that's what an atmospheric river does. it's sub tropical moisture. it brings warm air with it. at 7:00, we're still in the upper 50s to mid-60s. going to be a long day if you have to be outside. here's sue. take a look at the richmond-san rafael bridge where it's coming down heavily. the droplets of water there you can see. standing water is the big issue this morning. slow speeds would be definitely advised. we do have solo spinouts. a couple on the peninsula. northbound 101 after san antonio. also one reported near shoreline. it may be one and the same. middle to slow lane blocked there. one to two solo spinouts. use extra caution. flooding in the north bay. the typical spots by lucky drive. northbound on 101. that's also an area that is always because of the high tides too, floods out there. use extra caution. two or three separate solo spinouts other than these two on

101, we'll touch on that in a couple of minutes. all right. thank you, sue. developing news out of fremont now. authorities investigating after a wanted man died in a shootout with police. >> that suspect wanted on felony warrants. he was spotted by undercover agents on fremont boulevard and nicolette avenue. he was a passenger in a car. when officers stopped the car, the suspect got out and ran to the gas station. he pointed a gun at the officer and -- more officers confronted him as he ran around the gas station. more shots were exchanged. the suspect got hit and died at the scene. a revolver with spent casings were found at the suspect's side. this is the fifth fatal police shooting in fremont. >> continue to see violent suspects who will do anything it takes to get away from officers if that means pulling guns and shooting at them or ramming patrol cars, running police

officers over. it's really startling. the level of violence the suspects are demonstrating towards our officers. >> no officers were injured in this shootout. seven officers involved have been placed on administrative leave, which is standard protocol. president trump launched into a tirade on voter fraud after tearing up a speech on tax reform. tara palmieri reports. >> president trump frustrated on the latest obstacles on building his border wall -- >> president trump in west virginia throwing away his speech on tax reform. >> this was going to be my remarks. it bo have taken about two minutes. that would have been a little boring. instead, ripping on one of his favorite topics, immigration. as a caravan of migrants make their way from honduras through mexico seeking political asylum.

to come and sit on top of us and kind of push us down as you can see on the north bay or on the bay bridge right here. that's just because that atmospheric river is so juicy. danger on the roads today because of sandy water. poor mass transit. it's going to be mild and damp all day. from 8:00 this morning or 10:00 this -- every single hour there's a chance of rain. 57 to 59 degrees. now, let's go down to the south bay where the rain will be a little bit lighter than most other places because of the rain shadow. you can see be be every single hour from 8:00 to 8:00, rain. we start at 57, we go up to 64 at 4:00. then we're back into the low 60s during the evening hours. tonight is going to be another mild night. with the cold front coming through, we're going to introduce the threat of thunderstorms, downpours and a better chance of localized flooding tonight. you can see some of the red on

let's talk about what's going on across the state. rain is falling. going to be heavy at times. the mid-60s in fresno. monterey. we've got the flood watch for this entire yar we already have flood warnings for the truckee river at truckee and the river at vista and carson river. you can see the flooding potential very high in that area from the rain and the snowmelt.

here's a look at the accuweather seven-day forecast for tahoe. the heaviest rain will be tomorrow. it will mix with snow late in the day. we could have a couple of wet inches down on the pass levels. but then it's 66 by monday. everything is melted. china upping the ante saying they will fight the u.s. at any cost. all of this after president trump proposed yesterday $100 billion in new tariffs on china in retaliation to china's $50 billion export tariff. this morning, they said the country would, quote, dedicate itself to the end at any cost and will definitely fight back firmly. it looks like the hit for tat continues between the largest economies. it could be another rocky day on wall street. stock futures already down. i'll update you on the number when the market opens. fly wheel plans to take half

of the city's taxi fleet off of its platform on sunday. the examiner reports taxi trief drivers were sent a notice that they were suspending -- the partners include fly wheel taxi, sf super cab, lucky cab, max cab, fog city cab and ecotaxi. fly wheel is the uber-like app used to hail traditional cabs. 15 cab companies including yellow cab, lux or cabs will no longer be able to get them on the fly wheel app. an apology for laws that discriminated against the lgbt community. a resolution is headed to the state senate. evan low proposed this measure. he points to personal experience as one of the motivating factors. >> as an lgbt myself in the -- i served as mayor of a city. i could officiate a wedding but

as we move through the afternoon into the evening hours, we start to get a little wave of moderate rain once again. if you're heading out this evening, take an umbrella. if you're parking somewhere, you know, you have to walk away as you get to the restaurant and movie theater, or if you're nice -- your husband or wife is nice and they drop you off and let you walk and then they park the car. it happens a lot. here's what's happening. you can see the thunderstorms possible. some of the red there as we head towards tomorrow morning, more red. look at this. by tomorrow at 9:00, it's just about over and then we'll have lingering clouds. maybe a stray shower in some of our hilly areas like the east bay hills and up in the north bay mountains. for the most part, it is going to be over. so while i believe the game today for sure is going to be rained out at at&t park, if the outfield drains fast enough, they can get tomorrow's afternoon game in. it will be up to the grounds crew and the arc there park the.

rebound to 70 on sunday. low to upper 70s by monday. then a light chance of rain tuesday and wednesday. let's take a look outside and make your way towards the san francisco side of the bay bridge in just a bit. we've got pretty heavy, moderate traffic with the rain coming down towards the macarthur maze. solid stream of headlights there. here's what you get on the bay bridge side of things. slowing and delays for cash paying folks in the left hand lanes. let's look at the drive time real quick from hercules into san francisco under 40 minutes. that's a pretty good deal. we'll check on that in a little bit. of course, no metering lights yet. problem is developing over on the eastern side of concord. we do have a big rig accident jack-knifed. eastbound 4. fortunately in the east commute. two lanes are blocked. it's at a 45-degree angle. apparently, you don't see it until you're up to it.

a mother ship carried the ss unity to 46,000 feet and released it above the mojave desert. it reached a speed almost twice the speed of sound before the pilots glided to a safe landing. getting to and from lax could be easier in a few years. the airport commission wants to spend $5 billion on an automated people mover. it would use driverless vehicles to carry people through terminals. the mover would connect to transit lines outside of the airport too. the aim is to have it in operation by 2022 if the city council goes along. >> i wish the people mover back in disneyland back in the day. that would be a nice throwback. >> and it's desperately needed if you've ever connected at that airport. never more than seven minutes away from your accuweather forecast. up to an inch in the south bay. 2.5 to 3 inches in the bay and the same thing in the north bay. here are my biggest concerns. it's going to be flooding on the roads and small stream flooding.

mudslides and debris flow high. power lines and trees toppling. our fastest winds around the lunch-hour for today. they will taper during the day. but at 5:00 tomorrow morning, we'll get one more burst of heavy winds that could cause more damage. sue? >> we are taking a look at a problem. this one just outside east concord. it is eastbound highway 4 with a jack-knifed big rig. it's blocking the two left lanes with debris in the right lane and chp is there. they're saying the rig is empty but it's completely not moving and not movable. they're going to have to get a big tow out there. the one good thing, the eastbound, reverse commute, it may have slowing with lookie loos. quick like ook at drive times. just over 30 minutes. highway 4 antioch to concord in the westbound direction is looking good.
