live where you live, this is abc 7 news. a harrowing five-alarm fire in san jose. firefighters faced huge flames as more than 20 people were trapped on balconies waited to be rescued. good morning, thank you for joining us. i'm matt keller. this fire came early before 6:00 this morning on mclaughlin avenue and we are live on the scene as people are looking for a new place to live, huh, elissa? >> reporter: that's right, matt. the fire started on the second floor of this unit, starting with the kitchen where there is the most damage. some threw ropes out the window with plans to climb out of the

burning building. a terrifying morning for residents of the summer wind apartments in south san jose. a five-alarm fire tore through the three-story building before 6:00 a.m. trapping people on balconies as they waited for help. >> i heard screaming about there's a fire, i was asleep. >> reporter: this neighbor shot the video on his cell phone. he watched flames shooting from the third floor. >> the fire was growing, so it was definitely nerve racking to see the building knowing there was people in there. >> when the initial units got on scene, there was approximately 20 people trapped on balconies. they were using sheets and ropes to get down. they were removed by fire personnel. >> reporter: four people were transported to the hospital for smoke inhalation, and sky 7 video shows two victims taken away on a stretcher.

two others were evaluated at the scene. this family, the last to be rescued as a smoke alarm woke them up. >> knock on the door, dad, dad, a fire, there's a fire. opened the door, and the smoke rolls in. >> reporter: his wife, so scared, she thought about jumping. his grandchildren were also in the unit and are safe. >> my family, my family is really, really in panic. they really panicked because you have -- i think we have the last ones to be rescued. >> reporter: the fire was eventually exting wauished at 7. the units are all damaged and e uninhabitable. the origin appears to be a kitchen on the second floor in the unit you're looking at and flames spread to the third floor. now, a bus transported some of the victims to an evacuation center. live in south san jose, abc 7 news. >> thank you, elissa.

new at 11:00, a southwest flight headed to dallas made an emergency landing this morning. here's video from the scene 90 minutes ago as the plane took off from laguardia airport on the way to dallas when something went wrong. passengers evacuated. 143 were on board as well as five crew members. you can see the badly damaged engine and here is another photo on facebook. passengers with oxygen masks on. no doubt, a terrifying scene on the flight. there's a ground stop at philadelphia international meaning all flights headed to the airport are grounded so that is affecting passengers here in the bay area trying to get to philadelphia. we'll continue to monitor this story and have updates throughout the day on abc7news.com and abc 7 news app. governor brown lashes back in a tweet this morning saying

the governor cannot come to terms for the national guard to patrol and protect the border writing the high crime rate will only get higher. brown said in the appearance in the national press club in washington, d.c., in particular, the notion, he's not committed to fighting crime. >> wait a minute, is trying to stop drug smuggling, human trafficking, and guns going to mexico to the cartels, that sounds to me like fighting crime. try to catch some desperate mothers and children or unaccompanied minors coming from central america, that sounds like something else. >> brown is ready to deploy between 200 and 400 california troops to fight crime and says he's waiting on written confirmation from washington but they cannot provide immigration enforcement duties. at 11:00, suing the trump administration over the 2020 census because of one question.

the city seeks injunction to prevent the bureau from having a citizenship question. that question will cause a false count because of inaccurate answers from noncitizens worried about their immigration status. as a result, they could lose representation and federal funding. president trump's pick for the supreme court casts the deciding vote against deporting immigrants. justice gorsuch joined the more liberal justices, and the 5-4 decision makes a it easier to deport immigrants convicted of crimes. the fields court in san francisco previously struck down the provision as too vague and now the supreme court agrees. james comey's tell all book is out today chronicling his dispute with president trump. the fbi's investigation of hillary clinton and public service. i spoke with him moments ago asking about the impacts

arrested two people accused of manslaughter and child endangerment. robert harrison and danielle are in custody after police responded to a medical yesterday. the victim was a 16-year-old who died in the hospital from a drug overdose. the two suspects were under the influence and knew the victim was suffering from an overdose, but did not call for help. the victim's friend made the call. this morning, investigators are looking for two men they say beat and sexually assaulted a woman after she got into a car in san francisco that she thought was part of a ride sharing service. the attackers picked her up outside bruno's bar and left her injured. she was found sunday morning in front of a safeway on west napa street. ride sharing customers say this incident is a reminder to take precautions. >> i have them give me their name. if they don't know my name, they are not picking me up. >> i look at the last few numbers or letters of the

license plate to make sure i'm getting in the right car. >> authorities have few clues to go on and are asking for the public's help to find the two suspects. happening today, sonoma county decides to extend the state of emergency following the october wildfires. they are still recovering. the board of supervisors will vote on extending the proclamation by 30 days. this would prohibit price gouging as the community rebuilds. now to san francisco where the board of supervisors is about to give their say on what to do about the electric scooters spread throughout the city. abc 7 news reporter is live in san francisco with how the scooter companies get users to behave themselves before the vote. amy? >> reporter: hi, matt. yeah, is the answer to safety simply to take a picture of where you parked your scooter? that's what the bird company asked customers to start doing starting today. the city, however, thinks it's going to take a bit more than just that.

they zip around on the sidewalk and sometimes get dumps right in the middle of it for pedestrians to dodge or possibly causing them to stumble. >> a little bit annoying. i heard the city is upset about it. >> reporter: one scooter company has a new plan to focus on safety. bird says starting today, users will be required to take a picture of their safe parking spot, but residents think it takes more than that to get the scooters out of the way. >> i don't think people will do that. they use them because they are really convenient for the most part as far as i know, so i doubt that anyone would actually do that, but it's a nice idea. they probably need docks or something like the bikes. >> reporter: san francisco officials say they are getting involved. the board of supervisors will vote today on whether the scooters should require permits, a permit system gives the city power to regulate and administer punishments. they'd like to be able to impound them if they are left in the walkway. they want to take on the issue of helmets and speed. some say regulation is okay, but

another airline to return home. this left hundreds of passengers scrambling for a return flight. >> panicked to find a place to stay. we paid our money to them. we expected a ride home. we are their customers, their passengers. >> sun country could not send aircraft because that would have let to more cancellations and disruptions. as for legal repercussions, an airline is not required to put passengers on another plane or night or give them ahotel room. stormy daniels released a sketch of the man she says to keep quiet about her alleged affair with president trump. it was on "the view" this morning. this is the man she says intimidated her in 2011. the alleged incident took place in 2006. she explained to the view cohost why it took so long to come forward about the alleged threat. >> one of the reasons i did not say anything because i did not tell my husband at the time.

i did not want him to be upset with me. >> when the cohosts asked daniels how she remembered the details to create the sketch, she said she thought the man who approached her was handsome and might have been an actor. we learned more than 8,000 st starbucks store are closing may 29th to undergo racial bias training. protesters have been outside the starbucks since the incident went viral over the weekend. two black men refused to leave after employees told them they had to buy them. the store manager is no longer working for starbucks, and the ceo of the chain met with the two men yesterday. get ready to shop. after the break, the way target is helping san francisco get what they need with much less effort. >> cannabis for your bet? it's growing in popularity, but the veterinarian can't talk to you about it without losing

you'll definitely notice the sunshine and quieter weather today. showers coming tomorrow evening. we'll round out the accuweather highlights by getting warm this weekend, especially away from the coast. you're the coolest today, also, upper 50s in half moon bay, and the rest of us at 630 in la lakeport to 65 in antioch and 65 in morgan hill. look how clean the air is. a little breezy, but not like yesterday. here's the 12-hour planner. mainly sunny, dress for upper 50s going out for lunch. in the mid-50s at the coast, but low to mid-60s, short of average even with all the sunshine at noon. heading out at 8:00, no need to worry about wet weather, but take something to keep yourself warm if you're outside. 51-55, and the clouds increase keeping us a little, i don't want to say milder, how about that, at midnight, 41 degrees, and tomorrow morning will not be as cold as it was this morning. not many 30s or 50s either like

san francisco. low to upper 40s for most. looe here's a look at the next storm, it's shifting south so the sur coast gets more wet weather than we will. we will still get some. light to moderate showers, 1 on the storm impact scale. snow levels down to 3500 feet. watching for the potential for hail and thunderstorms. noon tomorrow, you can see the gray out there getting thicker. it's at 4:00 we start seeing the light showers develop in the north bay, and then yellows joining in at 7:00, but it's still mainly up in the north bay, but after that, you can see it moves in by 8:30 into the heart of the bay, and then by 11:00, it's already starting to exit. most of the bay, including the south bay, and then look at this, 4:00 in the morning, we start the commute, there's a few left overshowers in the higher elevations on either side of the valley, and at 11:30, it's total sun. rainfall totals, not impressive. through 7:00 tomorrow evening

from about santa rosa northward, a wet commute, but it's thursday morning, everybody's going to have a wet commute. then by thursday evening, it's all going to evaporate, dry out again. we have one, oh, tricky commute coming up thursday morning. we'll keep the storm a 1 ending early that morning. temperatures by friday, 60s, 70s, and 70s and 80s for saturday, sunday, and monday, and that'll easily make up for the cooler than average weather we have right now. >> yeah. nice to have it on the weekend, too. >> absolutely. >> thanks, mike. >> yep. now your morning money report. target will deliver items you buy in the store right to your home for $7 per order if you live in san francisco. they started in new york city last year so they didn't carry bags on public transportation. service is expected to be available in san francisco by the end of the month and has same-day delivery by the end of the year. if you have not filed taxes

thousands of android apps could be tracking your kids. that's according to a new study by the international computer science institute in berkley. researchers analyzed 5800 children's apps finding 57% were in violation of the children's online privacy protection act, protecting the privacy of kids under 13. the best way to keep your kids' information private is watch what they download and use private browsers on the devices. you don't have to be at home to get pizza delivered to you. how about the beach? domino's is delivering to beaches, parks, and land marks. it works for prepaid online
