we do not have the best relationship with the president of the united states on immigration. >> the national guard has been sent to the border before in 2006 under president bush and four years later under president obama. 6:35 now. the dmv is calling a law giving special california driver's licenses to people here undocumented a big success. it has issued more than a million of them so far according to the latest numbers. drivers just have to prove their identity and where they live. then they have to pass a driving test, which supporters say makes our roads safer. critics say the licenses make it easier for undocumented immigrants to remain in the u.s. we've learned this morning facebook ceo mark zuckerberg has agreed to a second congressional hearing next week. this time in the senate. it's different than one we reported yesterday. zuckerberg will appear in a rare joint hearing of the senate judiciary and commerce committees. it will happen next tuesday, april 10th. that is a day before he'll

testify before the house energy and commerce committee. just yesterday, facebook announced more users than originally thought had data exposed to cambridge analytica. facebook says 87 million users' data was swept up. that number is higher than the initial estimate of 50 million users. happening today, organizers planning to protest in front of facebook's headquarters in menlo park. they'll be demanding greater consumer protection in online media and right to privacy. the raging granny's action league is organizing the rally. they insist they shouldn't have to be an internet genius to protect their data and digital rights to privacy. the rally is starting this afternoon. getting a lot of attention. we're getting word of at least one arrest. san francisco police say they arrested this man, 18-year-old brian vander court in the fisherman's wharf area. plainclothes officers followed his car after they recognized it as one reported being involved in other car thefts.

officers say they witnessed him scouting out cars and then watched him actually break into one of thenl. he was arrested and now faces several counts of burglary along with other charges. also happening today, crews in san francisco preparing for the big storm that's expected to start late tonight. this morning, public works crews are putting out temporary flood barriers at 17th and follow so many streets. that's a notoriously low-lying area. the interlocking plastic barriers will stay there until the rains go away. never more than seven minutes away from your accuweather forecast. the greatest flooding potential is in the central valley. even more so in the higher elevations of the foothills and the mountains. 3 to 7 inches of rain. that's going to fall on top of all that snow and create even more melting and runoff. about 4 million people under this flood watch. it goes through sunday morning at 11:00. i wouldn't be surprised if the

santa cruz mountains in the north bay is put under a flood watch eventually because of all the rain we're going to get. temperatures in the upper 40s to mid-50s in the south bay. los gatos the cool spot. 55 in san jose. low to mid-50s on both sides of the bay. 48 sebastopol. 48 in half moon bay. for the cool spots, here's a look. early sunshine in the south bay. that's one of the reasons you'll be warmer than the rest of us. the commute planner, mainly for the evening hours and mainly for the north bay. caution there. because of the wet weather that's rolling in. it's going to be cloudy just about all day today after a little sunshine this morning. temperatures in the mid to upper 60s after 8:00. the rain will start to roll in. peninsula, same thing. temperatures going from 55 up to about 65. now tonight, once the rain does begin, it gets heavy quickly. this time tomorrow, you and i will be dealing with a lot of standing water, probably solo spinouts and a messy commute

around 15 miles an hour. first reports of an accident southbound 680 before pacheco. couple of big rigs. one of the rigs might be blocking a lane of traffic. we'll come back in a few and check on that. >> thank you, sue. the iteam has identified a tesla crash from september that experts say shows similarities to the fatal crash in mountain view. a driver who does not want to be identified told the iteam's dan noyes he was using autopilot in his tesla near the 880 merge when the sun got in his eyes and the car slammed into a safety barrier. one of the pioneers of self-driving technology says drivers have to pay close attention to the road even when using driver assist. >> we have to recognize we've got to crawl before we walk, we got to walk before we run. we're still at the crawling stage with this technology. >> the driver in the september crash walked away uninjured. the safety barriers there were

in work og order. different case for walter tesla when it hit a barrier. autopilot is intended for use only with a fully a tensive driver and that it does not prevent all accidents. such a standard would be impossible but makes them less likely to occur. the attorneys representing one of the ghost ship defendants has filed a motion to dismiss the 36 counts of manslaughter against his client. his defense attorneys argue even experts do not know the cause of the deadly fire in december of 2016. he asks in the motion, quote, if the origin of the fire is unknown, how can defendants defend themselves? he and a co-defendant are scheduled to go on trial july 16th. they're accused of ignoring fire codes at the ghost ship warehouse. local law enforcement

>> keep your eyes on the road and not on your phone. ignore that message and you could end up with a ticket today. >> police in the bay area and across the state will be lookin% out in force for distracted drivers. >> abc 7 news reporter alyssa harrington live at the bay bridge toll plaza. alyssa? >> good morning. we use our phones for so many things. to talk, text, check e-mails, take pictures. they can be addicting. that's why police say the best thing to do is put them in the back seat of your car, even in the trunk while you're driving. april is distracted driving awareness month. the office of traffic safety launched a campaign. it is called just drive. the goal is to educate drivers about the dangers of distracted driving. people can expect to see messages on electronic billboards, on the freeways around the bay area and also an increase in law enforcement. the oakland police department is one of the agencies cracking down. officers will be looking for people, talking, texting, or using apps while driving.

the penalty for a first-time offender is a $162 ticket. hands-free law has been in effect in california for ten years. the ots has done studies and did find a decrease in people talking and texting on phones. but that doesn't mean things are perfect. there are still tens of thousands of distracted driving collisions every year. police say if you really need to use your phone pull over. this is one of two enforcement days this month. the next one will be next friday, april 13th. reporting live at the bay bridge toll plaza, alyssa harrington, abc 7 news. a live desk update with jessica castro. >> we have learned of a major find into an oregon family whose suv went off a cliff in mendocino county. investigators have just found a cell phone near the crash site. it could really help them. i also want to show you new video of the search area from
