>> news anchor eric thomas is live with more on the story. eric? >> reporter: and dan, the 24-year-old female victim was described to me off camera as a loving mother of two. and her children need her. the man was described by one of his relatives, not so much described, as i was told they don't know what happened there, they still have major questions. here's what we do know. there was some sort of altercation in the water this morning and both people are dead. oakland police say at about 4:30 this morning, a witness called 911 to report strange activity in the water. oakland firefighters were first on the scene. >> he heard two people in the water, one of them being a woman, arguing and kind of thrashing in the water, opd sent an officer in, they went in and they were able to retrieve the gentleman from the water. >> the man was identified as 39-year-old michael grace of

oakland. police pulled him from the water and paramedics took him to the hospital. >> but they couldn't find grace ariana. >> we know that the patient had been under the water for far too long. she did not make it. >> reporter: detectives say grace and johnson were romantically involved, they believed the two were involved in a physical altercation and sa johnson had injuries consistent with that. that's why they're calling her death a homicide. but it's not clear what happened to grace since the water is pretty shallow. this man works nearby. >> it's sad, it's human life. that's the sad part. >> we encourage if anyone was out this morning and they heard anything, saw anything, please contact our homicide division. >> reporter: in oakland, eric thomas, abc 7 news. a procession of police vehicles just escorted the body of a young deputy back to marin county. that young deputy died this

morning in an traffic accident. deputy ryan zirkle had been on the force for two years, he grew up in knnovato. his patrol vehicle went off a curvy section of the road. firefighters worked for 35 minutes to free him from the wreckage. orange county sheriff robert doyle arrived at the hospital moments after zirkle died. >> he among a lot of other young people that had been hired were the future of this organization and i think that's the tragedy in all of this. and also the loss, you know, to his family. >> the sheriff told us the 911 call turned out not to be an emergency. someone had called 911, hung up and then didn't answer when dispatchers called them back. a week of wet weather is definitely not letting up.

right now to 22 miles an hour. level 1 storm on our storm impact scale. scattered showers, gusty winds, thunder and hail is possible, better likelihood tomorrow, and snow over our highest peaks between 2,500 and 3,000 feet. there are more storms in our future. i'll let you know if they're going to impact your weekend plans coming up. rescue crews are still searching the rubble of a bridge that collapsed today on a college campus in miami. here's a live look now at florida international university. the newly constructed 950 ton pedestrian bridge collapsed this afternoon. the bridge wasn't yet open to foot traffic, but there were construction workers on it at the time. several vehicles as you can see will be trapped underneath. >> i saw the bridge just collapse in front of me and it fell on the cars that were sitting there waiting. >> i was freaking out, i got out of my car and me and a few other

people, we were sprinting over there and we started helping a few of the people whose cars were at least half crushed. >> the bridge had been touted as an innovative instant bridge because of how quickly it could be constructed. authorities say it could take several days to determine what went wrong and why it failed. a muni streetcar and a bus collided injuring six people. the bus apparently rear ended the streetcar. it happened near sixth and market street. both share a bus and taxi only lane along market street. the six people hurt were passengers, two were taken to the hospital. none of the injure i aies were considered life threatening. cheaters beware, a crackdown is under way on people misusing dmv placards. they snagged some people who are facing a hefty fine and also a day in court.

>> reporter: these placards are intended to help those with disabilities but they are abused by others. >> i think people who have a placard they can park anywhere, give it to their wife or husband or whoever. >> reporter: dmv has been conducting checks around the state, such as this operation in a warehouse story parking lott. 667 citations have been issued over the past month. c.c. saw got a ticket for parking without a placard. >> we don't use it all the time, it depends on how crowded it is and where we're at and it's my bad. >> reporter: the fine could range from $250 to $1,000 and the citation will go into her driving record. >> it's not an admission of guilt, it's just a promise to appear. he's explaining to her she has

a brain tumor is not stopping a san jose boy from fulfilling his dream. >> mike o'connell is the newest officer with the sunnyvale police department. here's the inspiring story. >> reporter: a dream came true for 7-year-old miles o'connell. the first grader for south san jose was sworn in as an honorary police officer with the sunnyvale police department. >> i, miles o'connell, do solemnly swear that i will listen to my mom and nana. >> miles is very sick. he was diagnosed with a brain tumor in october. >> it's tough, but i have to take it as it is and be strong for my son. >> reporter: his mom jennifer shared these pictures taken just a few short months ago.

she says miles loved boating and swimming. these days he's in treatment at ucsf undergoing radiation and most of the time uses a wheelcha wheelchair. thursday he stood and walked during the entire ceremony and even shook hands with every officer in the room. >> it's been amazing to see a smile on his face and for him to be with his uncle. >> reporter: miles' uncle was a publicly safety officer. the family foundation heard about this wish and made it happen. myels got in official police uniform, complete with a badge and hat. he wrote a mock speeding ticket and took a ride in a fire truck. what do you think about this? >> cool. >> reporter: myles still has a tough road ahead, but his mom says this celebration lifted his spirits. she hopes to raise awareness

the restaurant for more than 20 or 30 years are sticking around as well. new at 5:00, a verdict linked today for a san francisco police officer charged in a hit and run. he's more commonly known as the hot cop of the castro. >> reporter: the judge remanded officer coors into custody after the jury came back with their two guilty verdicts on these two felony counts, the judge saying this crime was not only serious but that because it involved flight, officer coors is a flight risk now. we have some video to show you of officer coors walking into court with his family prior to the court reaching its verdict. officer coors was accused of hitting two pedestrians just after 2:00 in the morning at broadway and montgomery street in san francisco and then

fleeing the scene of the crime. he was charged with felony hit and run. koo coors attorney said he ran because he felt he was in danger from a mob who recognized him as the hot cop of the castro. and coors did delegate the task of checking on the victim to his brother, who was one of the people who was in the car with him. he was in his personal vehicle and offduty at the time. coors did turn himself into police eight hours later and today the judge noted we will never know if this was a dui case because of that time lapse. >> ultimately this man was brought to justice, it doesn't matter whether you're a police officer, or an everyday person, everyone needs to be held accountable for their actions and that's what we saw here today. >> i never criticize a jury, i

the crash is on 108 east avenue and macarthur boulevard. a crew of five people robbed someone in castro valley. deputies were able to arrest four people. a fifth is still on the loose. drones are being used to search for that person who is still on the run. new at 5:00, abc7 news has just learned that the city of vallejo has reached a settlement in the denise h ur she sued the city for defamation. matthew mueller pleaded guilty for the kidnapping. he's now serving a 40-year prison center. it's not clear yet the amount that huskins will receive. it is not easy to use public
