good morning bay area. let's get up and get going. >> this is abc7 morning. >> the rain is still soaking much of the bay area right now. how long will it last? will it dampen your weed plans? it's saturday ape 7th. thank you for joining us. i'm chris nguyen. >> francis is in for also he's. >> we are waking up to a soggy morning. lots of rain still heading your way. i want to show you live doppler 7. the bay area is getting poundeds a this atmospheric river starts to push south. we have reports of debris flows and flooding throughout the bay area. this morning a debris flow reported along highway 9 and

half moon bay. be careful if you are driving in the next few hours because this drenching rain will continue. you see yellows and oranges. that's the heavier rain pushing through parts of the south bay right now. check out where it is red. about an inch an hour. but this is moving quickly. it's not going to stick around much longer. right now on abc7 storm impact scale this is a strong stomp it's going to last the next two hours. drenching rain. flooding is a concern. in the text hours we could get up to two and a half inches in the mountains and coastal ranges, an inch or inch and a half around the bay area. 5:00 or 56 this 6:00 this morning you will see rain moving through the bear area, through pleasanton. then it heads south in the next half hour, hour and half. by 7:30 it starts to slide south of san jose. i will keep you posted on this.

in san francisco, pga crews are working to >> reporter: we are at gary and hyde. the rain is is coming down fast and furious. at least the lights are backan. pg&e crews making quick work of a big outage. i talked to a crew member a couple of minutes ago. he said the culprit was an underground vault not far from where we are standing. but it appears at this point that power has pretty much been restored to about 10,800 people who lost power as you said gist after midnight in the tender loin lower nob hill area. for hours and hours, block after block was in the dark. kind of a safety hazard for a lot of people, including people

who were staying at a lot of high-rise hotels not far from where we are right now. hotel guests who were visiting san francisco trying to make the best of it. >> i'm in san francisco for a conference. i am an academic. we are. trag around right now for the night, kind of an offtime and the power went out. we are staying at the hilton here. yeah, we are seeing the power out, and people are dealing with it. >> reporter: originally pg&e had no time estimate about when the power would be restored. but lo and behold the power back on. the vault we are talking about is actually in this intersection. not sure what happened. and pg&e cannot say at this moment if the out an was weather related. we'll get to the bottom of that, though. live in san francisco this morning, cornell barnard, abc7 news. have to go around. you have to turn around. >> take a look at this. a large tree came down in walnut

creek last night blocking theiss valley boulevard. the tree took down son power lines and they were sparking and smoking. the road was kiloed until the wires were removed. a large oak fell only entrance to a cul-de-sac. no one was hurt. in the east bay the storm is toppling trees. this one fell onto a home in lafayette. the heavy rain flooded out some roads in the north bay. carlos asido has the details. >> reporter: the sound of rain can be peaceful at times but flooding is a concern for north bay area residents. heard it all night long. i could hear it. i looked at the window and it was flowing pretty good. >> reporter: residents in this

mobile home park live next to a creek. >> i thought for sure we were going to be under water. they must have come around and cleaned the drains. >> reporter: no homes were flooded but a portion of the roner park expressway was closed after it was overtaken by high waters. even so, some decided to chance it. many of the rural roads have been flooded out forcing drivers to turn around. not so for joe richardson. >> it's never deep. >> reporter: you are not intimidated by these waters? >> no not on this road. >> reporter: it's always safer not to take the risk. this driver was forced to stop and come back. >> there was already a rescue out here earlier today. you get stuck in the water and you don't think it's that deep. it gets deep quick and you don't know it and it's too late. >> reporter: as long as the rain is steady these residents don't

seem to mind it one bit. >> we like it. we need it. let it rain. >> reporter: abc7 news. there is fear of flooding in mill valley where in some parts more than five inches fell yesterday. abc7 news reporter katie utehs has the up in date. >> it's at 6.64 feet and the tide is starting to go down. >> reporter: they check the creek as rain pound the bay area. >> we just passed the high tide moments ago. the next one is at 4:00 in the morning. and there is going to be rain overnight. as long as that passes without a problem we should be all right. >> reporter: police warned residents to move cars because of potential flooding? we put our cars in the driveway which we don't normally do. >> reporter: dennis recalls the flood of 2005. >> 17 cars were flooded on this street. it was mess. >> reporter: the roads have been a mess with weather-related

crashes. in voyage driver lost control on highway 37 hitting a light pole and injuring two people. >> it brings a lot of hazards. >> reporter: a garbage truck clipped lines knocking out power. >> when it is raining like this there is a higher chance of electricity traveling down our lines. >> reporter: sycamore park residents are cautiously optimistic the storm will pass without trouble. >> when that backs up we know that water is going to come onto the street. >> reporter: in sonoma county a chp officer hydroplaned into a flooded ditch last night. the officer was not injured but a tow truck had to pull the chp vehicle free. county fire responded to multiple crashes including this truck that tipped onto its side. lane closures brought traffic to a control from the morning

through the evening commute. yosemite valley is closed this morning due to flooding concerns. the park canceled all catching reservations today. as for the rest of the park it is open this morning but that could change depending on the weather. looking outside this morning, the runway glistening with rain. more than 140 flights from canceled yesterday and average delays were nearly an hour. some flights were diverted to oakland. both oobd and san jose airports also had dozens of delays. the weather rained out last night's game against the dodgers at at&t park. this is just the sixth rainout at at&t park since it opened and the first since 2006. don't forget you can get a minute by minute precipitation forecast inside the new abc news accuweather app. search quep in the app store to download it. frances, we are seeing a lot of

we have been talking about the rain all morning long. you see the green on your screen. . also pockets of yellow as well to the southeast, especially in the san jose area. what does it all mean for us and the forecast for the weekend? meteorologist frances dean lawson will break it down coming up in just a little bit. first, developing news out of sonoma county. the ntsb is investigating a small plane crash in petaluma that let one person dead. it happened around 10:30 last night on manor lane about four miles north of the municipal airplane. the sheriff's office confirms the male pilot was the only person on board and was heading to the san diego area. deputies patrolling the area found the crash site after spotting what looked like a structure in flames. fibl are expected to release more details about the crash later this morning. searchers look informing ar missing east bay woman found a dead body yesterday. abc7 news was at grizzly eek

peak boulevard in oakland where a white prius had gone over a 1 hub foot cliff. the missing woman had also driven a white prius. official don't know what caused the crash or how it happened. her boyfriend reported her missing earlier this week. >> i said you know that grizzly peak she may have gone off a cliff. >> the boyfriend was in hawaii this week and is cutting his vacation short to return to the bay area. health official are confirming six cases of measles in the bay area. in santa clara county officials there confirmed five cases of measles over the past month. another case was reported in alameda county. officials are advising all residents to make sure they have had the middle east measles vaccine but say the threat to the public is very low. the u.s. and china are slapping tariffs on one another, catching farmers, tech companies, and manufacturers in the middle. now president trump has threatened $100 billion more of

import taxes. all of this uncertainty and fear is taking a toll on the market. the dow lost 572 points yesterday, dropping under 24,000. the nasdaq lost 161 points, ending under 7,000. and the s&p dropped by 58. abc news reporter jonathan carl has more from the white house. >> reporter: a brutal day on wall street. stocks tumbling after president trump escalated his threats towards china. the president acknowledged his trade policy may cause pain. >> so, i'm not saying there wasn't be a little pain. but the market's gone up 40%, 42%. so we might lose a little bit of it. but we are going to have a much stronger country when we're finished. >> reporter: global markets have been battered since the president first announced plans to hit china with $50 billion in tariffs. >> if they charge us, we charge them the same thing. that's the way it's got to be. >> reporter: this week, china fired back, threatening $50

the original series and the communicators are cell phones. on the next generation the data pads are i-pads. >> reporter: one thing technology couldn't fix, the weather. rain threatened piper the panda's big night. >> i don't like getting it wet. >> reporter: if only there were some storm troopers around to help her out. in san jose, katie marzullo, abc7 news. now an accuweather update from abc7 mornings. >> meteorologist frances dean lawson. you see this wave of moist. the heavier rain starting to push south through the south became they are going the get pounded in the next hours. the areas of yellow and orange is where we see the heaviest precipitation. i want to take you through parts of the east bay. where you do see yellow and orange right now as it makes its way past walnut creek and alamo. the rain rate is about 3/4 of an inch per hour. it is moving quickly. also we are getting heavier rain

heading towards oakland and alameda right now. look for ponding on the roadway and possible flooding as well. that's your main concern over the next hours. as we head through the south bay lots of rain falling there. it's moving south along 101. the heavier rain through morgan hill at this point. we also have some flood advisories in effect right now. along the peninsula, half moon bay along the coast to santa cruz, this one will expire at 5:30. but in the north bay the flood advisory continues until 7:00 this morning. the areas of brown that's also a wind advisory through parts of solano county. a flood watch in effect for much of the bay area as well. in the north bay and the santa cruz mountains and the coastal mountains. we are expecting heavy rain, flooding on roads, small streams. we could see debris flow. some has been reported on highway 92 through half moon bay rocks and mudslides continue to in mendocino county, a flood

advisory is in effect. two to four inches of rain are expected. minor flooding is possible up and down the coast through the county. we are ranking the storm a 3. it's strong right now. it's only going to last the next few hours. again, drenching rain, flooding is a concern. anywhere from an inch and a half to two match inches in the mountains and around the bay area anywhere from half an inch rather to an inch and a half. most of that rain is going to start to slide south and hit the south bay as well. in the 6:00 hour you will see heavier rain moving through pesk daro and pleasanton. the heavier rain will be south of san jose san jose. by 8:00 starting the dry out throughout much of the bay area. it will still be wet in santa cruz and monterey. in the 9:00 hour, this system pushes east and south and by

noon will be under cloudy skies and the possibility of an isolated shower continues throughout the afternoon. temperatures are mild. upper 50s and low 60s. that's because this moisture is tapping from a subtropical source this. atmospheric river is bringing us mild temperatures. san francisco, 59, oakland, 60. san jose, 62 degrees right now. highs for today will also be fairly mild. mainly in the 60s for everybody. so the game at at&t park should be okay this afternoon. 62 degrees for you there. san jose, 66. oakland, 63 degrees. also, if you are headed to the sierra just watch out. there is a flood watch tomorrow morning. they are expecting three to seven inches of rain in the foothills and in the mountains. not much snow expected today but the snow levels drop tonight from about 10,000 feet to 5,000 or 6,000 feet. so the tahoe area will get some snow overnight. here's the accuweather seven-day

most of the bay area for at least the next few hours. when can we expect it to let up? thanks for waking up with us. i'm chris nguyen. we are starting this half hour with a quick look at that forecast. here is meteorologist frances dinglasan tracking the conditions where you live. >> hi chris. the next few hours we will still see the heavy rain moving through the bay area. even though it is the final few hours flooding is still a concern because the ground are already so rated. you can see some of the heavier rainity sliding south right now through the bay area. we have had debris flow and flooding reported alone 880 in the usual spots. 101 along the peninsula. look out for a mud and rock slide on highway 82 near half moon bay. that's been reported. some of the heavier rain, the yellows and the reds as we head through parts of the east bay. some of the heavier rain just moved through the mount diablo area where it was raining at about an inch an hour.

>> reporter: good morning chris we are at hyde and gary where the rain continues to come down. look. the storm drains are getting a workout this morning. and traffic control still here in effect on hyde street. this is the area where a power outage affected a lot of people. the good news this morning, power is back on to more than 10,000 customers here in the lower knob hill area after an equipment failure in an underground vault just went out after midnight. crews worked through the night to repair it. it restored according to pg&e just a short time ago. that is the good news. but for hours and hours block after block was left in the dark. in the north bay, flooding is still a very big concern for residents near the sycamore park area. that is an area near korda moddera creek. a flood vards has been issued for the area. folks have been told to move their cars because water

typically gathered in that area. it left a lot of cars underwater in years past. neighbors who live in the area hoping to avoid that situation. back here in san francisco good news for people who lost their power. a hot of people living or staying in hotels were left in the dark. power went out about 12:30 this modern. but hour has been restored. it went out in an unground vault not far from where we are standing here. that's the good news. the rain continues. we are live in san francisco, cornell barnard, abc7 news. >> cornell, thank you. the threat of flooding has forced the closure of the yosemite valley to visitors while the rest of the park remains open. the post popular area has been shut down as a precaution. a reporter from our sister station has the story. >> reporter: for many a spring break trip to yosemite was cut short. >> they called an evacuation. >> reporter: cars and rvs

streamed out of the park because the most popular area of the yosemite valley was closed. >> the valley is closed. that's because of the specific impacts that could happen. we might lose power. there could be impacts to our sewer system and we wouldn't be able to have active rest rooms available at that time. we might have problems with the water system. >> reporter: the closure forced some to change their plans. >> we came from australia. we wanted to visit here but looks like we have to go before 5:00. maybe head back another day once it's open. >> reporter: those we spoke with seemed to be willing to make the most of what time they had in the park. >> this morning. we came in this morning, planned to come up for the day and it's been beautiful. it's fun to see the park in clouds. beautiful in a different way. >> reporter: the park service says the plan is to reopen the yosemite valley as soon as the weather permits it. >> as soon as the storm passes we will get crews out there and

deployment of 4,000 troops to the u.s./mexico border. the deployment starts right away. test and arizona officials announced plans yesterday to deploy about 400 troops. it comes just days after president trump's order for troops to help target illegal crossings and drug trafficking. texas, which has the longest border with mexico, sent its first group of national guard members last night. arizona plans to send 150 troops by next week. new mexico and california have not announced plans to send troops so far. happening today a memorial for thousands of filipino and american soldiers who died during the baton death march. this is the 76th anniversary of the march. allied troops fighting the japanese during world war ii were captured and forced to march 60 miles without food or water to a prison camp. nearly 11,000 soldiers died. there will be a wreath laying ceremony and rifle salute at 9:00 this morning at the san

this morning. there is a concern also for marin county. there is flood advisory as well over the next few hours. that expires at 7:00 this modern. in mendocino county a flood advisory as well, until 7:15. this does include the russian river at hopland. the areas of light brown show win advisory through parts of solano county where we could see gusts of 25 to 40 miles per hour through 11:00 this morning. and most of the bay area under a flood watch as well. heavy rain, flooding on roads, small streams and debris flows, which means mud and rock slides are still possible. some have been reported along highway 92 in half moon bay. on our storm impact scale this is a strong storm. it only l.a.s the next few hours but flooding is such a concern because everything is already saturated. we could get up to two and a half inches in the mountains and up to another inch and a half in

the bay area. here's the hour by hour forecast animation. by 6:30 we will see heavier rain through santa cruz and east of san jose through pleasanton. the areas of yellow and orange start to slide south towards gilroy by about 7:30 this modern. look at this. by 8:30 most of us starting to dry out already. this system just pushes south, and we clear out in the afternoon under partly cloudy skies this afternoon. and there could still possibly be a stray or isolated shower throughout the afternoon. temperatures are on the mild side because of the subtropical moisture. we are only in the upper 50s to low 60s. san jose, 62. half moon bay, 57 degrees right now. and highs for today will be mild. mainly in the 60s for everybody. which includes 62 degrees in san francisco. for the game today at at&t park. san jose, 66 degrees. richmond, 63 degrees. so temperatures are mild overall. now, if you are heading to the

sierra, just be extra careful. there is a flood watch in effect through tomorrow because as that rain pushes east they still have a plauch through sunday, 11:00 a.m. there is also a flood warning for the truckee river and the truckee area through tomorrow night and a wind advisory as well. to be gusty on highway 80 or highway 50. there was a little bit of a lightning strike in that area as well. here's the aub accu, we have got a wet and witnessed estart this morning but we will be clearing out by midday. tomorrow will be bright and breezy, drying out. really a pleasant day. some spring warmth on monday before increasing clouds on tuesday with a chance of showers moving in for our next system on wednesday. it's going to rank a 1 at this point. it will be rainy and gusty. then a little bit of a break for the end of the work week. >> fran cyst cess, you mentioned the power of live doppler 7. it really is amazing what it can
