abc's stephanie ramos has more. good morning, stephanie. >> reporter: kendis and diane, good morning. this latest swap at the white house was expected but john bolton wasn't. the former bush administration official now has a big say on foreign policy issues. >> the motion to concur is agreed to. >> reporter: overnight congress passed a $1.3 trillion spending bill funding the government till the fall and bumping of funding for the military. but at the other end of pennsylvania avenue, more top level trump administration officials are exiting the white house just a week after the firing of secretary of state rex tillerson. the president tweeting that his national security adviser h.r. mcmaster is out and former u.n. ambassador john bolton is in. >> i didn't really expect that announcement this afternoon. >> reporter: it's trump's third national security adviser in 14 months. bolton has been a controversial figure in washington, a staunch supporter of the 2003 iraq war

which the president himself calls a big mistake. bolton has also pressed the white house to take tougher positions on iran and north korea. >> well, i think the national security adviser and the entire structure of national security decision-making in the united states is intended to be flexible. it's intended to be adaptable to the way the incumbent president wants to structure it. >> reporter: also out, trump's lead attorney on the nearly year-long russia investigation, john dowd. sources tell abc news dowd felt the president was no longer taking his advice. john dowd was strongly opposed to president trump sitting down for an interview with special counsel robert mueller. but dowd's departure now makes that interview more likely with mueller and president trump has said he'd like that. kendis, diane. >> all right, a lot of change at the white house. stephanie ramos in d.c., thank you, steph. now to the other big breaking story overnight. fears of a possible trade war with china. today china announced that it's

ready to impose $3 billion of new tariffs on american products including aluminum, steel, pork, fruit, even wine. beijing is calling on washington to negotiate a deal. it's all in response to president trump's decision to impose $50 billion in tariffs on chinese imports. overnight the white house said it'll suspend other controversial tariffs for u.s. trading partners including the eu, south korea, canada and mexico, but the dispute with china is what global investors are most concerned about. this morning, stocks in asia fell sharply. the nikkei in japan fell 4% one day after the dow fell more than 700 points. now, despite the growing concerns in the markets, the white house says the fundamentals of our economy remain strong. and outrage is growing this morning after the police shooting of an unarmed man in california. protesters filled the streets of sacramento chanting black lives matter even stopping traffic and blocking the entrance to a basketball game.

they're demanding to know why that man was shot and killed while holding only a cell phone. >> his life matters. his life matters. >> reporter: overnight protesters are calling for justice in sacramento. >> they murdered him. they murdered him. >> reporter: hundreds of people locked arms around the golden one center delaying the start of the kings' nba game and shutting down interstate 5. [ chanting ] they're protesting the death of stephon clark after video was released showing the unarmed man being shot by police. investigators say it started when neighbors called 911 reporting a man breaking car windows then hiding in a backyard. video from the police helicopter showed someone running and hopping a fence. >> all i can tell you is he's got a hoodie on. he's looking into another car. >> reporter: seconds later you see police approaching clark at his grandmother's house. >> drop your gun. >> reporter: police say they fired 20 rounds because clark advanced toward them holding what they believed to be a gun and that they feared for their safety but he was only holding a phone.

>> my baby was shot so many times. he was shot. >> reporter: investigators say they found three damaged vehicles and a shattered sliding glass door which they believe clark is responsible for. >> i hear folks talking about he was doing something that was like criminal. he was breaking windows. how do we know that? the police didn't even have the opportunity to identify if he was the suspect. >> reporter: also adding to the outrage, shortly after the shooting, the officer's body cams went silent while talking to a supervisor. a spokesman for the police department tells "the sacramento bee" newspaper there are a variety of reasons why officers have the opportunity to mute their body worn cameras. police reported no arrests during the protest. both officers in the case are on administrative leave as authorities investigate the shooting. a major development in the austin serial bombing investigation. we've learned the suspect may have been tipped off by accident. sources say paramedics sent to the neighborhood as a precaution during the investigation knocked

on his door and spoke to his roommate. the suspect left home a short time later, but authorities say that actually helped them because it allowed s.w.a.t. teams to engage the suspect in a remote area. detectives have now revealed that he kept a hit list of potential targets. now, police say a search of those targets turned up no other explosives. and we learned overnight two firefighters have died in new york, pennsylvania, after a burning building collapsed. the firefighters were inside the former piano factory which was being converted to apartments when the fire broke out.t on wh fire. and here in new york, a firefighter was killed overnight battling a fire on a movie set. the movie called "motherless brooklyn" starring edward norton was being shot inside a former bar in harlem. we're told norton was at the scene. three other firefighters suffered minor injuries. what's been called the strongest storm of the season is drenching much of california

flooding streets and swelling rivers. a driver trying to cross this flooded road near los angeles flipped over and was trapped inside that suv. a good samaritan there used a rock to break the window and actually pulled him out to safety. much farther north rushing water nearly destroyed a dam that's a key part of the san francisco bay area's water system. but authorities say the dam is now holding. let's take a look now at your forecast for this friday. a new storm system is moving into the west bringing rain and some snow into the pacific northwest and a chance of more rain in northern california. snow is expected in the rockies. some areas could actually see up to a foot. los angeles is drying out finally with a high today of 66 degrees. along the east coast temperatures will be mostly in the 40s for boston, new york, washington and mostly in the 60s across the south. the hot spot today will be phoenix, 83.

the fbi and the air force investigating whether a deadly security breach at this military base in northern california was an act of terrorism or suicide. the driver of an suv gained what officials call unauthorized access through the gate of travis air force base then crashed and then died. officials say the driver was a civilian and the vehicle was carrying propane tanks that exploded on impact. as many as half a million people are expected to flood

washington, d.c. this weekend in a call for gun control and school safety. the march for our lives comes as five survivors of the parkland, florida, school shooting grace the cover of the latest "time" magazine with the single word, enough. stoneman douglas high school students were on capitol hill thursday for a premarch rally and say congress needs to move faster to find better ways to keep them safe. more than 800 rallies and events are planned tomorrow around the world. in the meantime, a tragic update to the school shooting in maryland this week. the 16-year-old victim, jaelynn willey, is being taken off life support. her family says she never recovered from being shot in the head. the other victim has been released from the hospital. the fbi is investigating a cyberattack on the city of atlanta. the so-called ransomware attack on the city's computer network triggered outages across several departments. a ransom note demanded $51,000 in digital currency to unfreeze the servers. officials say the attack did not affect crucial operations like public safety or water service.

some dash cam video from greenville, south carolina, caught the moment a tractor trailer jackknifed right in the path of a school bus. video inside the bus shows the driver bracing for impact along with four students on board. the vehicles did collide. one student was sent to the hospital but only as a precaution. the truck driver has been charged with a violation. in the same school district just one day later this happened. strong winds blew a tree right on top of this school bus as it was driving down the street. thankfully nobody was seriously injured. wow. >> what a scene. and the former "playboy" model who says she had a ten-month affair with donald trump a decade ago is speaking out. >> in an interview with cnn, karen mcdougal says that she had feelings for trump but said the affair was tearing her apart, so she broke it off and she says after her first sexual encounter with trump in 2006, he tried to pay her. >> did he actually try to hand you money? >> he did.

from the hospital. the grandmother claimed the baby girl's father was abusive. sanders claims her mother did not want the baby growing up with a white father. the tribal judge has now ordered the grandmother to give the infant back to the couple. we are hearing for the first time from a florida mother who filed a lawsuit following that deadly bridge collapse in miami. katrina collazo was inside that suv that you see there. the bridge narrowly missed the front seat, but her 3-year-old daughter's car seat in the back was destroyed. luckily her daughter was not in the car at the time. >> that crosses my mind every second of the day that just because it was 1:45, 1:47 my daughter was not in that car. i don't even know what i would have done. i don't know because she's my life. she's my daughter. >> collazo suffered some serious

a variety of different law enforcement agencies. as for this funeral today, the chp marin says the loss of ryan zirkle leaves a huge void in the department, saying he was very committed to helping his community here i marin county. he died in a single-vehicle crash last week on his way to a 911 call. zirkle is from the area. he graduated from san marin high school in novato. his principal fondly remembers him. >> i would see him and talk to him, ask him how he was doing in his pursuit of law enforcement. i just thought that was perfect for him. he was so happy with what he was doing. >> reporter: here's a look at the solemn procession on highway 101 as his body was taken to the funeral home last week. zirkle was 24 years old. he's survived by his parents, two brothers and his fiance. the funeral is set to start at
