on administrative duty. >> thank you, jessica. it's 4:30. if you're just joining us to get a quick update on weather and traffic, you don't need to wait at all. hi mike. >> we'll jump in and look at the storm impact scale. you can see for today and tonight, we've got light to moderate showers. it's going to be a little breezy in spots today. could gust up to 40 miles per hour in higher elevations along the coast. there's a chance of thunder roll in today through tomorrow. here's the 12-hour planner. drizzle and rain this morning with areas of rain at noon. we've got a chance of rain all day with heavier rain during the evening hours. look at the temperatures, much warmer than yesterday. we'll push the 60s away from the coast. here's alexis with another update. good morning, mike. a live look at emeryville camera. we've got soggy driving conditions westbound 80. we've got typical volumes there. boy, we've had several incidents pop up via chp. eastbound 580 before 150.

it reports into chp saying this driver was speeding before crashing, losing control. they spun out facing the wrong way in the fast lane. the far left lane. you can see that yellow and dark green on live doppler 7 on top of the traffic maps. we've got heavy rain pushing through that stretch too. can't stress it enough. got to drive for conditions. >> thank you. we're tracking the wet weather. the rain on the way tonight. expect the wet roads alexis was mentioning. abc 7 news reporter matt keller is joining us live now. matt? >> reporter: good morning, reggie and natasha am i'm not into making predictions. i predict an awful commute in the santa cruz mountains. not only is it really wet, but there's fog making visibility a major issue for drivers this morning. check out this video we shot in the past half hour from the summit. it was coming down real steady soaking rain. i felt bad for my photographer, ian. he was getting hammered getting this video. sometimes you feel like the water is coming up from the

ground. at that time it certainly felt that way. down a little bit in scotts valley, the rain looks pretty in the light. it was a steady rain there. it's going to be soggy in the mountains. just be prepared like we saw in the past half hour. the rain can really be intense, especially up in the higher elevations. driving conditions are terrible. just be extra careful this morning. reporting live in the santa cruz mountains. matt keller. abc 7 news. matt, thank you. police are braced for more of this today. four people were injured in an accident in antioch last night. a vehicle slid on hargrove street and sideswiped another car. two injuries were serious. the rain hit much of the bay area last night. this is a look sat down town san francisco last night. here's a live look at sfo this morning. the runways are slick. we saw dozens of delays yesterday and expect more of that today. when you see weather where you live, share it with us.

post your photos and videos on social media. we can find it and put it here on the news. happening today, facebook executives will be testifying before congress this morning to answer questions about cambridge analytical. ceo mark zuckerberg will not be testifying. the executives who are testifying are expected to brief the intelligence, judiciary and commerce committees for the house an the senate. they could face questions about how facebook uses its data. there's been no response from sheryl sandberg or mark zuckerberg. the jail system will be under civilian oversight soon. they approved an ordinance to create an independent monitor and community advisory board. this is the most significant move in a series of reformts spurred by the 2015 beating death of mentally ill inmate michael tyree.

the fourth major storm in three weeks. new jersey, maryland, delaware and parts of pennsylvania expecting 8 inches or more of new snow. forecasters say it date of birth the most powerful snowstorm in years. school in new york city, philadelphia and d.c. are closed today. already 3,000 flights have been canceled. amtrak is scaling back service on the northeast corridor and some states are banning certain types of trucks from major highways. on. we've got temperatures running in the low to upper 50s in the south bay from los altos hills at 52 and milpitas at -- take a look at this shower. foothill boulevard. we've got san leandro street. all the way up to getting close to holy redeemer college.

this is our biggest downpour. over moraga at 4:40. clayton at 4:59. it will skirt alamo and danville also. expect puddles on the roadways around that cell. here's a look at 101 and 880 showing you how wet it is this morning. the commute planner, the roads will be poor today. wet spots, if you're taking mass transit, rainy and breezy today. that's the difference from yesterday. it wasn't breezy yesterday. it's going to be significantly milder today. look at this. temperatures in the mid to upper 60s in most neighborhoods. low 630s in half moon bay, lakeport and ukiah. san francisco, a lot of rain through noon. you may get a little bit of a breakthrough the afternoon hours. still drizzly. temperatures, look at that. reaching the 60s before heavier rain moves through in the evening hours. east bay, 55 this morning. 60 at sock. and 12:00. upper 60s as it tapers a little bit this morning. it will become heavier tonight.

the yellows and oranges there. mid to upper 50s answer. no escaping the weather during the commute. what are you seeing? >> a common theme. a lot of solo vehicles with crashes. that tells me one thing. folks are driving a little too fast for all of this. you need to slow down here this morning. taking you to yet another one of those on highway 17 in the campbell area northbound 17 before hamilton avenue. someone spun out and facing the wrong way in the fast lane at this early hour. not a big back yuchlt they've called for a tow truck and chp on the scene. no injuries involved. zipper trucks are giving you more room. reports of standing water in rarn county. next traffic update in less than ten. >> thanks, alexis. one step at a time. sonoma county still recovering from the october wildfires. they want to hear from victims about what should come next.

8-week-old puppy was sent to several wrong places. this started on saturday when the puppy didn't arrive as scheduled in boise. delta says there was a mixup and the dog went to detroit, then it went to minneapolis. then it went to las vegas. after that, it was flown to salt lake city and finally to boise the next day. the dog got some frequent flyer miles. >> oh, my goodness. girls were out in force for alum rock's s.t.e.m. showcase. abc 7 news reporter katie marzullo has the story. >> i got first place two times. >> she's a kindergartner. her experiment, find out how food coloring in water affects flowers. >> there's a flower that doesn't have any color because it's a control flower. >> the results? >> my results is like science and art.

yourself dry. the heaviest of the rain down in so cal. it's heading from santa barbara through the big sur coast and into the top of that atmospheric river. everything is definitely damp this morning and will be for the better part of the day. here's a look from the roof camera. you can see the drops right there on our lens as we look down the soggy embarcadero that still has. you have standing watt ner the ruts. ruts. watch out for that. as far as today, you can see up until 9:00, waves of drizzle, light rain and each moderate rain. you can see yellow there. the moderate rain will be on the lighter or i should say on the smaller scale. how about that? by noon, still get prepared for wet weather. the best chance of the light to moderate rain will move to the north bay temporarily during the evening hours and overnight.

look at the wall of water come up from the south. it sticks around all the way through the morning commute. even reds in there. which means heavy rain. maybe a thunderstorm tomorrow morning during the commute. here's that little break i talked about thursday afternoon into the evening hours. we're going to get possibly another quarter to an inch of rain out of that storm. we called a 2 for that heavy rain tomorrow morning during the commute. tomorrow's commute should be the biggest challenge because of that heavy rain. those scattered cold showers for friday and saturday. here's alexis. >> good morning, mike. we're looking at a soggy bay bridge toll plaza this morning. just a stack up on the left side in the cash lanes, fastrak cruising on through there. no issues with carpool lanes either. you can see that road spray kicking up. little rooster tails there behind the vehicles. so we've got wet pavement out there this morning. westbound 580, tracy to dublin. in the yellow up to 36 minutes.

want to give you an update on saturday. 90% of us will get rain on saturday. i'll show you a look at that coming up. here's natasha with more news. lawmakers want the water commission to spend the more than $7 billion approved by voters for water storage projects. voters authorized a bond measure in 2014 allowing the state to borrow money for water storage and infrastructure projects. not a penny has been spent. it's not like the state doesn't need to store its water. legislators say california needs more reservoirs to deal with kraut. google closed the deal to buy an old nabisco factory. this is in manhattan. the building houses the chelsea market, which google says will continue to operate. google has about 7,000 workers in new york city, the most in any location outside of silicon valley. the deal is worth $2.5 billion. the newest member of the 49ers will not stop from telling us what he thinks.

notice by 11:00, it clears out. during the evening hours on saturday, another push comes in and it hangs around through sunday morning. by sunday afternoon, that will be the driest we've been since about sunday afternoon. last week. been a long week of wet weather. here's alexis. >> good morning, mike. i want to take you to 880. we have a couple issues. new crash on the southbound side right at 29th avenue before you get to fruitvale. one vehicle hydroplaned and crashed into another vehicle. they're sitting in the middle lane right now. a little delay approaching that. we also had 8 inches of standing water reported to chp north of there at 23rd. i'm guessing that's a contributing factor. about 15 minutes ago, i showed you golden gate bridge. we were looking dry. not anymore. another shower pushed through. about everybody dealing with wet pavement. give yourself extra time. next traffic report at 5:00.
