investigators believe that the fire started in the kitchen of f second story apartment unit just before 6:00 this morning. as for the exact cause of the fire, the exact cause of those flames, that is still under investigation. crews are going door to door and checking out the scene and checking to see what can be saved from the units from the residents. at the summer wind apartments in san jose, residents are in disbelief after a five alarm fire ripped through the building. >> the people is what is important. >> reporter: esteban garcia seeing if anything can be saved. >> for right now, i don't have nothing. >> reporter: all 36 of the units are now uninhabitable. >> there is a fire, because when

what will happen next. rules are coming for electric scooters in san francisco. today the board of super visors voted to regulate dockless scooters. >> reporter: the regulations aren't even finalized but appear to be working. line bike sent out an update saying they will update their user guidelines to make sure people don't ride on a sidewalk and add a photo feature checking for parking and working on helmet implementation. >> we are getting dozens if not hundreds of complaints about people tripping over them and having to dodge them on the sidewalk. >> reporter: supervisor aaron peskin proposed an ordnance.
