tracking the storm. paul, good morning. >> good morning. this winter storm is continuing to crank up and strengthen as it swings around the new england region with blizzard conditions for eastern new england, minor coastal flooding all a part of the mix then as far as snowfall amounts are concerned we're looking for three to six inches throughout portions of long island. but as you get a little bit closer to boston, talking about 12 to 24 inches of snow. that's right, two feet. combine that with very strong winds, possibly 55-mile-per-hour winds along the eastern coast particularly along boston. i'm accuweather meteorologist paul williams. >> our thanks to you, paul. we're going to turn right now to austin, texas, where two people have been killed in three mysterious package bombings. the latest explosions came just miles apart from each other. authorities believe a serial bomber is on the loose and they're not ruling out the possibility that the bombings are hate crimes. this morning, a $15,000 reward for information into mysterious

explosions rocking austin, texas. >> it was just a loud, loud boom. >> reporter: for the third time in ten days, packages containing bombs have been left at homes just miles apart. investigators believe the blast could be racially motivated. >> we do know that both of the homes that were the recipients of these packages belong to african-americans, so we cannot rule out that hate crime is at the core of this but we're not saying that that's the cause, as well. >> reporter: one of the explosions killing a 17-year-old african-american teen and injuring a woman when they opened a package they discovered on their front porch. >> we got two people down. it looks like one in the door entry. >> reporter: just hours after that another one, critically injuring a 75-year-old hispanic woman who opened the package. >> all of a sudden we heard an explosion and i just felt it like move the ground and that's when we walked out and we saw the smoke and the lady laying on the floor. >> reporter: the latest explosions now make a total of three this month alone.

the first killing 39-year-old anthony house. police say packages were not sent by mail but were left on front porches in the middle of the night and they say the devices show a certain amount of sophistication and are powerful enough to cause extensive damage inside the homes. >> these devices can explode in many ways, either by being moved or by being opened. if you see something out of place, do not handle it. >> some good advice right there. and the latest bombings coincide with the south by southwest festival in austin which, of course, brings 400,000 people to that city. but neither explosion was near the festival's events. new developments this morning in the poisoning of a former russian spy in england. secretary of state rex tillerson is now speaking out saying the nerve agent used in the attack clearly came from russia. british prime minister theresa may is demanding that russia explain how and why its former russian spy was poisoned in england by the end of the day today. she says the attack was either

directed by russia or the kremlin lost control of the poison. russia called may's accusations part of a circus show. in a statement last night, secretary of state tillerson condemned russia saying, quote, it is almost beyond comprehension that a state, an organized state, would do something like that. it certainly will trigger a response. but earlier monday the white house was not so definite about russia's involvement. >> the attack was reckless, indiscriminate and irresponsible. we stand by our closest ally and the special relationship we have. >> you're not saying that russia was behind this. >> right now we are standing with our uk ally. i think they're still working through even some of the details of that, and we're going to continue to work with the uk. >> the former spy and his daughter remain in critical condition. a police detective who came to their aid is in serious but stable condition. on capitol hill republicans on the house intelligence committee have abruptly ended

their russia investigation. they say they found no evidence of collusion between russia and the trump campaign. democrats are absolutely outraged by this. abc's tara palmeri is joining us now with the overnight details. good morning, tara. >> reporter: good morning, kendis and marci. that's right. house republicans are saying case closed on their russia investigation. in a surprising move to house democrats, republicans on the house intel committee announced that they found no evidence of collusion between the trump campaign and the russians. >> we've seen some perhaps meetings that were inappropriate or ill-advised to have taken and we've seen some chance coincidences where people bump into each other at various places but no evidence of collusion. >> reporter: after the probe they plan to release a 150-page report on their findings based on 73 interviews and over 300,000 documents. president trump praised the news tweeting in all caps, the house intel committee has after a 14-month-long in-depth investigation found no evidence of collusion or coordination

between the trump campaign and russia to influence the 2016 election. but for democrats, they're not done. they say the surprise announcement has only worsened partisan tensions on the committee. >> the fundamental problem from the beginning was my colleagues viewed their job as protecting their client, the president, rather than getting to the truth, and i think that's a grave disservice to the country. >> we've lost all credibility and we're going to issue probably two different reports, unfortunately. >> reporter: the report does find that russians meddled in the election but notably pushes back against the cia's assessment that they favored then candidate donald trump. well, the house may be wrapping up its investigation, special counsel robert mueller's probe seems to be expanding. he's already indicted or gotten guilty pleas from 19 people. kendis, marci. >> and the senate investigation is ongoing as well, tara, thank you. back to our lead story now, the weather.

we mentioned the major storm in the northeast. now here's a closer look at the national forecast for this tuesday. a large storm system stretching from seattle to los angeles is bringing much needed rain to the west coast with some areas getting up to two inches of rain. the cascades and sierra mountains could see up to three feet of snow. elsewhere temperatures will be seasonable. 50s and 60s in the south, and into the 70s in florida and hawaii. and just ahead, a new home for $10,000. the technology that could make it happen. but first why this bride was arrested on the way to her wedding. and later, o.j. simpson's lawyer responds for the first time to that tv interview in which o.j. h

we've now learned the names of those killed in sunday's chopper crash in new york. they include a firefighter. a journalist and tourist. all between 26 and 34 years old. the pilot was the only survivor when the chartered helicopter slammed into the east river. >> and now there are questions about whether equipment designed to keep those on board safe may have actually contributed to the cause of the crash. here's maggie rulli. >> reporter: witnesses capture the horrifying moment the helicopter crashes into new york's east river quickly flipping upside down in the frigid water. the five passengers on board are unable to break free from their harnesses. >> these people had no chance. you can't expect people that are untrained to watch a video and then without any real hands-on drill expect them to react in a survivability mode. >> reporter: the five passengers were in their late 20s and early 30s. among them a journalist, a firefighter, an argentinean tourist and two tour company employees.

the pilot was the lone survivor. he tells authorities that a tether or part of a passenger's harness snagged one of the fuel levers shutting it, bleeding the engine of fuel. tethers are used to allow photographers or in this case a coast guardsman to move around a chopper in flight and another disaster on board, potentially faulty floats. the helicopter was equipped with them for emergency water landings, but the pilot said the right float failed to inflate properly. on impact the helicopter slammed to that side. >> if those floats had worked properly we would have had five people probably still alive. >> reporter: authorities are looking over the helicopter and say they're focusing in on harnesses and why the floats did not inflate properly. they're also asking for any witnesses who saw the crash to contact investigators. marci and kendis. >> our thanks to maggie rulli there. we're hearing new details about the couple charged with torturing and holding their 13 children hostage inside their southern california home. as they await trial david and louise turpin are speaking to relatives from behind bars.

during an interview with "the dr. oz show" louise's sister elizabeth and her cousin trisha said their reactions could not have been more different. louise, they say, appears to be in total denial, not even asking about the kids, but they say david struck a different tone. >> it was like i was looking at a little boy that was ready to confess everything he had done. he cried the whole entire time. it wasn't fake. >> he broke down in sobs at one point. >> oh, yeah. >> he kept saying i wish i could tell you about what we've done. >> elizabeth and trisha say the children are adjusting to their new surroundings in foster care as family members work to gain custody. most of the children are suffering from chronic malnutrition. a judge in new hampshire has ruled the secret winner of a massive powerball jackpot can remain anonymous. the jackpot was worth nearly $560 million, and the winner's lawyers picked up a check for more than 264 million last week.

president trump will visit san diego. >> several rallies both for and against the border wall are already planned. protests are set across the border in tijuana. >> reporter: he's been in office for more than a year but president trump is finally headed to the u.s./mexico border to inspect the eight prototypes for his border wall. the san diego police department is setting up barricades to keep roads clear and protesters away. those who live in otay mesa tell us even with the president's visit they haven't warmed up to the idea of a wall. >> i don't think it's right what he's doing. especially for mexican people, we come here and provide work and pay our taxes, too. i don't think it's right. >> the idea of putting up a wall is ludicrous. we spend a lot of time in baja. we lived in baja for five years.

the economy here crosses the border both ways all the time. >> reporter: fernando lives in tijuana but works in the united states. protests are planned on the mexico side of the border as well. he thinks the wall is a waste of money. >> i don't think the wall will stop people crossing the border. >> reporter: trump says it will fight drug trafficking and unauthorized immigration. questions still remain as to how the trump administration will pay for the wall. >> it doesn't really matter to me if he comes or not. we cannot change anything. he's the president regardless. he can do anything he wants. defense secretary james mattis is in the afghan capital of kabul this morning and is outlining what a victory in the country would look like. the u.s. has been at war in afghanistan since the year 2001. he addressed reporters on the way to kabul and said victory won't be won by military
