. this is just the beginning. our strong storm bringing inches of rain to the bay area and it won't let up until this time tomorrow. thanks for joining us today. our team is in the elements this morning from santa rosa to the santa cruz mountains. we'll start with meteorologist mike nicco who is tracking the strong storm. mike? >> hi, everybody. we're going to talk about a three on the storm impact scale. that's a very strong storm. one that could potentially bring us some flooding and maybe even some power outages. we had a few of those already this morning. so far nearing an inch in san

francisco. it did let up and a coworker said, is that it? i said, not hardly. it's come back. what to expect through tomorrow morning, rain, downpours at times, some flooding. gusts up to 45 miles per hour. flooding is possible in the north bay again. santa cruz mountains until 11:00 tomorrow morning. up around mendocino counties until 9:00 tomorrow morning. heaviest rain up and down the 101 up to santa rosa, highway 101 there. many reports of pond willing on the roadways today. the rain tapers down to nonexistent in the south bay. but it will give you back some rain. winds are starting to pick up. they'll be fastest from about now through about 4:00. you can see it's a slow go on our roads this morning. my 12-hour accuweather planner. rain continues today and at midnight the heaviest stuff

comes in and thunderstorms. i'll shower you the hour by hour coming up, but first back to reggie. crews in san francisco are preparing for flooding in mission district. strike teams are also on standby to clear drains and debris. anyone who has a rain-related issue can call 311 to get some help. this is going to be a big story today at sfo. there have already been more than 100 cancellations this morning. mostly on short-haul flights along the west coast. a few flights out of oakland international have also been delayed. so far, you are clear in san jose. everything is still flying today. you can track the rain where you live with our abc7 news app. it has live doppler 7, so you can get hour by hour conditions in your neighborhood. the serve for a man considered armed and dangerous is over all thanks to a tip. san francisco police say dustin hamilton is now in custody. they haven't said where or how they arrested him.

authorities say hamilton stole guns from his parents' home in san jose and then threatened to kill san francisco police officers in a 20-page manifesto. now to an abc news exclusive. inside the home of the woman police say open fire at the youtube headquarters, shooting three people before turning the gun on themselves. she became something of a youtube sensation in the iranian community for her exercise videos, veganism and dancing. youtube began to filter her last year. >> would you say she was obsessed with youtube? >> that's what she was doing, making videos. >> how she shoot the people. >> aghdam's family reported her missing last weekend. mountain view police found her the morning of the shooting. the family says they warned

officers she might be up to something. officers say she never mentioned youtube and a desire to harm herself or others. the gun range where she practiced before the shooting contacted authorities after recognizing her on the news. investigators say she emptied the weapon when she open fire on youtube and then reloaded it. we also learned the 9-millimeter smith & wesson was purchased legally and in her name. the fifth straight month with no homicides. residents are now reporting suspicious activity and talking to officers investigating crimes. the police chief credits federal help in cushing gang violence. a homeowner had to jump out of a second story window to escape a house fire in east san jose. from the video, it looks like

this home is going to be a total loss. this happened just before midnight on maple leaf court near capital expressway. the homeowner's injuries are minor. no word on a cause. a boat fire in richardson bay sent one person to the hospital. southern marin fire protection tweeted these photos showed emergency crews surrounding the victim on a gurney. the u.s. doubles down on what appears to be a brewing trade war between the u.s. and china. president trump's new tariffs and what china is promising to do. also, conor mcgregor in handcuffs. the action outside that ring that put him behind bars.

and that rain continues to come down. we're concerned about how it's affecting the north bay. elissa harrington in santa rosa with a look at conditions there. >> reporter: i want to show you just one way the city has prepared for this storm. they've dropped gravel bags like these all over the hillside. now, their job is to trap debris, things like mud and leaves and prevent those items from clogging the storm drains. the creek that runs alongside parker hill road in santa rosa was moving swiftly friday morning. the strengthening storm is expected to bring heavy rain to an area left devastated from october wildfires. officials will be monitoring the

entire hillside community in fountain grove neighborhood where there's risk of mudslides and debris flow. assistant fire marshal it is the city has been preparing for a storm like this for six months. >> we knew immediately after the fire there was the potential for significant storm to impact our burn area. the fire department brought additional staffing on hand. we have everything ready to go. for not only emergencies within the burn area but emergencies around the city. >> reporter: they're also monitoring the 1400 storm drain inlets in the burn area. the city put out gravel bags and buffers to trap debris and divert the flow of rainwater. and the rain has been falling steadily in santa rosa all morning. emergency officials are calling the fountain grove area high risk. they will have an engine in this area all day and all night. they say now is not the time to let your guard down. reporting live in santa rosa,

elissa harrington, abc7 news. >> thank you. the santa cruz mountains here's abc news reporter matt keller. looks like we're having trouble. we'll get to that in a moment. we're going to turn now to the trump administration announcing it is punishing seven russian oligarchs and officials with sanctions. 12 companies owned by those oligarchs are also being targeted. they say the new sanctions are not retaliation for particular action but confrontational activity by russia. new video from brooklyn showing ufc fighter conor mcgregor headed to handcuffs. he faces three counts of assault. do we have that video? you can see him in handcuffs coming out.

you'll see him in a moment backstage at the barclays center. it involved one of his teammates, apparently, this disagreement. ufc president dana white is calling this the most disgusting thing he's seen in the ufc. i want to wait to show you this video because it's something. we don't have is that either? i apologize for that. after the break, the perfect event for you and your pet. mike? >> i'll show you when it's finally going to dry out so you can enjoy that sunshine and warm weather, but until then, here are my concerns moving forward as we still have half of this storm to live through. flooding on roads, that's very high probability. we've already had it. high property of small streams flooding with mudslides and debris

and since the onset of the drought we've doubled our efforts. i grew up in the forests out in this area and honestly it's heartbreaking to see all these trees dying. what guides me is ensuring that the public is going to be safer and that these forests can be sustained and enjoyed by the community in the future.

going to take you back to the santa cruz mountains where matt keller has been since early this morning. >> reporter: here we go again. highway 17 becomes a parking lot in the santa cruz mountains whenever it rains. crashes are common, especially where the road curves. forget getting to work on time. just hope you have an understanding boss. but not everyone hates being out in the rain. some are even happy as a pig and, you know the saying. even some people who work in the rain were stoked. >> love it. love the weather. love my job. >> reporter: clyde works for the santa cruz county parks department. working in the rain is part of the job but clyde and crews have done a lot of work clearing drains and making sure water has a place to go. then there are the things you can't plan for. >> mostly we have trees that come down. those are the real hazards in this kind of weather.

when that happens, bust out the chain saws and tractors and go to work. >> reporter: a flood watch is in effect for santa cruz county. >> i have my boat to float. my little raft. it go go down the river. >> reporter: just in case? >> just in case. it's nice to see people have the rain gear and most are ready for what's ahead of us, which is even more rain. so far about a third of an inch. this is at 280 and 17. you can see it's a little less wet down here as the santa cruz mountains are being selfish with the rain right now. but as you move north, this is what the bay bridge toll plaza looks like. that doesn't look like a fun trip, does it. today, steady rain and breezy at times. tonight our last burst of heavy rain and gusty breezes as a cold front moves from north to south across our neighborhoods. the next storms come in are more like april storms. trending much dryer than this

atmospheric river. if you're heading out because this is a fetch of subtropical moisture, it's mild outside. 62 for fairfield, lake port. everyone else around 63 to 68 degrees. it will be mild tonight even when the heavier rain is coming through. see some red, that's coming in during the overnight hours. we'll be in mid to upper 50s in most neighborhood. most rain tapering early morning in the north bay. here's the rain in the santa cruz mountains. as it hits the mountains, it naturally rises, condenses and creates rain. as it sinks into the santa clara valley, it does the opposite. it dries, stabilizes. you can see as it hits the other side of the valley, it lifts again and more rain develops. that's going to be the case for you until we get later into the afternoon and evening hours. some of that play out as you head towards livermore. the farther north and closer to the coast, that's where the steader rain and heavier rain in the north bay. look at this fetch of moisture. plenty of moisture upstream. this low will drag the cold

front through and bring us heavy rain tonight. it's also bringing heavy rain to the sierra. that's why the flood watch starts at 5:00 and goes through sunday at 11:00. 5 inches on top of the snowpack. the rain will melt the snowpack. we have a flood warning for the truckee river and for the carson river. these go all the way until sunday morning also. could be somdev station up there. you can see some moderate to heavy rain in the north bay by noon. then you can see as it moves its way down to the south and by 8:00 tonight, that's when the south bay is really starting to get some of the heavier rain. then we'll turn our attention back up to the north bay around 1:00. this is the cold front. see the yellows and oranges signifying moderate to heavy rain. that's moving through. by 9:30 tomorrow morning, it's gone. we'll have a slight chance of rain up across the north bay mountains. here's what we're going to end up with on top of what we already have. possibly up to an inch of rain in the south bay.

the day. the growing tariff battle between the u.s. and china. this morning the top white house economic adviser says it's just a proposal to raise tariffs on an additional $100 billion of chinese goods. he also says to blame china, not president trump, for any potential trade war. china, though, is still playing hard ball saying it will fight the u.s. at any cost. president trump is demanding that china stop stealing american intellectual property. and this battle is cause canning some turmoil on wall street. let's see where we are right now at the new york stock exchange, if we can. there we go. turmoil is probably want even the word for it because we are down 588 points right now. of course, be watching that throughout the day and see where we end up for the week. new developments in the plan to revitalize the old candlestick park. san francisco business times reports the developer of a planned 635,000 square foot shopping mall has put the whole project on hold.

because of the weather the national park service says it's closing access to yosemite valley. they have issued an alert urging anyone planning to go to yosemite to do something else. they'll officially close the park at 5:00 p.m. all other lodging and campgrounds will close this afternoon. the rain could very well wash out the giants game at at&t park. they're scheduled to play the dodgers at 7:00. that will be right in the middle of a downpour. there have been only five rainouts since the park opened in 2000. a quick reminder, we're on 24/7 on the abc7 news app and abc7news.com. today on our website we posted a link to live doppler 7 so you can track the rain where you are. tune in for the latest news and weather on our next newscast at
