. none of them able free themselves from the harnessing system under water. passengers on a similar flight complained about the harnesses. >> somebody who flew in a sister helicopter said it was not easy when they were on the ground to get out of their harnesses. >> we'll be looking to see whether the harnesses were functioning. >> reporter: liberty helicopters has two deadly incidents including a 2009 crash with a small plane that killed nine. the company says it is cooperating with the investigation and is now focusing on the families of those who were lost in what it

mile-per-hour wind gusts, up to two feet of snow and with the high tide, they're concerned about the threat of flooding. all right. we want to get more details on where the storm is headed and when. >> paul, good morning to you. where is the snow now? >> right now we are in the midst of a very ugly kind of a hat trick right now. it's continuing to strengthen as it veers out towards deeper water. we're looking at blizzard conditions particularly eastern new england states. minor coastal flooding. and difficulty with traveling. you mentioned earlier what was happening with new york. as you go out to long island, three to six and even towards the most eastern part we're talking about 12 inches of snow. then the east will be under siege with these very strong winds from maine towards virginia beach. >> where will it be the absolute worst? >> the worst is going to hit boston because they're actually

under a blizzard warning and when we're talking about blowing snow for two to three hours steady and we're expecting 18 inches of snow. we're looking between 12 to 24 and not only are they going to get the worst of the snow, they're going to get the worst of the winds too. after 6:00 a.m. and 7:00 a.m., 55 mile-per-hour winds or stronger. >> and i like all of this is happening during the morning commute. the bearer of good news as always. we do want to get to the other big story this morning. the serial bomber on the loose in texas. three packages exploding with deadly results, including two on monday. one victim clinging to life right now. >> the common thread is the victims are all people of color. they're not ruling out the possibility of a hate crime.

>> reporter: putting small children on buses, alerting everyone not to touch suspicious packages. >> we have a pattern of incidents over the past ten days that we believe are related. >> reporter: it's the third bombing since march 2nd. all within this 14 mile radius. the first killing, 39-year-old anthony house. the police saying the packages weren't sent in the mail. they believe they were left on front porches in the middle of the night. >> these devices can explode in many ways. if you see something that's out of place, do not handle it. >> reporter: they're searching for surveillance video in these neighborhoods. they have no description of the suspect. >> if you have heard something, however trivial you believe it to be, that may be the information we need to crack this case. >> reporter: and they say a hate crime is one of the possibilities on the table today.
