our cameras look so far. downtown san francisco a rally to mark the release of a man held by i.c.e. >> he will be free after months in jail. alyssa harrington is live in san francisco with the immigration about-face. alyssa? >> reporter: good morning. the judge ruled that fernandez pa ril owe should not be deported because it would not be safe for him to return to mexico. that means that carillo will go home after being detained for six months. he was arrested as he dropped his daughter off at daycare. since then, they've been holding rallies and working tirelessly to get him released. they say he never should have been detained in the first place. he illegally lived in the united states for nearly 15 years. in a statement his wife said the past months reveal an immigration system that traumatizes beloved family and community members. our message remains clear from

new developments following the tesla crash on highway 101. >> investigators are unhappy that tesla released information about the crash. on friday, tesla said the model x was on autopilot moments before it hit a highway barrier. the company said the autopilot mode is only semi autonomous and the driver should have remained attentive and kept his hands on the wheel. the ntsb says it's concerned tesla jumped to conclusions. the agency is still investigating the cause of the crash. dan noyes and the iteam brought us exclusive information about the crash. you can see the stories already done on abc7news.com. you can download the app and enable push alerts. happening today, totally driverless cars are street legal in california. there's only been one driverless -- we don't know who the applicant is. uber pulled its permit after the death of a woman hit by an

autonomous vehicle in tempe, arizona. someone needs to monitor the car but that person doesn't physically have to be riding inside of it. a hit and run driver is wanted after killing a woman in the north bay. abc 7 news was on highway 101 in san rafael where the chp says a body was found in the slow lane. two northbound lanes were shut down in 101. officers are working to get a description of the suspect's vehicle. take a look at the video posted on twitter. the cars are spinning doughnuts, last night. this is near the oakland alameda colliseu coliseum. some got out of their cars and lit fireworks. they sped off when chp arrived. oakland pd tweeted these photos saying they towed two cars that will be held for 30 days for attempting to then start a sideshow. they didn't say if the incidents

were related. happening today, recovery continues in the north bay after the october wildfires. pg&e crews will be in santa rosa's coffee park to build underground lines. much of the equipment, like cables and transformer was destroyed and needs to be replaced. one resident lived in the area for 30 years. his land is almost ready for a new foundation. >> not in a hurry, we want it done right, not quickly. i think the city is still trying to figure things out. we're on track. so it's going to be a long process for all of us. >> pg&e hopes to finish the coffee park construction and have permanent gas and electricity turned on by the end of the year. in the midst of the recovery and rebuilding, residents still came together for an easter peg hunt. they hope to bring normalcy back to their neighborhood. >> it's heartwarming and bittersweet at the same time. then you got the kids easter egg

pretty ideal traveling conditions today as well. trace toy dublin, we are in the yellow. up to 43 minutes. antioch to concord 15. san rafael to san francisco, you're looking great from the north bay at 17 minutes. we do have one issue in the south bay. we'll check that out coming up next. highway 50 near lake tahoe is back open following a pair of explosions. take a look at this. a large crater was created in the highway in state line, nevada in front of the hard rock cafe. they blame a faulty underground power switch. highway 50 was closed for more than 18 hours fearing more explosions. >> 5:08 now. a man is recovering after being trapped under a fallen tree. a portion of the tree, about one to two feet fell on a man in the park. the man called 9-1-1 and guided firefighters to where he was. they pulled the tree off of him. the injuries are described as

i have an update on a war of words between two tech giants. facebook mark zuckerberg and apple's tim cook have been trading jabs and now it's zuckerberg's turn in a just released podcast. the facebook ceo said, quote, if you want to build a service which is not just serving rich people, then you need to have something people can afford. he goes on to also say at facebook that we are squarely in the camp of the companies that work hard to charge you less and provide a free service that everyone can zuckerberg made the comments to respond to apple said they were never been in a position like facebook. we're talking allegations that the company is facing over inappropriate data collections. >> getting shady in silicon valley. jess, thank you. in the gma first look, driving manslaughter trial

when a shark bumped his board and bit him after he fell into the water. the 25-year-old man from hawaii has injuries to his hand and leg. the information for more than 5 million credit and debit cards is in the hands of hackers. a company that owns the retail department chain saks fifth avenue and lord and taylor confirmed the breach yesterday. it's taken steps to contain. since the cards affected were used for in-store purchases, there are no signs that online shoppers were hit. the election commission is calling on the mayor of san francisco to help in the voting effort. according to the examiner, officials want to switch to an open source voting system. supporters say it would be more reliable and transparent than current proprietary machines. it means the software used to tabulate the ballots would be open to public view and it would cost between 11 and $28 million to implement it according to a

cooler wednesday. look at that. light storm becomes a moderate storm that leaves us as a light storm thursday, friday, saturday. alexis? >> i'm going to take you to the south bay where we have our only blocking issue this morning. this is a solo vehicle crash on the northbound 101 connector. to 680. it sounds like the left lane is back open. with a little delay, you are able to get through there. emergency crews are still on the scene. here's a live look outside. 101 and 880 north of there. volume slowly starting to increase. overall, we're still very light this morning. should be a great day for mass transit. so far, ace rail 1 and 3 on time today. 45 b.a.r.t. trains in service. no delays there. normal service with no delays. >> thanks, alexis. >> memorial church kept up the holiday tradition. >> the famous san francisco church was packed.

5:25. the seven things to know before you go. number one from the live desk, power outages in san jose after a car crashed into a light pole overnight. and video you see is from south white road and lees port. there were 3 dozen customers without power. >> number two, a man detained by i.c.e. set to be released today. fernandez carillo was set to be released. a judge ruled it wobt be safe to return him to mexico. the couple and their six adopted children were in the car when it went off a cliff. three of the children haven't been found. number 4, china rolling out new tariffs on u.s. meat, fruit and other products in retaliation against taxes approved by president trump on steel and aluminum. number 5, we have another mild day coming our way with temperatures just a little bit cooler than yesterday.

28. could be bumpy getting in and out of sfo. 12 in hayward, 13 in fairfield. bone dry outside. let's look at the accuweather planner. 46 to 52 this morning. a few high clouds around noon. an afternoon of sunshine and temperatures near 70. except for 50s at the coast. mid-50s at the coast at 7:00. mid-60s for the rest of us. pretty quiet here. how about the commute? >> so far we have been looking fairly quiet, mike. i have two incidents to get to. let's head there on the traffic maps. a vehicle fire is fully engulfed. southbound 880 at the 8th street on ramp. we'll fix that typo on my graphic. we have the lanes 4 and 5, the two right lanes on the main line blocked for emergency crews. that's definitely starting to back things up towards state route 238. northbound 101 at the 680 split, the solo vehicle crash blocking the right lane of the connector. you are able to get by. a delay building on northbound

101. next traffic update at 5:40. now a live desk update from abc 7 mornings. >> good morning everyone. san jose, a car crashed into a light pole. now dozens of people have lost power overnight. abc 7 news reporter matt keller is on the scene for us. matt? >> reporter: jessica, since i last saw you about an hour ago, traffic control workers have set up cones and blocked off a lane on south white road to make room for pg&e workers to work on the power pole. you can see the lines brought down by this car crash that happened early this morning. check out the video from shortly after the crash happened at 1:15 a.m. this is on south white road at leaf court. the car was severely damaged. firefighters were working on it. police put two men in handcuffs, one in a patrol car, the other on a gurney and into an ambulance. one neighbor told us what she heard at the time. >> it was like a loud boom. we didn't hear any, like, cars or anything.

it was like a loud boom. but we did hear the police car and stuff. so we thought maybe it was -- it must have been something related to that. >> that woman says the lights went out at her house. they went out in a lot of homes in the area. by 4:00 a.m., there were just 39 customers without power. i just checked the website and it shows that there are still 39 customers without power in the area. they have an estimated time of getting that power back on to be 11:21 this morning. of course, we've got pg&e workers here now. i'm sure they're attempt to go get the power restored sooner than that. reporting live in san jose, matt keller, abc 7 news. also an update on a sad story. chp confirming that the car crash that killed a family was likely intentional. they were driving the suv with six adopted children one week ago when it went off a cliff. three of the children are still missing. chp says the speedometer was

pinned at 90 miles an hour. >> the vehicle tame to a stop, most likely in that pull-out and then accelerated off the cliff. >> a lot of people online saying they were beautiful people. at some time they may have been. but that is not what we saw next door. >> investigators are addressing rumors of a suicide note found at the family's home. no note was found but they're evaluating items found in the search including red flags. they would not elaborate what that was. a driver charged in a deadly hit-and-run accident in san francisco is set to be arraig d arraigned. mark dennis faces one count of murder, four counts of attempted murder and assault with a deadly weapon. he got into a physical altercation with the five victims last wednesday. he drove on to the sidewalk and plowed into them. this was at 4th and illinois streets. one of the men later died at the hospital. >> chp investigating how a patrol car hit a woman during a vigil for stephon clark.

a former temple university basketball administrator is going to take the stand again. cosby is accused of assaulting her at his suburban philadelphia home in 2004. his first trial ended in a hung jury. the retrial is set for next monday. happening today, state water managers will conduct the fourth snow pack survey of the year. the department of water resources will conduct a survey in the sierra. data collected helps determine the amount of water that will runoff to the reservoirs. last month's survey found 41 inches of snow. is it looking pretty good, mike? >> probably about 57% of average. but the interesting thing is when that atmospheric river hits thursday, friday and saturday. going to bring a ton of rain to the mountains. it's going to melt a lot of the snow before it turns over to snow late. so it's something to keep an eye on. there could be flooding. 2 to 4 inches of rain could fall from the central valley into the mountains. us, we're going to get around 2, 3 inches possible.

i'll show you that coming up. here's where we stood last week when they took the last electronic measurements. petaluma is on spring break. along with is sebastopol and mi valley. low to mid-50s in novato, san rafael and tiburon and towards clear lake and guerneville. let's look at the rest of the neighborhoods. low to mid-50s along the bay shore and lafayette. upper 40s in cupertino. tracy, wake i canning up to 52. here's a look at san mateo bridge. pretty much good everywhere because of probably spring break is what alexis has been telling me. let's look at the peninsula. 54 with high clouds at 8:00 to 58 high clouds at 10:00. then look at the mid-60s the rest of the day until 8:00. the 12-hour planner for the east bay valleys, what sticks out is 1:00 to probably about 7:00. temperatures in the low to

mid-70s. real delightful evening. about 83 at 3:00. tonight, we will be cooler than this morning with low to mid-40s in the north bay. mid-40s to near 54 the rest of us. let's talk about how easy it was last week and now this week may mirror that. >> yeah. even if you're not doing something fun in cabo, at least a lighter commute with a lot of folks on spring break. >> is that where you would go if you could? >> maybe. it's sounding pretty good right now. >> i like that. we have one issue to get to on 880. we've got a car fire vehicle fully engulfed at the a-street on ramp. fire crews are there and had to block two rains lanes of the main line. to route 38 to the san lorenzo area. no word on how the driver is doing. hopefully they got out okay and i imagine the fire crews have been on the scene for 15 minutes by now. we have the stack-up at the bay bridge thoel plaza.
