the two goats cross the highway? the bizarre rescue on this interstate bridge. and the high school baseball star playing catcher even though he only has one arm. his determination to win inspiring millions. we do say good morning, everybody, on this thursday. we're going to begin with the national guard getting official marching orders from the president to head south to the border to stop illegal immigration. >> as the president authorized the deployment, he released a memo declaring the situation has reached a point of crisises. this comes as new figures show the number of illegal border crossings rose by 37% last month, a sharp increase over the same period last year. >> abc's arlette saenz has more on the white house response and the many unanswered questions this morning. arlette. >> reporter: kendis and diane, good morning. president trump signed that order last night authorizing the national guard to assist the border patrol.

the trump administration is now working with border state governors on their deployment. president trump is making a surprise announcement official. >> we're going to be guarding our border with the military. >> reporter: signing a proclamation for the national guard to head to the border. >> we do hope the deployment begins immediately. >> reporter: the trump administration has provided little detail. no word on the cost, how many troops they'll send or for how long. >> it will be strong. it will be as many as is needed to fill the gaps we have today is what i can tell you so we'll go through and make sure. >> reporter: the national guard won't act as law enforcement. they can't attadetainttaidetaidn crossers. instead they'll serve in a support role by conducting aerial surveillance. >> it's something that is needed, especially out here in arizona where we're still responsible for close to 50% of all the drug seizures in the entire country. it's a big deal to have extra eyes so the agents can take the time to patrol, you know, the areas of the field. >> reporter: the white house says the president is frustrated congress hasn't done more to secure the border.

but the administration is touting progress on his border wall. >> to us it's all new wall. if there is a wall before that needs to be replaced it's being replaced by a new wall so this is the trump border wall in many cases -- >> replacing current wall with new wall would count -- >> yes, it would. >> reporter: as for the national guard they have been sent to the border before in 2006 by president bush and 2010 by president obama and the total cost of those two operations, more than $1.3 billion. diane and kendis, we'll have to see what the price tag is for this one. >> we'll wait and see. arlette saenz for us live in d.c. thanks, arlette. the diplomatic crisis with russia is about to take another turn. the trump administration is expected to impose some new sanctions this week against wealthy russians who have ties to vladimir putin. the new economic punishment would be authorized under a law targeting moscow for meddling

in the 2016 election. it's not clear however how many russians will be sanctioned. but it couldnt be e, bthusmo es u.s. diplomats who were expelled from russia departed from the u.s. embassy in moscow today. they were kicked out of the country in retaliation, of course, for the u.s. expelling russians after the poisoning of a former spy. we're learning new details about the deadly crash of an f-16 fighter jet outside las vegas. it's the third crash of a u.s. military aircraft in just two days. the air force says a member of the elite thunderbirds flight team was killed during a practice run. the cause of the crash is under investigation. on tuesday four marines were killed in a helicopter crash in california and a marine jet also crashed tuesday in africa. several new developments overnight in the facebook privacy scandal. a second day has now been scheduled next week for mark zuckerberg to testify before congress. and we're learning that more facebook users may have had their data shared without knowing it. this morning, cambridge

analytica is denying a report by facebook which now says the political consulting firm improperly obtained the data of 87 million users, most of them americans, far more than the 50 million originally reported. >> these are just big -- these are big issues. this is a big shift for us. >> reporter: ceo mark zuckerberg is now acknowledging that fixing the company's security issues will be a multiyear effort and that not enough was done to protect users' privacy. >> we didn't take a broad enough view of what our responsibility is, and that was a huge mistake. it was my mistake. >> reporter: zuckerberg's admission comes one week before he is set to testify for the first time before congress. he'll sit down before two senate committees on april 10th. facebook has been in crisis mode. its stock plunging after it revealed that cambridge analytica misused information from facebook users as part of the consulting firm's work with the trump campaign. the site has announced several changes to address user privacy

concerns saying it'll now restrict access for third party apps, delete phone and text logs after one year, and on monday facebook will add a new option at the top of each user's news feed allowing you to review which apps have access to your personal information. so zuckerberg, of course, will face some tough questions on capitol hill. in fact, the chairman of the senate commerce committee says he wants to address the significant concern about facebook's role in america's democracy. delta air lines has revealed it was the victim of a recent cyberattack. it says a small number of passengers' payment information may have been compromised when that attack happened last fall but delta claims no other personal data was affected and it's promising to make up for any fraudulent purchases. oklahoma's governor is clarifying the comments she made this week when she compared striking teachers to a teenager who wants a better car but teachers are demanding bigger pay raises and more education funds. governor mary fallin now

admits she could have phrased her comment more eloquently and said both sides have been in talks and they're hoping to end the strike soon. but angry teachers had a message for her at the capitol. classes were interrupted in a big way at this school in kansas when a blast of wind tore the roof off the cafeteria. students say it sounded like an explosion. nobody was hurt, but a couple cars were badly damaged. police in brooklyn, new york, say they shot and killed a man they believed was pointing a gun at them. they say they received several 911 calls about a manholing what appeared to be a silver firearm. when police arrived the man allegedly went into a shooting stance and police fired ten shots. they later found out he was holding a pipe with a cylinder on the end of it. in minneapolis the police department now says officers who are dispatched to a scene must activate their body cameras before they arrive or they will face stiff penalties. the rule change comes after an officer shot and killed an unarmed woman last summer without activating his body cam. that officer was fired and faces criminal charges. america's farmers are sounding off about the

administration's new threat to impose tariffs on chinese products. china has threatened to retaliate with its own tariffs on american soybean, pork and beef.ss beef. the white house denies there is any trade war saying the threats are just part of a negotiation. but many farmers are urging the president to back off the rhetoric and not to take their votes for granted. >> he needs to realize that the majority of his votes came out of the midwest agricultural area, supported him and, you know, i don't think he's supporting us right now. >> well, the u.s. and china are still negotiating behind the scenes. a public comment period on the proposed tariffs will last until mid-may. police in western pennsylvania got called to an unusual scene. two goats wandered away from a farm and got stuck on this bridge on the pennsylvania turnpike. see them stranded on that narrow beam. well, the crews had to bring in a large crane for a delicate rescue effort, but they were eventually able to corral the goats and safely return them to

approving pay raises for two of pruitt's friends who work at the epa. one pay raise was more than $56,000. pruitt says that he just found out about the raises and corrected them right away and he insists there was nothing wrong with his arrangement to live in a condo owned by the wife of an energy lobbyist. >> president trump said he would drain the swamp. >> i don't -- >> is draining the swamp renting an apartment from the wife of a washington lobbyist? >> i don't think that's even remotely fair to ask that question. >> why did you accept $50 a night to rent a condo from the wife of a washington lobbyist? >> let's talk about that. this is the actual rate and what the ethics officials said. >> but there is a possible new setback for pruitt. cnn reports the epa ethics official who determined that pruitt did not violate ethics rules now admits he lacked key facts about pruitt's living arrangements when he made that initial evaluation. youtube is promising to increase security at its offices around the world after this

week's shooting when a woman angry over the company's video policies opened fire at its california headquarters. the company now says the shooter never got into the building. instead officials say she went through a parking garage to enter a courtyard where she carried out the attack injuring three people and taking her own life. her family members say they're confused over what they call her senseless act. >> i don't know how she would like it. i'm sorry. i can't believe it. >> she was a really good person. she was a big animal loving person. >> any history of mental illness? >> no, nothing. >> family members also say they called police twice to warn that she might be on her way to youtube headquarters because she was angry that the company stopped paying her for the videos she was posting. new england patriots wide receiver and superstar julian edelman is being praised for possibly thwarting a school shooting. a comment posted on edelman's instagram account threatened to shoot up a school.

now police traced the message back to a 14-year-old in michigan who is now charged with a felony. edelman tells "the new york times" he immediately thought of the parkland, florida, massacre saying here with the emotions of what happened and i have a kid now, i said, holy toledo, what is going on here. and police in illinois have arrested a woman they're calling one of the worst dui offenders in the united states. they apparently found her at a gas station where witnesses say she had been trying to fill her car with kerosene rather than gasoline. officers say she smelled of alcohol and they found an open bottle of whiskey on her front seat and say she has dui arrests in six other states along with outstanding warrants in three states. this is wild. a retired fertility doctor in idaho is being accused of using his own sperm to fertilize a patient nearly 40 years ago. 37-year-old kelly rowlette discovered that dr. gerald mortimer is actually her father after undergoing a dna test for ancestry.com. mortimer had treated her mother
