out the day. the possibility of isolated thunderstorms and breezy binds. right now point reyes around marshal and san francisco out towards livermore some scattered showers. looking at the possibility of rain-snow mix down to about 3,000 feet there. it's going to be a chilly day today. the rain is going to be with us throughout the entire morning and afternoon, and then we will talk about a sunnier but chilly start to tuesday. >> checking out the roads right now, of course any time we have wet pavement we typically have some crashes to go along with it. that's exactly what we're looking at in the north bay. southbound 101 around spencer avenue, we have a crash reported that's been there for close to an hour. crews are blocking the two right lanes. i know they had to run a couple traffic breaks to clear traffic out of that area. a crash on the countercommute side, the lighter side near eden canyon road.

that is in the two right lanes. we've got delays in the central valley. we'll head there next. we are tracking breaks news in san francisco. look at this. police are looking now for a hit-and-run driver who crashed their car into a home. happened on 37th avenue near sloat boulevard about 2:15 this morning. police say a passenger was taken to the hospital with non-li non-life-threatening injuries. the driver took off. it appears no one in the house was hurt. >> a live picture from the scene. the car is still there. at 5:30 we'll go live to amy hollyfield for an update on the situation. chances are, if you walked around san francisco lately, you've noticed the electric scooters zipping around or parked on the sidewalk. later this morning city lawmakers will consider new legislation to regulate those scooters. and abc news reporter alyssa harrington is joining us live from the newsroom. >> it's hard to miss those

scooters. they're all over the place. these are dockless scooters that you use an app to rent. when they're not in use, riders can leave them wherever they want, some falling over and blocking sidewalks and entryways. riders are seen riding on the sidewalk and riding without a helmet. legislation has been introduced to regulate the scooters birequiring them to get permits t. san francisco board of supervisors land, use and transportation committee will discuss the issue tonight at city hall. if passed it will go before the board of supervisors for a vote. more than 60 scooters were seized for blocking traffic. a spokesperson from bird says they will work with the city to create framework that works for everyone. live in the news room, elissa

firing shots as they left. no one was injured. yesterday morning police arrested 29-year-old guillermo perez and 19-year-old walter ramirez. the 49ers say reuben foster will not take part in team activities while he deals with domestic violence charges. the charges include dragging his girlfriend by her hair. she claims foster punched her in the head eight to ten times. she suffered a ruptured ear drum back in february. foster also faces felony assault weapons charges. police say they found a rifle inside his home. hundreds of people marched from the lake mary amphitheater to the frank ag ga wah center to say no to wars. >> protesters took to the streets yesterday calling for peace across the globe including america's involvement with syria, palestine, afghanistan and what they say is the

palo alto police need your help catching a bank robber who disguised himself as a construction worker. surveillance cameras captured his image on friday. detectives say the man pulled out a handgun and demanded money. he grabbed cash from the teller's drawer after the teller went into a back room. there could be a fix for leaning and sinking millennium tower but it comes at a cost. >> protest will continue outside a philadelphia starbucks where two black men were arrested. a remarkable

an eight-hour prison riot. it happened at the lee correctional facility in the town of bishopville. inmates began fighting shortly after 7:00 last night. guards could not secure the building until about 3:00 this morning. ambulances from at least seven jurisdictions did help those wounded. the maximum security facility houses about 1,500 inmates. some are south carolina's most violent and longest-serving offenders. the trump administration is expected to announce more sanctions today against russia for enabling the syrian government to continue using chemical weapons. u.s. ambassador to the u.n. nikki haley insists the u.s. has sent a strong message. she says the sanctions would specifically target companies that make chemical weapons. here is a closer look at the damage caused by the coalition strike on syria. satellite images show aerial views before and after the

strike. the pentagon says it targeted chemical weapons facilities. buildings were wiped away. the friday attack was in response to an alleged chemical attack in syria. inspectors are there to investigate. opposition to california's sanctuary law is growing. today leaders will decide whether to exempt the city from the state law which limits state and local authorities' cooperation with federal immigration officials. at least a dozen california cities are taking action against the state's sanctuary status and siding with the federal government. san diego's county board of supervisors will discuss the issue tomorrow. marin transit will add to its fleet of cleaner burning vehicles with two all electric buses. 23 of the agency's hybrid buses already use a clean burning diesel. the other two will switch to cleaner burning diesel.
