likely to experience use of force from police than compared to white residents. >> the city council is set to discuss the police report that says this. amy hollyfield live for us in berkeley now. amy? >> reporter: the police review commission members said they heard stories in the past from people of color talking about being treated unfairly by police. now they say they have proof. they looked at data from the police department from 2015. they studied when people in cars were pulled over and when pedestrians were pulled over. they found black pedestrians are 3.5 times more likely to get pulled over by police than white people. they also looked at the yields saying few of those encounters resulted in arrests or citations that indicate many were pulled over for no reason at all. the first recommendation, they recommend police continue to gather that data and analyze it. they're recommending they put

body cameras on police officers as soon as possible. they want police to start receiving consent from people before they search them. we have a response from police. they say our officers receive training on racial profiling and inherent bias. we have a general order dedicated to fair and impartial policing. as a department we are committed to policing our community with equity. this new report will be discussed at the berkeley city council meeting tonight. amy hollyfield, abc 7 news. the chief spokesman for i.c.e. in san francisco has quit. he claims members spread false statements here in northern california. james schwab says it stems from jeff sessions' criticism of oakland mayor libby schaaf. schaaf had warned of upcoming i.c.e. raids. he took issues with sessions saying 800 undocumented immigrants escaped capture because of schaaf. the san francisco sheriff

promise this is won't happen again. i.c.e. agents allowed inside jails violating the sanctuary policy. this happened at two jails last thursday. agents even interview one inmate. a statement was released saying we made a mistake and as sheriff i hold myself accountable. we are investigating how and why this happened. today agents were denied access. the family of a man shot and killed by a b.a.r.t. police officer are calling for a day of justice. they want him prosecuted for tilli killing tindal. body camera video shows him responding to shots fired outside of the west oakland b.a.r.t. station. he found two men struggling, screamed for them to show their hands, and fired three shots. matu has been on desk duty because of threats on his life. republicans on the house intelligence committee have

abruptly ended their russia investigation. they say they found no evidence of collusion. after the year long probe they plan to release a report on their findings based on 73 interviews and more than 300,000 documents. the president will be in san iego to talk about immigration one is a target of a lawsuit filed. the president has ended tps for immigrants from haiti, el salvador, nicaragua and sudan. tps allows immigrants from designated countries to live work here. the lawsuit alleges the policy is unconstitutional.

speaking in mountain view, police are preparing for the worst. they say they are hoping for the best. coulter will speak at a private facility in a mostly residential area of the city. any protests would have to be held on a sidewalk or designated free speech zone yards from the facility. coulter's talk is sponsored by the liberty forum. >> we're not on a college campus. this is a private event. only registered guests will be allowed to attend. i don't think we'll have the same kind of people here at our event you might have seen at berkeley. >> last april coulter's speech was canceled by threats of violent protests. about two dozen officers will handle the event plus private security. police have been monitoring for chatter on protests but say it's been quiet. more breaking news i'm tracking right now. we are seeing reports of a tour bus that crashed near the florida/alabama state line. according to our station in the area there were 52 people onboard. associated press is reporting

the u.s. icebreaker couldn't get to them because of the thick sea ice. officials say all five are in good health after being airlifted by helicopter. you are never more than seven minutes away from your accuweather forecast. here is mike nicco tracking that rain for you. a look at sfo. you can see it is wet this morning and delays are averaging about one hour and six minutes. arrival delays, that is. a look at where we just had a downpour move through. there could be some puddles on 80, 680, and 780 this morning. you could see heavier rain right around san pablo dam road heading over highway 4. head to martinez and crockett. so some heavier rain headed your way. same thing with half moon bay, that could head over to san bruno, sfo, hillsborough, and possibly even up to daly city and brisbane.

here is the area of low pressure off shore. that will start to produce thunderstorms. it's raining here now. rain and showers. here we are from 7:00. moderate showers. a little bit of a break and then the next wave rolls in 3:00 and 4:00. it gets a little heavier as we get to 7:00 to 8:00. some of the colder, drier air comes in. it tapers as we head to wednesday evening. a chance of rain and thunderstorms lingering thursday and a snow level.

clearing and warmer by the back half of the weekend. highway 87 around the airport and you can see road spray kicking up, wipers on high. on top of our traffic maps in the busiest areas during the heart of the commute. we have heavy traffic, too. that has cleared. north of there, northbound 87 off ramp to 280 a spinout crash and we're hearing about a lot of standing water. on the scene to hopefully get some of that drained and make it not so dangerous through that stretch. very slow highway 4, antioch to concord in the red.

everybody gets a car wash today. and it's free, of course. but it can be dangerous. check out what i encountered on check out what i encountered on bird avenue exit off 280. if you don't know it's there, there were no lights, no cones, and no chp officers when i ran into that. you have to be extra careful on the roads. there are a lot of puddles this morning and the rain has been on and off all morning long here in san mateo. you can see the puddles in the parking lot. one of the things i've noticed here in california growing up in the bay area when someone says make sure you have your rain jacket when you go out, they grab what they consider a rain sweatshirt with a hood on it.

the first woman in that role. the president spoke at the white house just moments ago. giving that inview to reporters after the major shake-up. happening today president trump is visiting california. the eight prototypes for his border wall. several rallies for and against are planned. mr. trump says the wall will prevent drug trafficking and unauthorized immigration. questions remain about how the trump administration plans to pay for it. haley rekdahl recalled the moment the gunman storm in. she work at the pathway home. they were having a going away party.

and i'm still crying inside and will be forever. >> golick was killed along with her two colleagues dr. jennifer gonzales and home director christine loeber. gonzales was expecting her first child in june. one of loeber's friends say she radiated goodness. she was a wonderful person. developing news now, san francisco police have released body camera footage of an officer involved shooting that killed a 19-year-old man. this shows police ordering jesus delgado to put his hands up last tuesday. he was hiding in the trunk of a car. at a heated town hall meeting investigators said after they fired a nonlethal beanbag round delgado point aed a gun at the officers and fires. that's when ten officers fired 99 rounds. delgado was shot 25 times. some are frustrated at the amount of force used. delgado's brother expressed bitter anger towards police. >> one of the reasons you're not sorry is because you are able to finish your day, go home, look

at your kids in the eye and tell them that you love them. my mom doesn't have that anymore. >> delgado was an arm robbery suspect. happening today classes will resume at solano community college. >> its campuses in fairfield, vacaville and vallejo were evacuated because of bomb threats. the call came in around noon. a male voice said bombs were on all three campuses. several minutes later a female caller made the same threat. as a precaution college administrators issued evacuation orders. law enforcement swept the area and found no issues. >> lawmakers are teaming up with california state university and university of california students to push for more education fund iing the csu sysm wants an additional $171 million. the uc system wants $105 million. officials are threatening to raise tuition for the budget shortfall.

abuse. he says richard callahan, a top coach, sexually abused him when he was a student more than a decade earlier. he reported the abuse to the governing body. >> how often was this happening? >> in the hundreds. i'm angry. i'm embarrassed. >> this isn't the first time he has made these allegations. he told the story to "the new york times" and to diane sawyer in 1999. callahan issued strong denials. a full report coming up at 7:00 including why u.s. figure skating officials quickly dismissed the claims. the remains of cult leader charles manson will go to a man who claims to be his grandson. ajason freeman can retrieve his body, which has been kept on ice in the bakersfield morgue since

he died four months ago. he says he wants to remate the body. manson died in a hospital while serving a life sentence for his role in an infamous murder spree in 1969. he was 83 years old. new developments about a bill that would increase housing density near transit routes. a lawmaker is threatening to sue the state if the bill is passed. supervisor aaron peskin says it reminds him of the redevelopment in the western addition which displaced much of san francisco's black community. he says he will bring legal action if the bill is approved. it would allow five and eight story buildings to rise in neighborhoods where there are single family homes. and on to your morning money report. the wealth gap is large. now a new interactive map is showing just how jarring the difference is. >> this report, blue indicates locations where households make more than $100,000 a year. orange is where they make less

than $25,000 a year. the typical san francisco household makes about $96,000 a year, nearly double the national median. a closer look at the bay area you can see all the blue. the purple represents $50,000 to $100,000. we do have a link for it at abc7news.com. and now a live look at the new york stock exchange as trading gets under way this morning. we are up about 184 points. the ncaa men's basketball tournament starts today, and there's a lot more than wins and losses at stake. how about $10 billion. that's the amount americans are expected to bet during the tournament. according to "sports illustrated" only about 3% of that amount will be bet legally through nevada sports books. a spokesperson says the federal ban on state-sponsored sports gambling is turning people into criminals and generating zero revenue for state governments. >> i've been watching this casually that some of the
