may cause heart failure that can lead to death. stay together with the lantus $0 copay. ♪ let's stay together talk to your doctor or visit saveonlantus.com. a morning manhunt ends with east bay police taking down this man and woman. this after an officer was injured overnight when he tried to make a traffic stop on a stolen car. thank you for joining us. i'm kristen sze. hercules police say officers pulled over the stolen vehicle when the driver intentionally backed into the police car at highway 4 and sycamore in hercules. those two suspects ran off and caught in the area thanks to a tip from abc7 news reporter elissa harrington.

>> reporter: around 8:30 this morning, i noticed a man and woman emerge from should be shrubbery near the crash site. i saw them walk down the hill, casually hop over the fence and start walking from highway 4. my photographer and i decided to get a closer look. we drove past them. they were not happy to see us. they were covered in mud and dirt and we called police. i snapped this picture of a man and woman hopping a fence at claeys ranch in hercules and called police. moments later officers showed up and took the man into custody. the man struggled, kicking the officers and yelled profanities. officers subdued him by shocking him with a taser. hercules police believe these are the two involved in an early morning chase that injured an officer. reserve officer says they were in a stolen vehicle and intentionally rammed a police car. >> when the driver put the car in reverse and intentionally backed into the police car, the officer was slightly injured,

this time being called a neck -- a whiplash-type injury. >> reporter: a rancher said the car broke through his fence. the driver tried to make it to highway 4, but the car got stuck. >> so, they're loose in the hills here somewhere, on the freeway, trying to get out of dodge, you know, get out of town. >> reporter: the suspects are facing multiple charges, including assault with a deadly weapon for ramming the police car. >> we really do like knowing we probably have the suspects in custody, and i think the citizens of this city will also feel more comfortable knowing that somebody who would intentionally back into a police car with an officer in it is in custody. >> reporter: police have not released the names of the suspects and will not say if they're from around here. reporting live in hercules, ee lisz elissa harrington, abc7 news. >> great job on both fronts. sky7 shot this extraordinary

video of a car involved in a hit-and-run and ended up crashing into a house in hayward. this happened before 8:00 on fairview avenue. the honda accord slid off the road and hit the house and rolled over. no one was home at the time and the structure was not seriously damaged. we're still trying to get information as to how the car ended up in the position that it did. happening now, san francisco district attorney is in sacramento standig with two state lawmakers who are seeking to restrict when police officers can open fire and use lethal force. they're unveiling a new bill under which officers could only shoot if there's no reasonable alternative to stop a suspect from hurting or killing someone. at the news conference right now, the family of stephon clark, the unarmed black man shot and killed in his grandmother's backyard by sacramento police. san jose police want to hear residents no holds barred feeling about how officers are patrolling city streets and dealing with the community.

asking them to report any news. they are cautioning the community to be extra alert. new at 11:00, president trump says he wants to use the military to secure the u.s./mexico border until the wall is built. >> we have very bad laws for our border. and we are going to be doing some things, i've been speaking with general mattis, doing things militarily until we can have a wall and proper security, we'll be guarding our border with the military. >> the president made the remarks during a meeting at the white house this morning, but offer no timeline on when u.s. troops would roll out to secure the border. mr. trump begrudgingly signed a spending bill last month that provided far less money for the wall than he wanted. he's been complaining that u.s. borders are 350 porous and immigration laws are too weak. the iteam learned the ntsb is expanding its investigation into the tesla crash that killed

queen elizabeth's husband, prince philip, has been admitted to the hospital for hip surgery. the 96-year-old have missed several public appearances in repeat days, including easter. according to the palace, the surgery was made ahead of time but just made public today. prince philip has largely retired from public life but still accompanies the queen on occasion. developing new from washington, d.c., this morning. the political world is speculating on the future of

another member of president trump's cabinet. this time it's epa chief scott pruitt embroiled in a scandal over a condo lease. here's abc news. >> reporter: scott pruitt is the latest cabinet official under scrutiny. the epa secretary, the subject of a formal white house inquiry after abc news reported he rented an apartment on capitol hill from the wife of a top energy lobbyist who is paid to lobby the epa. >> listen, i don't know how you survive this one. if he has to go, it's because he never should have been there in the first place. >> reporter: the agency defended the agreement that the $50 a night lease is consistent with federal ethics rule and said the condo owner's be lobbyist husband had no contact with the secretary. >> no one working for the federal government is supposed to get a special deal. to get a special deal for someone who has business before the government, that is highly problematic. >> reporter: democrats

questioning whether it met fair market value for the property. when asked about the controversy, the president only saying -- >> i hope he's going to be good. >> reporter: the remark followed the agency move to relax obama era gasoline efficiency move. pruitt making the announcement and avoiding questions on his spending. >> do you have the president's support? >> reporter: the president is upset by all the negative headlines and we're told he spoke to pruitt last night by phone. jon kelley speaking with pruitt this morning. but when asked, the white house wouldn't say if the president still has confidence in pruitt. abc news, washington. speaking of pruitt, he is saying he plans to roll back emission standards in california in an ongoing battle between the state and the feds. pruitt said the agency is re-examining california's waiver under the clean air act to see if we can set our own, more

stringent car emission limits. the state is threatening to sue if that happens. pruitt says the epa is working to determine appropriate emission standards and says ones established under the obama administration are too high. grinder, one of the world's most popular social networking apps for gay men, is promising to change the way it shares information. the move was triggered by privacy concerns. gripder users are outraged after finding out their hiv status was shared with other tech companies. grinder says the information was encrypted and never shared with advertisers. san francisco supervisor worries the more grinder shares people's personal information, the more likely their hiv status will end up in the wrong hands. >> someone is hiv positive, i do value their contributions towards destigmatizing hiv, but this collection of information is a step too far. >> grinder released three different statements yesterday and maintains they are a champion for the lbgtq

little hazier today. i just checked current conditions, and no spare the air alert and nobody with poor air quality right now. head outside and enjoy this wonderful weather while we have it. some of you like rain as your wonderful weather. i have that coming up, too. let's talk about my accuweather highlights. seasonal temperatures today, if not a little above average, more sunshine than yesterday. clouds return and remains cool tonight. a soaking storm that will bring breezy conditions through the extended. right now that area of high pressure and clockwise flow is keeping us sunny. you can see high clouds starting to overrun it. you may see some by the time the sun sets around 7:33 this evening. if you take a picture, half moon bay today at 62, warming to 65 in san francisco. 71 to about 76 inland. santa cruz will be the warm spot at about 70. the home opener for giants at

storm impact scale a two, moderate with rain. coming in heavy during the evening and overnight hours. winds gusting to 25 miles per hour. that means we could have some flooding. there's a potential there. it's moderate. power outages moderate because tree toppling will be moderate because the wind won't be that fast but soaking rains will cause north bay a little wet. by friday's morning commute we're looking at about 0.10 to 0.25 an inch. in the evening and overnight hours we start to push 1.5 to nearly 3 inches of rain. it will end saturday night. that means sunday we'll start drying out and temperatures by monday will be a lot like we'll have today and tomorrow. but for thursday with that rain coming in, we'll be stuck in the 60s. and thursday and friday, friday into saturday, we'll be stuck in the 50s and 60s. atmospheric river, about 30% to

50% of our rain every year. this one's unusual because it's coming in april. possibly giving us more rain than what we're supposed to get during an entire april, the month. we'll keep an eye out for flooding concerns. if you're heading up to the sierra, heavy rain. possibility of flooding there, too. >> we've been warned, thanks so much, mike. to your money morning alert. a warning if you eat at panera bread. a security breach may have exposed customer data on their website. the company says fewer than 10,000 customers were impacted. names, addresses and birth dates were exposed but not credit card information. panera says the breach has been fixed. music streaming service spotify went public today. shares started trading on the new york stock exchange moments ago, opening at $165. that puts the company's valuation at nearly $30 billion. spotify's not following a
