expected tonight, spencer? >> you already mentioned the drenching, the north bay is getting rain in san rafael, his rain gauge measured six inches between last night and this afternoon. most of what is falling has been light to moderate rain, there's been numerous reports in the north bay as heavy rain and localized flooding, this storm ranks 3 on the storm impact scale, it's a strong storm and through tomorrow morning it's expected to deliver heavy downpours, flooding a possibility, winds will gust 30 to 40 miles an hour. forecast animation starting at 5:00 this afternoon, shows an area of surge of moderate to heavy rain will occur just before 8:00 p.m., and that will continue through the midnight hour, into the early morning hours, and that means the evening commute is likely to be a hazardous one, so be cautious,

because rain as i mentioned will be heavy at times and ponding on the roadway will be common and you should leave your lights on. >> spencer thank you. the wet weather causing some problems on the roadway in the north bay. this accident was on northbound 101 near sausalito. even the chp needed a hand in sonoma, this officer's car hydroplaned and ended up in a ditch. he was not hurt and his car was bull pulled out. >> reporter: it's been a cumulative kind of day, the rain hasn't stopped falling since yesterday, not heavily or really heavily at any given time, but constantly. behind me you see vacant lots turned to pools. this is where homes once stood in the fountain grove area, and this is an area of concern, but

yesterday, 24 hours later, a different animal. one reason why in burn areas, local responders are keeping close watch, measuring the impact of every drop. the good news, they say, that the ground has had time. they would where much more waried had these rains come sooner. >> if the rains came sooner, we would be in worse scenario than we are now. >> reporter: that's paul loren thal, the different fire marshall in santa rosa. he says if we don't get more than half an inch of rain in an hour we'll be fine. the key times to watch will be between 11:00 p.m. and 5:00 a.m. and they'll be on it. tonight's giants game against the dodgers rained out. it is only the sixth time ever that a game has been cancelled at at&t park because of rain and it's just the 33rd rainout since the giants moved to san

francisco back in 1958. this game's going to be made up as part of a split double-header on saturday april 28. the start of tomorrow's game also has been pushed back by two hours, so that game will now begin at 3:05 as they hope that rain clears. >> the weather has also forced the cancellation of many flights and travellers whose flights have not been cancelled are still facing frustrating delays. >> frank thopmas live at sfo wih more. >> reporter: guys we're getting a break from the rain right now, but it is still cloudy, we have this cloudy deck up here and it has been very blustery, you add those things together and the 15 or 1,500 or so flights into and out of sfo every day and this friday especially, is down by about 10%. check the arrival and departure board at sfo and you may get some bad news. >> we have seen 147 flight

run into one traveler who was taking it all in stride. anne miller was in town for a conference, now that it's over, her husband is flying in from colorado for a get away weekend. his flight was delayed more than an hour. >> i had planned to be here and wait for him, so what's another hour? it doesn't bother me. >> reporter: so if you have a flight tomorrow, well, this may still be a problem. our forecaster says we'll still have rain in the morning on saturday, that could mean they start the day with delays here at sfo, but they're hoping things will get better towards the afternoon. but they're hoping they can catch up with all those delays and cancellations. >> all right, eric, thank you. take a look at mjose international. two dozen arriving and departing

up. but first in freemont we're learning new details about a man who was killed in a shoot-out with police. this comes as some people question the use of force in the wake of deadly police shootings across the country. >> reporter: neighbors near the scene of thursday's deadly scene in freemont described it as total chaos. >> once i heard the gunshots, i immediately ducked, my wife and i were both inside of our homes. >> reporter: around 7:00 a lost night, a police officer spotted a suspect who was riding in the area of freemont boulevard and nicollette avenue. when the vehicle pulled over, police say the suspect took off in the direction of this arrest co-estatio -- arco station. that's when the chase led to the street which led to the deadly shoot-out. police say the suspect pulled his gun first and refused to put it down. >> it's really startling the legal of violence these suspects are demonstrating towards our

officers. >> reporter: this is the city's sixth officer-involved shooting this month, including one person who died from a self-inflicted wound. >> we continue to see violent suspects who will do anything it takes to get away from officers. >> reporter: in this most recent case, the suspect whose identity has not been released was wanted on a felony warrant for illegal possession of a firearm as well as a probation violation. police said he had cult off his ankle monitoring device. at least seven officers were involved in the shooting, four on patrol, and three under cover. all of them will be placed on administrative leave during the investigation. the search for a man considered armed and dangerous is over thanks to a tip. san francisco police say dustin hamilton is now in custody.

now to the latest on the investigation into the youtube shooting in san bruno. an employee at a san diego gunshot remembers selling aghdam the gun she used in the

shooting. he said she didn't stand out. the 9 millimeter gun was purchased legally and in her name. >> nasim aghdam's parents are expressing sadness about is shooting. >> reporter: in a heart beat they went from an innocent working class neighborhood to the parents of a mass shooter. was your daughter a terrorist? >> no. >> did you know she had a gun? >> no. >> reporter: nasim's parents grieving for the -- police say she took the handgun she bought in january to the san francisco area and on tuesday used it on youtube employees. >> a shooter at 901 cherry. >> reporter: and then herself. overnight her family invited us into the home they shared with

her. this is her bedroom? >> yes, this is her bedroom. >> reporter: this is her screen for the videos, i guess? over the past decade she had become somewhat of a sensation for those videos of her exercising, promoting veganism or even teaching dancing. but the family says youtube began to filter her last year. would you say she was obsessed with youtube? >> that's all she was doing making videos. >> reporter: and when she disappeared last weekend, her parents filed a missing persons report. police at mountain view, california said they spotted her car and then alerted her parents that she was safe. that was at 2:00 a.m. the morning of the shooting. police thought the family would be happy, but instead, it seems parents tried to warn police she might be up to something. did you tell them that she might be violent? >> i said that maybe she go

traffic is like over in the emeryville area as it continues to rain there. these are our forecast features, we'll see rainy, gusty conditions overnight, the storm will begin to taper off early tomorrow morning and will be drying out on sunday and monday. this storm ranks 3 on the storm impact scale. it's a strong storm and we'll continue to see a chance of heavy downpours and localized flooding during the early morning hours. winds will gust 30 to 40 miles an hour at times. a flood watch in effect for virtually all of the bay area. heavy rain will continue to cause the risk of flooding of roadways, small streams and debris floes. notice later tonight, the areas of bright orange, red and yellow, indicating the heaviest downpours. and those heavy downpours will not be localized. they'll be widespread during the overnight and the early morning hours, and finally the storm will zip on out of here, between

about 6:00 and 8:00 a.m., followed by only spotty sprinkles through most of the day tomorrow. so most of the day tomorrow will be much calmer than today was. additional rain, by 11:00 tomorrow morning, at one point 1.86 in santa rosa. lows will be in the mid 50s and highs tomorrow afternoon will be mainly in the low to mid 60s. and tonight's game with the dodgers and giants was postponed because of rain, but tomorrow's game at 3:05 p.m. will take place under partly cloudy with temperatures in the upper 50s to low 60s during the game. the accuweather forecast, the storm will taper off by mid morning and give way to at least partial clearing. breezy conditions on sunday and much warmer on monday with highs in the upper 70s inland. increasing clouds on tuesday, another chance for showers next

the rain coupled with fog has made driving difficult in places. leslie brinkley tweeted this photo of slow traffic. national guard troops moving in support of the border security mission tonight, arizona's governor tweeted that 150 members will be at the border next week. president trump has said he wants up to 4,000 guard members to help fight illegal immigration and drug trafficking. and to the trade war caused global markets to tumble today after president trump doubled down on his attempts to slap morte tariffs on cheese goods. >> reporter: the entire world is watching this war of worlds because it seems like every time president trump tweets something the market reacts. a tit for tat over terrorists,

china to be held accountable for their trade practices? >> tell me this, why has china gone two decades to make the changes that the entire world and the governing organizations knows they've been breaking. >> reporter: markets took a dive over the news, and the dow jones industrial average went lower and kept on dropping. china has filed a complaint with the world trade organization over those tariffs, but trump has tweeted that those tariffs are unfair to the u.s. >> we have heard most members of the trump administration are actually not in favor of a trade war, even if they don't want to speak up against their boss, but what's the latest on the cabinet's response? >> reporter: it's been interesting to see as cabinet members and his advisory group has responded, so far they have been able to toe the line saying they respect the president in his decision and they have been careful to point out that none of these tariffs are in place

yet that they're being worked on and threatened. and the president said that this is just part of an overall strategy. treasury secretary steve mnuchin said says we're cautiously optimistic that we can work this out. the u.s. has slapped new sanctions on seven of russia's richest men and 17 top government officials, trump administration officials say it's part of a concerted ongoing effort to push back on russian president vladimir putin. the sanctions bars americans doing business with those targeted. president trump's statement about not knowing about that $130,000 payment actually helps their case. he says he looks forward to testing the truthfulness of trump's famed lack of knowledge.

santa rosa was moving swiftly friday morning, a spring storm is expected to bring heavy rain to an area devastated in october's wildfires. officials will be monitoring the entire community in the grove neighborho grove neighborhood. >> reporter: paul lowenthal says the city has been preparing for a storm like this for six months. >> when you have a fire, there's a possibility for significant weather to affect the burn area. we have our teams ready to go, not only for burn areas around -- >> reporter: they're also monitoring storm drains. they have put out buffers to drape the debris and diverse the flow of rain water. they say now is not the time to let your guard down.
