florida international university campus say the bridge has been a problem for a long time. >> i saw the bridge just collapse in front of me. >> the bridge was intended to improve pedestrian access across tamiami trail from the university of florida's main campus where students live in offcampus housing. the bridge was built on a-manilla construction management, a large and well respected company saying in a statement, we are all devastated in doing everything we can to assist, we will conduct a full investigation to determine exactly what went wrong and will cooperate with investigators. >> at approximately 1:30 this afternoon, we received a call for a collapsed bridge, our units responded to find eight trapped vehicles under the bridge. >> florida university is one of the largest universities in the country and because -- hundreds

of first responders are there on the scene. the governor of florida is also on scene. the school is currently on spring break. >> the faa is currently conducting a news conference that walkway is apparently near the airport, that's why the faa is involved and if we get any breaking news as a result of that news conference, we'll pass it along to you here on the news at 4:00. for now a tragedy in the north bay today, a 24-year-old marin county sheriff's deputy was killed in a car accident. take a look at the young deputy, ryan zirkle, he grew up in nvato. his squad car crashed near point reyes statements this morning. duane, we just learned that a procession is starting right now for the deputy? >> reporter: that's what we're hearing, and it may arrive somewhere between 5:00 and 6:00 p.m., it leaves at 4:00 out of

santa rosa here at the marin county sheriff's office as flags are half staff, faces are long and there are a lot of questions about what caused this accident. >> it is never a good sign when sheriff's deputies line the back of a conference room with black bands across their badges with a waiting podium and behind it a picture and a frame. that was the case in marin county as sheriff bob doyle announced the death of deputy ryan zirkle. >> this is a tough time, a tough time for all of us, we're grieving. >> reporter: the deputy died just after midnight near a subway situation. a sharp twist in the road where the car appears to have lost control before crashing into a large tree. this morning chp investigators looked for clues trying to piece together what happened. the car does have a black box type computer. >> if he was going southbound and the drive's side was hit, the vehicle would have had to rotate. usually that would be from a turning movement that would be

put in that would cause the vehicle to spin the other way. >> reporter: deputies spent two hours pulling the deputy out of the car. >> he reached the petaluma county hospital and when the undersheriff and i got there moments after he arrived, we were told they were unable to save him. >> reporter: deputy zirkle has served for 2 1/2 years, he would have been 25 years old in two weeks. every deputy there close to the community. >> we know this is a small town and they're friendly and there's not that many people here like a big city. and if you want to know them, you can know them. >> reporter: today at point reyes statement and at the department, a sense of loss. deputy zirkle was a marin county resident, he grew up in novato, he leaves behind his parents, two brothers and a fiance.

within the last 30 minutes, the oakland police department released new details on the deaths of two people who were pulled from lake merit. the victims have been identif d identified -- someone called 911 around 4:15 this morning reporting that two people appeared to be drowning after an argument. grace was pulled out of the water by officers and later died at the hospital. the coast guard and dive teams in alameda county were called in to search the rest of the lake. >> given the fact that this is a significantly large body of water, they're going to need all the assistance that they can get to drag the lake and see if we can find another victim. >> divers never found johnson's body, and she had signs of physical injury, they're treating it as a homicide and the injuries to grace accidental.

chp officers say they began involvivo following suv about 3:30, they pursued the suv that ran into several cars and crashed into a fire hydrant near kirk lane. water from the hydrant gushed into the air for hours. police say the driver is a 24-year-old man from oakland. the wet weather continues, storms hitting the bay area will not be hits any time soon. >> here's a look from the east bay cam where those clouds are just hanging out in the sky. and drone view 7 caught these clouds from the mt. sutro tower. >> spencer christian with all the details. >> with have had a mixed bag today, we have had brief periods of light sunshine and brief downpours. you can see that it's not raining across the entire

region, but there's a line of showers moving right now through the north bay, through napa, sonoma and marin counties, looks like some heavy downpours near vallejo and hurricane hour lees and richmond. there's a possibility of some thunder and some small hailstones and maybe even some snow over the high peaks, the snow level will be down to about 3,500 feet. there's still a chance this afternoon and early evening for some isolated thunderstorms for this part of the north bay and over to the sacramento valley. light downpours brief, gusty winds. we'll continue to see the passage of scattered showers during the overnight and early morning hours, and at the beginning of the morning commute, there will be a few wet spots, the rain may not be widespread, but there may be some brief heavy downpours that. we'll have a closer look at the

forecast in just a few minutes. new at 4:00 in the last few minutes, the napa county sheriff released the autopsy report for the three women who were killed at a yountville veteran's home last week. according to the report, the three women were shot in the head and all died instantly. the suspect identified as albert wong suffered one self-inflicted gunshot wound to the head and that killed him. this new report comes as yountville gets ready to pay tribute to the victims. abc7 news reporter laura anthony has that part of the story. >> reporter: reparations are under way to celebrate the lives of the three women killed last friday at the pathway home in yountville. >> they touched a lot of lives and they were very special people. >> reporter: the event will be held at the lincoln theater at the veterans home campus just a short distance from where the shooting occurred. >> once again, completely innocent people who were there to do their jobs, really good people and had their lives cut short by a man who was obviously having his demons and obviously

had access to a powerful weapon. >> reporter: since the theater only holds 1,200 people, the plan is to have remote viewing stations around yountville for those who want to watch the service. just outside the theater, a mobile services van has been parked to provide additional counseling for veterans from the pathway home and other programs at the veterans home. and comfort dogs like beta are on hand and will be for the memorial on monday night. >> beta and myself as well as several other service dogs and their companions and handlers will be here at the services monday night just in case people need an extra little hug. >> reporter: besides local and state officials released two of the families of the victims planned to attend monday's memorial. in yountville, laura anthony, abc7 news. surveillance tapes released today raise more questions about how a deputy sheriff acted during last month's shooting

rampage at a high shool in parkland, florida. former deputy scot peterson never entered the building where shots were being fired. peterson then retired rather than accept a suspension. he still faces an internal affairs investigation. police are still investigating a threat that forced the closure of san leandro high school. officials shut down the campus yesterday after a message was found on a boy's bathroom wall. i'm shooting the school tomorrow, better not come. students will be back on campus tomorrow. a san jose state student accused of multiple sexual assaults on campus appeared in court today and police are asking for help in the investigation. san jose state university police released this photo of 21-year-old luis venegas. he was denied bail today and he will remain in santa clara

staked out at a department store to see if people have placards and if they're dmv issued. susan will have to appear in court. >> i'm guilty, what can i say? i mean, i didn't pay attention. i didn't follow the rules. i have to pay for it. >> reporter: a record of her citation will also be placed in her dmv driving record, taking a space from someone with a placard can mean a shahardship. dmv has issued 15061506150615066 over the past month. fines range from $50 to $500 depending on the jurisdiction. >> we are trying to combine a public ai -- >> reporter: the more the word gets out that the dmv is cracking down on the misuse of

placards, the more compliance there seems to be, which is a winning situation for those who truly need them. several automakers are being sued over allegations they knew about problems with those takata air bags but waited years to issue any recalls. three lawsuits cite actions between previous motor kpoens. the plaintiffs say that the companies knew about inflater problems during testing but did not take any action at the time. the suits also claim that car owners actually paid more for the vehicles than they would have if the defect was disclose it. 300 people have died from the exploding air bags with another 180 injured. the trump administration is facing accusations it's not doing what is legally required to protect endangered groups of humpback a whales. an environmental group says that the government must declare

several areas as -- currently law requires officials to select those protected areas within one year. the federal government took no action last year. house minority leader nancy pelosi is fending off suggestions that the party needs new leadership. this after a democratic candidate who refuses to support her appears to have won a congressional seat in a heavily republican district. >> kristen zse is here with what could affect the republican district. >> throughout his campaign, lamb disavow disavowed pelosi saying the party needs new leadership and if elected, he would support someone else. lamb's success has other democrats considering a similar strategy in their 1yupcoming midterm elections. pelosi said in her news

50s in mountain view and san jose, 51 at gilroy and half moon bay. here's a view from the explo exploratorium camera. 52 degrees in santa rosa, 50 in napa, 54 in novato. the clouds above look threatening. we'll see occasional showers into saturday with basically chilly and gusty conditions a drier pattern settles in from late saturday through monday, but then we'll get another series of storms coming in the middle of next week. the current storm which continues through tomorrow ranks 1 on the storm impact scale, a storm of light intensity continuing to produce scattered showers, gusty winds, and still the possibility of occasional hail and thunder and snow level will be down below 3,100 feet. the forecast taking us into the evening hours, continue this is pattern of scattered showers, through the overnight hours into the early morning. so there probably will be some

and here are the stories making headlines at 4:30. several people were killed when a pedestrian bridge at florida international university collapsed. officials haven't released a death toll. the bridge had just been installed over the weekend. several vehicles were trapped in the rubble. a 24-year-old sheriff's deputy was killed in a crash this morning. chp says that ryan zirkle was responding to a 911 call. he grew up in novato and had been with the department for more than two years.

and abc7 news reporter melanie woodrow was in court as the jury announced the verdict on officer kohrs. more fallout today for a san francisco fertility clinic where a storagage tanks with embryos d eggs were destroyed. >> for some people it's anger, for most it's fear. am i going to be affected? >> reporter: that's dr. herber, he spoke to abc news after a storage tank containing frozen embryos and eggs with it and possibly dashing the copes of those who were hoping to conceive. >> we're looking at this tissue, we're not saying this tissue is lost. yes, it may be affected and we have to acknowledge that.

>> reporter: but a number of clients have already jumped to that conclusion. a second class-action lawsuit has been filed against the clinic alleges breach of contract and negligence. a lawyer representing a sacramento couple are among hundreds who have been told their eggs and embryos compromised. >> they thought they had done everything they could do to preserve their chances. >> these are families that went to sleep thinking, you know, that their future children were safe and were being taken care of and they woke up the next day and learned that their dreams had been shattered. >> reporter: we have reached out to the clinic and the firm representing them, but neither have returned our request for comment. the malfunction remains under investigation. tensions are escalating with

russia over the poisoning over a former russian spy and his daughter in the uk. today the u.s., france, germany and the british released a joint statement condemning the incident with the white house calling it a reckless attack. sarina marshall with the latest from washington. >> that's an interesting border. >> reporter: after staying mum, the president has now spoken out after the nerve attack on former spy sergei skripal and his daughter. >> this is something that should never, ever happen and we're taking it very seriously, as i think are many others. >> reporter: the white house's statement on the attack went even further, this fits into a pattern of behavior in which russia undermines the sovereignty and security of countries worldwide. as ambassador nikki haley called this a defining moment. >> if we don't take immediate concrete measures to address this now, salisbury will not be the last place we see chemical weapons used. they could be used here in new york. >> reporter: british

investigators found the nerve agent used in the attack was developed by the soviet union and later inherited by russia. british prime minister der re e teresa may expelled 23 russian diplomats. >> we will not endanger the life of british citizens on british soil from the russian government. >> reporter: 19 new sanctions on russia for cyber meddling and election interference. the first sanctions under the bill issued by congress last year, the president signed reluck tanly. 13 of those named in the indictment were investigated by robert mueller. when it comes to u.s. sanction, they called them hostile and said there was no basis for them. sarina marshall, abc news, washington. >> the trump administration has been subpoenaed by special counsel robert mueller for russia related documents.

the trump organization's attorney says the company has sought to cooperate with the special counsel. it was reported earlier this month that mueller have been asking about president trump's business dealings in russia. this is the first reported case in which mueller has asked for directly related documents. a second lawyer with ties to the president is now linked to the scandal involving adult film actress stormy daniels, documents marked highly confidential were given to abc news by a lawyer for daniels. a trump lawyer signed a document seeking a temporary restraining order against daniels in february. martin said she did that in her individual capacity and that the company was not involved. the aclu is suing the trump administration saying it is illegally detaining immigrants that have a solid case for asylum. the aclu says that i.c.e. -- in the past immigrants who passed

that screening were usually given humanitarian parole, but the aclu says under president trump that is not happening. attorney general jeff sessions is pledging to invest in police saying the trump administration needs cities to work with them and not agains them. he addressed the international association of chiefs of police conference in nashville, tennessee today, sessions talked about the administration's focus on curbing violent crime. >> we need partners not sanctuary cities, frankly, that's what we need. we need partnership, all of us do to work together. >> the justice department is suing california over its sanctuary state status, saying the law interferes with the federal government's immigration enforcement authority. federal officials are now investigating united airlines animal transportation practices. on monday a french bulldog died on a flight from houston to new york. witnesses say a flight attendant told the dog's owners their carrier needed to be placed in a overhead bin.
