the world. this is in response to southwest airline's engine on that plane that exploded killing a passenger who was partially sucked out of a window. aviation expert explained on "good morning america" this morning just how intricate these inspections will be. >> those blades are connected to a central spindle. where that connection occurs is where these cracks are occurring, but they're behind the blade, so you can't look at them. they're so fine, so thin you can't see them. you have to get with an ultrasound, the same sort of technology that you look at a baby in utero with. you can't see it with your eye. >> reporter: this is the second engine fail like this for southwest airlines in two years. aviation officials have been debating this directive. now in two weeks they're expected to make it an official order. southwest airlines has said it

will start accelerated inspections of its fleet after this week's deadly failure. reporting live at sfo, amy hollyfield, abc 7 news. >> thank you very much, amy. pg&e says it's working with the oakland fire department to determine the cause of a gas leak and possible fire. we're waiting for an update on their condition now. it happened on shaddock near 60th street. pg&e says some people have a third party contractor working on the house when something went wrong. we will bring new details as soon as we hear back from the oakland fire department. silicon valley tech companies are facing another data collection scandal. a washington state firm exposed the information of 48 million people. according to zd net the firm left those profiles in a public online storage space that was available for anyone to see. chris vickery from mountain view

911 right away. it may be spring but we're not through with winter quite yet. snow came down in the sierra this week. in wine country there's concern about a late frost ruining grapes. kate larsen has details. >> this is probably the first stage right here. >> juan martinez showing his ghraib buds which like many brokerly this year in february. >> as soon as the buds break you have to watch for frost protection. >> reporter: martinez has been working with wine grapes for more than 20 years. he says this time of year is tough because the weather is cold enough to damage fruit and vines with frost. >> the buds can get freeze, and then after that all the cells inside get frozen. you lose most of the harvest. >> reporter: it's really starting to cool down. it's gotten cold enough this week that vineyards in napa county and sonoma county have had to turn the fans on.

morning, but it will be breezy this afternoon. just a little word of caution there. it's going to affect the ferries probably more than it will the cars. that's why i've got good, green for the roads. and yellow caution. cool this morning to mild this afternoon. here is a look at the south bay, mostly sunny, 8:00 about 50 degrees. 61 at noon and mid 60s for the better part of the afternoon hours. grab a coat if you're headed out at 8:00. for the east bay, 49 along the bayshore there to 59 at noon, hanging around the low 60s from 1:00 to 6:00. then about 55 degrees at 8:00. we're almost there to the weekend. i'll give you the updated numbers on who is getting that 80-degree warmth. first let's turn it over to alexis. >> so far, so good for the thursday morning commute. no major blocking issues. a solid line of red getting out of the central valley. tracy commute down to 24 miles

an hour on 205. south of there, westbound 580 near mountain house parkway, a collision reported with injuries. that is off on the shoulder but definitely heavy through that area as you approach that scene. we had another crash this morning just beyond the bay bridge toll plaza. you can see those flashing lights in the parking lot. so they were able to clear the crash. they're calling for a couple tow trucks now. i sounds like the vehicles were heavily damaged. the good news is, we didn't have injuries and it did not impact the metering lights. those are still not on. will probably happen in about ten minutes or so. the pilot who guided a crippled southwest airlines jet to a safe landing says she was just doing her job. passengers say it was a lot more than that. gm is rolling out a new chevy. it should make a trip to the gas station easier than ever. i just feel like it's going to be a great time. >> now that recreational marijuana

on humboldt bay. a good samaritan on another boat rescued all five after they abandoned ship yesterday. the coast guard is monitoring the area for pollution. 1500 gallons of december el were on board. passengers are praising the pilot for how she handled the terrifying situation. details from abc's diane macedo. >> reporter: in this morning's gma "first look" a southwest pilot is being hailed a hero after that deadly explosion on flight 1380. >> southwest 1380 has an engine fire, descending. >> southwest 1380, you are descending right now? >> yes, sir. we are single engine descending, have a fire. >> reporter: that was tammie jo shults at the controls, unflappable and deliberate. she guided her crippled plane in for the emergency landing. >> they say there's a hole and someone went out. >> you said there was a hole and somebody went out?

maps, you can see we are mostly in the green. the one exception always getting out of tracy. slight delays westbound 205 to 580. westbound 580, the collision is involving four vehicles. everyone las made it off to the center divide. definitely heavy traffic approaching that area. westbound 580 tracy to dublin in the yellow at 44 minutes. 16 minutes westbound 4 antioch to concord. 5:20 now. power is back on this morning to a sunnyvale neighborhood after this big mess. pg&e releasing photos of four power poles knocked down or damaged after a contractor made a mistake with an excavator. that mistake put 8,000 people out of power for a time. the american lung association annual state of the air report shows mixed results for the bay area. our region ranked 13th, mostly

for alameda, contra costa, san joaquin countries. l.a. says ozone levels rose due to record temperatures in 2016. our region ranked in the top ten for soot. on the positive side, the bay area experienced a 70% drop in unhealthy days since the late '90s. some chevy owners will soon be able to pull up to the pump and pay for gas without getting out of their car. a new feature uses a tool that acts as a dashboard shopping tools. it lets you -- you still have to get out to pump your gas after you bay, but the plain good thing about this, chevy says it will prevent customers from getting ripped off by credit card skimmers. >> soon enough we'll have those robots pumping our gas. that's the hope. >> next the seven things you

a substitute teacher in oakland got a warm welcome when he returned to thank those who saved his life. >> in january mike max checked in with the front office staff at skyline high for his first everyday of work there and promptly suffered a massive heart attack. staff immediately called 911 and administered cpr and used a defibrillator to get his heart started again. he spent several days in a coma but made a full recovery. we're coming back with another 90 minutes of news including more troubles for tesla. the two men arrested at a starbucks are talking for

very quiet this morning. here is san jose, 280 and highway 17. as you can see, traffic moving along with no issues, our drive times looking good, too. under an hour tracy to castro valley, 101, 85 to san jose airport, for now in the green 12 minutes. northbound 280 highway 1 into san francisco looks great at nine minutes. the latest on the electric scooters all over san francisco. happening today crews will be back out on the streets looking for scooters blocking the sidewalks. >> the department of public works confiscated dozens of them. jessica castro is live in mission bay. >> reporter: good morning. what a difference a few days makes. we looked everywhere this morning to find some of those dockless scooters. a few days ago you could find them anywhere. we even used the app this morning but weren't able to find any of those dockless scooters. they're either charging overnight or been scooped up by the city. crews with the san francisco department of public works have really been on the crackdown

trying to get those illegally parked on the sidewalk. in fact, yesterday they confiscated 61 dockless electric scooters off the streets. last week 66 were taken, and they plan to be out again today. the roundup, though, is not cheap. >> the price is about $125. that cost is for us picking them up and administrative fee. the department will keep them for 90 days. after that we will get rid of them. >> reporter: people have complained that scooters were a nuisance when not parked safely. we've seen them even stuck in a tree in jackson square. the board of supervisors voted for the companies to seek permits for the scooters. the three big companies are spin, bird and lime bike. they let you use your phone to find out where those different scooters are around town. you can leave them anywhere.

but it's that anywhere part that's a little tricky. you can leave them anywhere that is safe to do so. if not, they'll be scooped up by the city. jessica castro, abc 7 news. developing news this morning. the faa has confirmed to abc news it will order the inspection of fan blades following the southwest airlines jet engine explosion. >> officials say the long debated directive will become an official order in the next two yeeks. a source tells abc news this week's deadly incident is similar to a 2016 incident involving southwest. in both cases metal fatigue appears to have led to a blade breaking and being ejected forward out of the engine. southwest airlines released a statement on behalf of the crew of flight 1380. our hearts are heavy. on behalf of the entire crew we appreciate the outpouring of support from the public and our co-workers as we reflect on one family's profound loss. a delta air lines flight from atlanta to london heathrow

was forced to return to the air post after smoke was seen coming from an injury. firefighters at hartsfield-jackson airport doused the engine with foam moments after it landed. the airbus jet was towed back to the concourse where passengers were let off. the passengers were put on other flights. to it in's playoff game between the warriors and spurs will be played heavy hearts. the wife of san antonio head coach gregg popovich passed away early yesterday morning. erin popovich was 67 and had been battling an illness for some time. the couple was married for four decades and had four children as well as two grandchildren. >> win it or lose it, it's about the brotherhood we've built as nba players, everybody in the nba family. feel so bad for the popovich family. that's tough to hear about. >> not known whether gregg popovich will be with the team tonight. he did run the team's practice yesterday. last night steph curry tweeted, i can't imagine what coach

b.a.r.t. police are looking for a man captured on cell phone video committing lewd acts. a rider shared this photo of the man with abc 7 news. she tells us he propositioned her and touched himself. the victim called b.a.r.t. police but officers couldn't find him. he was last seen leaving the train at the daly city b.a.r.t. station. sf gate is reporting charley hall well will no longer own boot and shoe service. more than 30 former employees accused him of kpmsexual harasst late last year. the new owner previously managed one of his own restaurants and she will take over within two months and plans to keep the restaurant's name. former playboy model karen mcdougal freed from her contract with a tabloid news company that prevented her from talking about an alleged affair with donald trump. player khan media agreed to release mcdougal from a 2016

agreement. she claimed she was misled into signing the contract for her story in exchange for $150,000. she claims she and president trump had an affair that started in 2006. new developments in the ghost ship fire civil lawsuit. abc 7 news i-team's dan noyes reports investigators were going through debris looking for the cause and origin. the fire in december 2016 killed 36 people. the two men charged in the fire are due in court tomorrow for a hearing to reduce their bail. coming up tonight at 11:00, dan will have an exclusive interview with one o of the men's wife. 400 members of the california national guard are now at the border with mexico. governor brown's office announced mobilization yesterday evening as part of president trump's plan to send troops to the california border.

"good morning america's" robin roberts spoke with them this morning. they say they arrived ten minutes early for a real estate business meeting. he asked to use the restroom. the employee refused saying rest rooms were only for paying customers. >> -- walks up to us, asks if she can help us with anything, can we start with drinks or water or something like that. we had bottles of water with us. we're fine, we're just waiting for a meeting. we'll be out really quick, type thing. that was it. >> two minutes later an employee
