this is southbound 680 approaching highway 24. now abc 7 news reporter amy hollyfield tracking breaking news on highway 4 in concord. hey, amy. >> reporter: hi, alexis. look behind me. highway 4 eastbound. they haven't told me what is happening but they have shut down the off ramp for a couple hours. we saw chp officers helping concord police. concord police have not been able to tell us anything. the chp saying they just assisted concord police in a pursuit. so we will continue to batch this situation for you but we wanted to show you what is happening out here in case your morning routine brings you to this area. keep in mind this off ramp is not available to you at this moment. reporting live, amy hollyfield,

abc 7 news. thank you, amy. today we expect to hear details about a new lawsuit filed by the state of california against the trump administration. >> it comes down to one question proposed for the census. abc 7 news reporter matt keller live for us in san jose. matt? >> reporter: good morning, natasha and reggie. santa clara county leaders have been concerned about this question being added to the 2020 census. now that it's official state leaders are stepping up and filing a lawsuit against the trump administration to stop it from happening. the commerce department made the announcement last night it was adding the citizenship question to the 2020 census. officials say the data will help the justice department enforce the voting rights act which protects minority voting rights. opponents say the question will discourage immigrants from responding and cause a population under count. california attorney general javier becerra says the citizenship question is unconstitutional and would violate federal statutes.

santa clara county leaders were so concerned about a potential citizenship question they filed the freedom of information act requested in february. for more information how they plan to protect the privacy of the respondents. the census determines several things including political representation in congress and the distribution of federal money. today's press conference on the state's lawsuit is scheduled to start at 11:00 a.m. in sacramento. reporting live, matt keller, abc 7 news. thank you, matt. now uber back in the headlines. it had already pulled its autonomous cars off streets. now the governor is making sure they won't be back anytime soon. he is suspending the testin of driverless cars calling video of this crash that hit and killed a woman disturbing and alarming. he added that it was an unquestionable failure. sf gate reports uber had also disabled volvo's standard collision avoidance technology. an official who supplies volvo's radar and camera wanted to clear

the air saying it had nothing to do with uber's driving system and it has become standard practice to disable a car's technology as companies like uber develop their own autonomous driving systems. volvo says it's waiting for a full investigation before commenting. 6:04 now. new fallout from the stormy daniels' tv interview. she's taking new legal action against president trump's attorney accusing him of defamation. in a lawsuit daniels claims michael cohen defamed her by implying she's lying about the 2006 affair with mr. trump. she's also arguing the $130,000 payoff she received from cohen in a hush agreement with an illegal campaign contribution. that's because it was 11 days before the election when mr. trump was a candidate. the white house denies daniels' claims of the affair. new at 6:00 a.m., it looks like more people are happy with president trump and it could be all thanks to the economy. his approval ratings starting to lift from historic lows.

look at these numbers we just got in a new poll by the associated press within public affairs research. he's still pretty unpopular with the majority of americans, 58% disapprove of the job he's doing. 42% now say that they approve of his job in the white house. that is up seven points from a month ago and this poll does suggest the rise is thanks to the good economy and the republican tax overhaul. back to you, reggie. thanks, jessica. planes flying into sfo will take a new flight path when landing. that starts thursday. the faa told "the santa cruz sentinel" the new path lets the pilot make a quieter descent and saves fuel. this will solve millions of noise complaints from bay area residents. a local businessman is accused of dumping thousands of gallons of raw sewage into a north bay community. a new problem for firefighters. how electric cars pose a special problem in a crash. good morning. you're never more than seven minutes away from my accuweather

to 58 by 8:00. enjoy the sunshine. here's alexis. good morning, mike. i want to head to the east bay where we have a couple new issues on our emeryville camera. eastbound 80 right around ashby reports of a crash blocking the left lane. that is not causing a big backup but, boy, a delay on the westbound side. westbound 80 near university. just past that a three-car crash blocking lanes two and three right now so the two center lanes and you are stacking up if you are coming in from richmond area. certainly plan on some delays. we also have reports of a fire that's slowing you down in the south bay. we'll head there next. alexis, thank you. electric cars pose new challenges for first responders. this morning firefighters in mountain view are assessing how their response should change after a deadly crash involving a tesla. friday's crash on highway 101 was a bit of a wake-up call. firefighters can usually snuff out most car fires within minutes. this took much longer to control because it involved a lithium

dramatic video shows a life-or-death decision for a young girl in israel. with flames just feet away, she was forced to jump from the balcony of a burning apartment building. it happened sunday. luckily the girl was caught by a group of people on a lower floor and then rescued by firefighters. what a choice she had to make. >> i'm glad she's okay. a man is accused of having a dirty secret in his backyard. investigators say he illegally dumped thousands of gallons of raw sewage into the sewage system. he runs a septic service and should have disposed of the waist at laguna treatment plant but instead dumped it in his backyard threw a homemade pipe. >> he had retrofitted a manhole

in the backyard of his private residence and that manhole then discharged to the sewer system on his private residence ultimately linking to the sanitary sewer system. >> chavez was actually previously convicted in sonoma county for dumping septic waste illegally. he's out on bail and due back in court in may. the controversial urban shield training exercises planned a rally ahead of the alameda board meeting. they will vote whether to approve the request to fund urban shield which trains s.w.a.t. teams across the country. the sheriff's office says the training is valuable. critics argue it deepens the divide between people and the police. the rally starts at 10:00 this morning at the county building. new at 6:00, one of the most iconic filmmakers says movies made for netflix are not worthy of winning an oscar. steven spielberg says netflix movies shouldn't qualify.

right around the 238 interchange and san lorenzo, a three-car crash. we thought they had that off on the shoulder but they do not. we have one lane blocked now. definitely heavy as we head through that stretch toward the san mateo bridge. northbound 280 heading to cupertino reports of a fire. the fire department is on the scene and they're blocking two lanes right now. some early delays for you in the south bay. and then some drive times westbound 80 highway 4 to the maze. you're at 34 minutes for your drive time. another ten across the bay bridge. 101 san francisco to the airport looks great, in the green at nine minutes. b.a.r.t. is expanding its program with car-pool app scoop. if you drive and use the app, you now have a guaranteed parking spot at several stations. just make sure you set your destination ahead of time. several other stations part of the program. b.a.r.t. says thousands of trips have been matched since early last year. all right. let's take a look at what's going on with our temperatures today. the spring warmth that you've been coveting. that's what i've been hearing on social media from just about everybody. it is here. yesterday we were in the low to upper 60s. today we'll be in the upper 60s to mid-70s and this is just the first of several days of above average temperatures. >> mike, we'll take it, thank you. an abc 7 news viewer alerted us to a proposal to possibly remove resource officers from the contra costa school district. right now hercules middle and high school have two armed sros and they cost the district $360,000 a year. some board members think it could be better used to increase

educational programs. parents we spoke with said the sros are worth keeping. >> they're police officers. they're not just your night security guard types. they're fully trained police officers. >> besides hercules four other cities within the school district could be affected and they include san pablo, richmond, el cerrito. the recommendation will be made some time next month and then a vote expected shortly after. alameda's washington park is safe after a man was crushed by a tree there. abc 7 news was in alameda yesterday as city crews inspe inspected the trees at the park. an area where the monterey pine fell on the man friday night is off limits. another check of the trees will happen in the coming weeks. the city says the father who was watching his daughter's softball game faces a long road to recovery. 6:24 now. and now to a health alert about teenaged boys not getting the hpv vaccine. new research is raising big questions.

according to a new survey one in five parents has no plans to vaccinate their boys. dr. jennifer ashton explains why the hpv vaccine is recommended for both boys and girls. >> the virus that can cause numerous types of cancer, cervical, genital, oral, head and neck. it's the leading cause, in fact, in several of those types of cancers. the survey found most health care providers are not counseling parents of teenaged boys. >> true or false, someone who avoids sex will avoed getting hpv? >> this is the biggest myth. hpv can be passed with just direct skin to skin contact. i tell people it's like catching a cold. >> dr. ashton says there's a lot of misinformation out there about the hpv vaccine. >> residents may see more sea lions. according to the marin independent journal the warming ocean may be pushing the mammals north off southern california.

it was reported that some trees were on fire just off the side of the highway before wolfe road. the fire department is blocking the two right lanes. using our distance measuring tool over three miles for the backup that has reached highway 17. another really slow spot here westbound 80 through the emeryville stretch. we had an earlier crash at university that has cleared but we have some pretty significant residual delays. let's head back now to the east bay where we have some breaking news. abc 7 news reporter amy hollyfield is live in concord where an investigation is under way after a police chase. good morning, amy. >> reporter: hi, alexis. we have some police activity out here. we want to show you that is port chicago highway, the off ramp of highway 4 eastbound, and it is shut down and has been for a couple of hours now. the situation out here serious enough to close off this exit ramp for about two, two and a half hours now this is a little after 4:00 this morning that they put these flares out and

put the car here. the officers out here tell us, though, they are in an active situation and don't want to talk about what's happening at this time. we can show you what's going on but the information still yet to come out. we wanted you to be aware of the situation in case your route takes you this way. police activity here in concord. the good news is the heavy traffic is westbound headed into the san francisco area. but, still this is an impact for some, so be aware this is happening. live in concord, amy hollyfield, abc 7 news. 6:32 now. a suspect is in custody after leading officers on this chase from san francisco to pleasant hill. the pursuit continued into contra costa county. chp says this started when the suspect sped through a construction zone on the bay bridge. workers were setting up traffic control devices, when the suspect entered the enclosure. >> he, in fact, did endanger the workers in that zone and almost

collided with our officer's patrol car. >> sergeant jay brazil says it ended in pleasant hill when the suspect had nowhere else to go and hit a dead end street. >> a driver hit and killed a motorcyclist around 10:15 on southbound highway 101 in tiburon near tiburon boulevard. it's unclear how the accident happened but chp says the motorcyclist died at the scene. all lanes reopened after nearly three hours. the man who tried to buy a gun at a sporting goods store in san mateo and said he would shoot up a school is in police protective custody. we first told you about the threat yesterday morning. you can see surveillance video showing the man in the store on el camino real on friday night. workers did not sell him a gun and asked him to leave. police tracked him down yesterday. he told officers he was joking and apologized. he's now undergoing a mental evaluation. hundreds of people are expected to show up tonight at sacramento city council meeting

to protest last weeb's deadly police shooting. >> the council says it wants the police chief to speak and turn the microphone over for public comment. the family of 22-year-old stephon clark wants criminal charges brought against the two officers who shot him 20 times in his grandmother's backyard. he was suspected of breaking into cars. police say they thought that he had a gun in his hand. it turned out to be a cell phone. >> shoot him in the arm, shoot him in the leg, send a dog, send a taser. why? why did they have to do that? >> we will stand up for stephon. we will speak up for stephon, and we will fight for stephon. >> that man was civil rights attorney and has previously represented the families of michael brown and trayvon martin. sacramento's police chief has promised a full investigation. the sacramento police officers association, meanwhile, releaased this statement saying even as tragic as this event is, we cannot ignore the fact that

the shooting was legally justified under the law, within police policy, and in accordance with training. it is clear from the video that they truly believed that clark had a gun. hi, everyone. i have an update on the cambridge analytica hearing happening in london all during our newscast. i've been listening in here at our live desk. whistleblower christopher wylie talking to british lawmakers and what he's saying could put facebook in hot water in europe. he sparked the reports that cambridge and l cambridge analytica harvested through a quiz app. the official campaign backing britain's exit, so brexit, from the european union, had access to the data inappropriately collected from facebook. you'll remember that wylie previously alleged cambridge analyt analytica helped president trump's 2016 election campaign. it has tanked facebook stock. facebook could be under the

microscope now in two countries. back to you, reggie. now another potentially negative headline for facebook claiming that i.c.e. is using the site to find and track undocumented immigrants. abc 7 news was in santa clara last night where the city hosted a citizenship reforce fair. that event comes as media outlet te intercept reported i.c.e. uses ba uses facebook djahuatadata. facebook responded saying, quote, in this case our records show that i.c.e. sent valid legal process to us in an investigation said to involve an active child predator. an immigrant rights attorney offered this advice to all facebook users. >> anytime you're logged in to a service, it's tracked. there is associated information that law enforcement could have access to that could help them identify your location. >> i.c.e. issued this statement saying the recent accusation that u.s. immigration and

customs enforcement has requested information from facebook in order to find and track aliens for the purpose of making administrative arrests due to civil immigration violations is baseless. 6:37 now. happening today apple is expected to announce a lower priced ipad to focus on education. the company will provide more details at an event at a high school. it will be tailored for students ranging from kindergarten to high school of it is rumored to cost around $259. that's $100 less than the current cheapest ipad. and that may compete with google whose chrome books sell for $200 to $250. you're never more than seven minutes away from my accuweather forecast. look at the rebound happening in fairfield and napa. 18 to 22 degrees warmer. let's start in san francisco where we have some micro climates developing. look at this, 46 at ocean beach and also lake merced. the financial in glenn park, 58 to 59 degrees there.

lunch time temperatures, 67. and then look at the low to mid-70s from 1:00 all the way through 6:00. a little spring fever over here in the forecast area. >> oh, yeah. just in time for baseball and spring break and everything else this week. >> we have the bay bridge series continuing today at at&t park. i'll have that forecast coming up. what do you have for the commuters? well, we're pretty busy at this point in the morning. >> what a change. >> back to emeryville. we've had a couple issues here. including westbound 80 at powell. we did flip our emeryville camera around. you could see this just a moment ago, you can see the flares up. it looks like they just ran a traffic break and did clear this. this is starting to improve. this is our second crash westbound 80 for all these folks heading to the bay bridge. we are seeing some pretty significant residual delays if you come from highway 4 trying to get to the bay bridge. we also had trouble on southbound 880 early this morning right around washington. a multicar crash that was blocking two lanes in san lorenzo. that has cleared. so that is starting to look a lot better.

we got a note from livermore police department that they are investigating a crash on isabel avenue. state route 84. that is a full closure at airway boulevard. so you're not going to be able to take that from 580 and vice ver versa. we'll look at drive times starting to climb in less than ten. alexis, thank you. speculation kim jong-un wrapped up an unprecedented trip to china. >> all because of heavy security surrounding a special train in beijing. north and south korea media have not been able to verify if kim is part of the convoy that accompanied the train. this would be his first trip to china. this is seen as a sign the north is hoping to secure support from china ahead of the meeting with south korea and a potential meeting with president trump. an app developed here in the bay area could be the future of classroom security. plus, we do have breaking news coming in to our live desk. a former supreme court justice now calling for the second amendment to be revealed. details on his argument just ahead. all right. and you're looking live at the big board of the new york stock exchange this morning.

matt? >> reporter: good morning, natasha and reggie. santa clara county leaders expressed their concerns about this potential question last month. now that it's official state leaders are stepping up and filing a lawsuit against the trump administration to stop it from happening. the commerce department made the announcement last night. officials say the data will help the justice department enforce the voting rights act which protects minority voting rights. california attorney general becerra announced the citizenship question is unconstitutional and would violate federal statutes. he says this is an attempt by the trump administration to hijack the census for political purposes. today's press conference on the state's lawsuit is scheduled to start at 11:00 a.m. in sacramento. reporting live in san jose, matt keller, abc 7 news. the future of classroom security could be an app on a teacher's phone. a palo alto-based company created the app called safeguard. it lets teachers send out an alert for emergency response and then it uses triangulation to

wharf is hoping to get funding to improve the district. the fisherman's wharf district wants to spend $13 million to widen the sidewalks and add more lighting and railing. half of the money would come from the city, the other half the transit association. the district should find out if it's approved next month. fearly two-thirds of tourists in san francisco say, yeah, they did visit the wharf. now to your morning money report, california's wine industry will take a hit if china follows through on new tariffs. >> they include an extra 15% charge on wine. no word when that would take place. china's tariffs came after president trump announced his plan to impose taxes on $60 billion worth of chinese products. china is the fastest growing wine mark in the world. u.s. wine exports there have increased 450% in the past decade. let's take a live look at the

we'll have sunshine all day, building warmth. still a chill and no rain above average highs through the rest of the forecast. in fact, double trouble if you're looking for more rain and snow. these areas of high pressure will make sunshine the big winner and warmer temperatures from mid to upper 60s along the coast into san francisco. low 70s around the bay to low to mid-70s inland. if you're going to the game dress for 62. 6:05 first pitch and sunshine dropping down to 57 under the stars. we'll be in the mid-40s to about 50 tomorrow. a little bit milder for most of us than this morning. here's a look at my accuweather seven-day forecast. everyone was so excited about the 80s, they put them in for wednesday's forecast inland all the way through friday. mid-70s around the bay. near 70 at the coast wednesday through friday. a little bit cooler but, still, very nice through the weekend. hey, alexis, what are you looking at there? >> live to sky 7 right now, mike, live over the scene where we've had amy hollyfield reporting all morning. we have been able to confirm this is the end of a pursuit

involving concord police. chp is also assisting in this. and that is that smashed pickup truck. we have not been able to get much from the scene. that vehicle crash is eastbound highway 4, the off ramp to port chicago highway remains closed for that investigation. i did just see the tow truck arrive on the scene, but that is about all we know at this point. we don't know the condition of that driver or why the pursuit was initiated there, but we are working to get more details from the scene. again, that off ramp is still closed on the eastbound side, the lighter side of highway 4. also i want to take you into our traffic maps here. an issue in the south bay so the northbound side of 280 before wolfe road. that brush fire and really heavy traffic about five miles worth at 6 miles an hour and 10 miles an hour. avoid that if possible. >> thanks, alexis. 30 years after the iconic connor family won our hearts on "roseanne" the cast is back for a new season of laughs and lessons. >> the connors back as the all-american working class family. when asked to revive the hit

was ejected and taken to the hospital. and, number two, our biggest issue is still that brush fire in the south bay. this is really causing a backup on northbound 280. that incident just off the interstate there near wolfe road. two right lanes are blocked, backup up to six miles. a wild chase overnight. the suspect refused to stop after driving his van through a construction zone on the bay bridge and almost crashing into a patrol car. he was eventually arrested in pleasant hill. number four, california suing the trump administration over a question proposed for the 2020 census which asks about citizenship. the attorney general becerra wants to release more details. number five, speculation kim jong-un completed an unprecedented trip to china. a large convoy was seen in beijing. they may be trying to get suppo support. we go from below average temperatures to above average
