latest. >> reporter: right behind me, you can see that destruction. that bridge now scattered across the highway, more than 174 feet long. more than 100 rescue crews were working overnight, looking for survivors and victims. we know that rescue mission has turned into one of recovery. >> if anybody has done anything wrong, we'll hold them accountable. >> reporter: florida's governor promising accountability after it collapsed without warning, killing unsuspected motorists and pedestrians underneath. >> there's two cars under there. >> reporter: first responders aided by rescue dogs digging through the rubble for survivors. the injured carried away on stretchers. at least two had to be cut from the wreckage. >> someone has to be held accountable for this situation. this is completely and utterly unacceptable. >> reporter: that bridge, erected saturday in a matter of hours. it was still under construction and not open to pedestrians.

has been cooperating and providing documents since last summer. >> at the same time, the trump white house is making a serious allegation against russia. the u.s. is now imposing sanctions on russia for alleged meddling in the presidential election. the new sanctions target the same organizations and people who were indicted by robert mueller just last month. in addition to u.s. meddling, the u.s. accuses russia of trying to hack into the american electric grid, factories, water supply and even air travel here. meanwhile, president trump is about to fire his national security advisor, h.r. mcmaster. several newspapers say he's discussing replacements and wants a strong successor lined up before he makes the announcement. the press secretary late last night tweeted that she has spoken to both the president and mcmaster. she said they have quote a good working relationship and there are no changes at the national security counsel. we're getting our first look at a piece of silent video that is speaking volumes about a former deputy's response to the

parkland school massacre. the public is getting their first look at scott peterson of what he did and didn't do when the killing started. some say the tape doesn't tell the whole story. here is zachary kiesch. >> reporter: this is newly released security video. the day 17 students and staff members were gunned down. it's assumed that's scott peterson in the upper left-hand corn. he was the police officer assigned to the school. peterson resigned and an internal investigation has been opened about what happened. his decision to stay outside rather than confront the shooter has been scrutinized. some say this video leaves out important details. >> first of all, it doesn't answer any questions. the idea that you could even draw inferences from watching that tape would not be accurate. and it's one of the dangers we get into on doing analysis on things with limited information. >> reporter: the footage starts at 2:22 p.m., just a minute after authorities say the shooting started. you can see a school official

banging on a door. >> please help. >> reporter: new 911 tapes released. you can hear students with hushed voices pleading for help. >> please, please. they're bleeding they're going to die. >> reporter: and then a teacher. >> i'm in the classroom, the lights off, the door's locked a student was shot, it went through the door. >> a bullet went through the door? >> reporter: students across the country joined together in a coordinated walkout to prosecute test and demand greater gun control. thousands from parkland to colorado were involved. zachary kiesch, abc news, new york. we have an update on that german shepherd mistakenly flown by united airlines to japan instead of kansas city. >> they're close. >> yeah. >> so 10-year-old ergo has been returned to his family in wichita safe and sound. for the flight home, united gave him the royal treatment on a private charter flight.

we're back with images of the scene of the deadly bridge collapse in miami. emergency crews had been searching for survivors. now they say they're only looking for possible victims. officials confirmed that at least four people have died there so far. >> the structure that collapsed is called an instant bridge. it was assembled off site and trucked to the scene and put in place on saturday. >> that method of construction is supposed to minimize traffic disruption and reduce risk to workers and pedestrians. david kerley explains. >> reporter: the remnants of some of the 950 tons of concrete and steel are part of what is known as an abc bridge, accelerated bridge construction, summed up, an instant bridge. in fact that prebuilt span over a matter of hours over the weekend was moved into place. traffic was soon moving below.

the idea is to build a bridge span, in this case on the side of the road, keeping workers and drivers safe and in less than a day put the span in place with little disruption to traffic. 800 bridges have been built this way or with prebuilt elements since 2010. the federal transportation department paid most of the $14 million for this bridge which was supposed to withstand a category five hurricane. >> it's usually safer because they are doing all the construction away from the traveling public. >> reporter: now federal investigators from the ntsb will try to determine was it a design flaw, material or construction issue? both the bridge architect and the miami construction firm say they are stunned by the collapse and will fully cooperate with the investigation. city officials in sweetwater, florida reveal an engineering firm was conducting a stress test on that brand-new bridge earlier in the day.

it's unclear if it was going on when it collapsed. david kerley, abc news, washington. >> officials at the university say they are heartbroken by this collapse and the loss of life. it's an interesting technology. you would think it would be a great thing because it does minimize traffic. it's an eight-lane roadway in miami. >> this particular bridge was completed early. that's also considered a good thing. so it's simply raising a lot of questions now. >> indeed. coming up in our next half hour, hillary clinton's health troubles abroad. what we're learning about the injuries she sustained while traveling in india. first, magical madness. the cinderella stories are emerging from the ncaa tournament. but did kendis and i pick them? we are breaking out the brackets next on "world news now." pick them? we are breaking out the brackets next on "world news now."

there's two cars under there. >> this morning on "world news now" several people are dead after a brand new pedestrian bridge collapsed on to traffic without any warning. we're live at the scene in south florida. also this morning, a recording reveals president trump describing a conversation he had with canada's prime minister and admitting he made up a false claim about a trade deficit. now, the backlash. new this half hour, a very personal announcement from the president's son. >> donald trump jr. and his wife, vanessa are divorcing after 12 years of marriage. the couple has five children. they explained their split in a statement just hours ago. and the bachelor stars arie and lauren are on a trip of absolution.

recovering more possible victims. >> we'll have a live report in a moment. we start things off with abc's victor oquendo who was there shortly after the span came crashing down. >> oh, my god. there's two cars under there. >> reporter: a desperate search and rescue operation for survivors underneath this massive bridge in miami. >> we're in full search and rescue mode. we have multiple victims. the number hasn't been determined, yet. >> reporter: multiple killed, 10 more transported to the hospital. first responders digging through the rubble, reaching under debris to find anyone trapped. just after 1:30 p.m., this 950-ton pedestrian bridge, spanning a busy thorough fair collapsing without warning in seconds. >> we have a report of several people injured at this time. >> i saw the bridge just collapse in front of me. it fell on the cars sitting there waiting. >> reporter: pinning passing cars underneath, trapping

drivers under the rubble. >> at least four cars under this bridge. three or four are unattainable at this time. ter: she said screams coming from the cars were terrifying. it felts if there was an earthquake. i watched them trying to pull someone out, two peephole to have cpr. i think, like three cars are completely smashed under the bridge. >> reporter: the injured rushed away on stretchers. at least two victims had to be cut from the wreckage. they are drilling holes to look for survivors. rescue teams bringing in dogs to help in the search. >> our units responded to find eight trapped vehicles under the bridge. at this time we've transported eight victims to hospitals. we have many, over 100 firefighters working on the area, on the bridge, to try to find viable victims. >> reporter: that 174-foot portion of the bridge was still under construction. installed last saturday in a matter of hours and had not yet opened to pedestrians. its purpose to give students a

florida international university a safe route from campus to their home in neighboring sweetwater. five days after the bridge went up, it came crashing down. >> how could this have happened? this was completely recently installed? this is ridiculous. >> reporter: victor oquendo, abc news, miami, florida. >> our thanks to victor there in south florida. abc's maggie rulli is at the scene and joins us live. maggie, good morning to you. and we can see the flood lights behind you. we know the search for survivors is over but what sort of work is continuing in the overnight hours? >> reporter: well, overnight crews have been out here working frantically to get to survivors. and now, they are in recovery mode, working to remove debris and get into that wreckage. at least four people have died, at least nine others brought to the hospital. kendis, we're hearing stories about what first responders saw when they got to the scene. many say simply, there was blood everywhere.

some stories are too horrific to repeat. another first responder described when he was on scene. he found someone unconscious. they took turns keeping him alive until he made it to the hospital. so incredible stories of first responders jumping in, keeping people alive and that has turned to recovery as we move forward and try to figure out what happened in this tragedy. >> great that those people moved so quickly into action to save others. maggie, what's the latest with the investigation? >> reporter: the investigation is starting up right now. we know a 15-member team of the ntsb is enroute. they will take lead with the bridge collapse. we know also that earlier thursday morning there was a stress test, a tension stress test and since then senator marco rubio has come out saying he believes the cables were stressed during this test and the engineering crews said to tighten the cable. that is when the bridge collapsed. again, none of this has been verified.

the ntsb is enroute right now. so we should know more come morning. that is the latest from senator marco rubio. >> and that is an eight-lane roadway or highway back there behind you. so when they put up this bridge, they were hoping not to disrupt the traffic, especially during the morning rush hour when this came down. what was the whole concept, this particular bridge? >> reporter: well, kendis, this bridge is built using accelerating bridge construction, abc. sometimes referred to as an instant bridge. it can go up in a matter of hours. this bridge did exactly that. on saturday morning, it went up in just a few hours. it's built by using often off site technology. so they'll build the long portion of the bridge off side then bring it here, set it up along the highway. saturday morning, they lted it, rotated it 90 degrees and placed it over this eight-lane hiy. an reallycredible fete of engineering. it's not supposed to disrupt traffic. they say it's safer for

construction workers, pedestrians. so everything was about safety. very ironic when we're looking at this tragedy behind us and what investigators are looking at is since 2010, more than 800 of these have been built this way. so i'm sure we'll hear more about the other bridges and make sure they're safe. >> looking forward to hearing more and getting questions answered as to how all this happened. maggie rulli live from miami, thanks. >> these bridges were meant to save lives down there. that's a very, very big campus. and they decided they needed a pedestrian bridge after a student was killed crossing that roadway. now, for this to happen. all right. we're going move on. the other breaking news overnight. the president reportedly about to make more changes in his national security team. >> hr mcmaster will be out as national security adviser, as soon as president trump has picked a replacement. the president reportedly also doesn't want to humiliate the army general by moving too fast. however, white house press secretary, sarah huckabee
