clark's brother ran into the meeting. he jumped up to where the mayor was seated and took the microphone, chanting his brother's name. everyone is here demanding justice for the 22-year-old killed by sacramento police in his grandmother's backyard. 20 rounds were fired a at him. they're looking into police policies and training policies when it comes to use of force, specifically. >> we have nothing to hide and we want to get to the facts and we want to have an investigation that our community trusts, that is fair and so i thought it would help with that. >> reporter: right now this is a city on edge and city leaders are calling for calm as they prepare for stephan clark's funeral scheduled for thursday. kayna whitworth, abc news, sacramento. and california's attorney general has now joined that investigation. activists are calling for the officers involved to be charged.

but the sacramento d.a. say they are still deciding. >> a case spilling into the streets and tensions are just boiling right now and we expect that to continue on today. >> clark's funeral is tomorrow. lots of activists are expected to be there, including the reverend al sharpton. and no criminal charges ilbe filed against baton rouge officers involved in thealton sterling shooting. >> reporter: the autopsy of alton sterling says it in plaque and white. what happened here was a homicide. the 37-year-old was shot six times including a bullet through his heart, but the district attorney who studied the evidence through the last year says it's not that simple. >> what i'm describing took place very quickly. it involved two officers that had good reason to believe mr. sterling was armed with a firearm and he was continuously resisting.

>> reporter: sterling was outside a store selling homemade cds when someone called 911 saying he had a gun. the officers responded and things turned physical quickly. salimoni fired every single shot. police did recover a loaded gun from the bottom of sterling's pocket. the killing lit up the streets of baton rouge. protests went on for days. >> the way they killed him was in cold blood. you know it, i know it. >> reporter: sterling's family and lawyers say he would be alive today if he weren't black. >> he murdered alton sterling. the video shows it. >> officer salmoany walked up and put a gun to alton's head and said i'll shoot you. [ bleep] that is accurate. >> reporter: police say it's also accurate that sterling had alcohol, methamphetamine and other drugs in his system. an attorney for the officer who

fired the deadly shot says his client is expected to be out of work at the end of the week. that's had the chief is expected to decide on discipline. the attorney is calling this unfair and a forgone conclusion. baltimore's 911 system had to be shut down because it was hacked. the city says it was a limited breach that affected a messaging function. operators had to take location information manually and decide who would respond. the city says there were no interruptions in service. the system was restored early monday morning. no word on who is suspected in the hack. the fbi is now involved in the case. president trump is floating the idea of using military funds to pay for his promised border wall. the president suggested in a tweet that the pentagon budget should cover the cost of the wall since it's national defense. sources say he discussed the issue with house speaker ryan. and shifting designated military funds would require congressional approval. china confirmed that north

known to the secret service because he sent letters to the white house. david kerley reports. >> reporter: the justice department has now revealed more than a dozen packages have been sent to federal facilities including the white house, cia and fort mcnair, the army base in washington, d.c. the fbi is warning some of these packages could be in the mail and they do contain potentially destructive devices. all this coming after the arrest of a 43-year-old man outside steelt by fbi agents. they went through his home, looking for evidence. the fbi revealing that each package contained a rambling note, asking the president for $250 million or everyone would be dead. each package containing a vile with a block substance, which is fbi says was an explosive that could have injured somebody who opened the package. the suspect has made his first appearance in federal court. he's been charged with transport of explosive materials.

department, more than a dozen packages were mailed, addressed to the white house, fbi and various government installations. packages arriving at four military bases in the washington, d.c. area and the cia. at the army's fort mcnair it forced the evacuation of a building. specialized teams finding it contained black powder in a vile, which could be used in explosives. also, a gps device and a fuse. all of the packages, including a long, rambling will thor, which said, in part, quote, president trump, businessman, we want $250 million, all you dead. he referred to synaptic frequency. >> long, rambling letter. another indication there might be a mental health component. >> yes. saying look at me. >> reporter: he was known to the secret service because he sent letters to the white house. the suspect has made his first appearance in federal court.

>> the california attorney's general office joined the investigation. sacramento's district attorney is still deciding if the two officers in the case will be charged. a texas couple is behind bars in massachusetts after police found an arsenal in their hotel room. they include an ar-15 with a grenade launcher. franco and adrian face a number of weapons charges. investigators say bradley told them he was on a mission for a secret government agency. prosecutors don't believe there was a threat to the public. and embryo damage at an ohio fertility clinic is apparently much worse than first reported. they now say every embryo in its care was lost. the facility says human error may be involved. eva pilgrim has the story. >> reporter: university hospitals in cleveland now saying 4,000 eggs and embryoees

earlier this month, there are growing calls for tighter regulation of this industry. eva pilgrim, abc news, new york. the owner of as kansas water park is accused of a death on the tallest water slide. jeffry and the designer of the ride were charged with reckless second degree murder. they are accused of shoddy planning and rushing the completion of the water slide, leading to the decapitation of caleb schwab. if convicted, sentenced to more than 40 years in prison. and two suspects are being held in florida for allegedly stealing items from a memorial at stoneman douglas high school. michael kennedy, and an alleged female accomplice were arrested. witnesses accused them of taking the items. they say they found teddy bears, plaques and other items in the suspect's car. kennedy defended himself before a judge at his bond hearing. >> i believe they have insufficient evidence and it

just doesn't meet the elements. >> tell me which elements are missing. >> neither a tomb nor a monument. >> that argument didn't work. kennedy and kara o'neal are being held in the broward county jail. he has a long rap sheet that includes burglary and domestic violence. uber is giving up its testing of self-driving cars in california. it will not renew a permit when that permit expires saturday. the move followed the death of a woman who was hit by a driverless uber car near phoenix. arizona has suspended uber testing because of that accident. mtsb says it's unclear if tesla's automated control system was activated at the time of the crash. that is different than self-driving technology because it requires oversight from the driver. extreme weather to several states.
