good morning. thanks so much for joining us on this sunday, april 2 27bd. i'm chris nguyen in for carolyn tyler. let's start with a look at the forecast. lisa argen is here tracking the conditions. good morning, lisa. hi chris. a bit of fog out there. visibility four to five miles in the north bay. otherwise, we're looking at another clear and beautiful start from mt. tam. you can see how pretty that looks. 6:25 is the -- 24 is the official sunrise. 50 gilroy and san francisco. 53 mountain view and san jose. 46. half moon bay. this is a view from santa cruz where you see the patchy fog. but it's going to be another beautiful day at the beach with

low 70s there. 43 santa rosa. 45 in novato. fairfield, concord, livermore at 45. we're looking at another sunny and above average day today. by noontime, low to mid-70s around the bay and inland. it will be breezy at the coast. still in the low to mid-60s there. downtown san francisco in the upper 60s. by 4:00 in the afternoon, it's a warm afternoon with 70s around the bay. chris? developing news in san francisco where firefighters are trying to determine the cause of a three-alarm fire that left one person dead in the inner sunset. the fire broke out just before 10:00 last night at a three-story residential building on 8th avenue between noriega and ortega. firefighters say a woman died. they believed she was in the building where the fire started. one firefighter was injured battling the flames, but he is expected to be okay. crews say the fire was difficult to put out.

>> we show up on the street address in front. the building is built down the hill in back. you have to go down towards the fire and fight that heat. it's very dangerous and a harrowing situation. >> neighbors say an elderly woman lives in the bottom unit with her son. it's unclear if she is the person who died. >> get to a point where it was pretty pitch black and the officers were telling us the smoke is too dangerous and that we should go back in our houses. i came out again. the wind picked up. i'm checking to see if my friend is okay. >> the red cross is helping those displaced by the fire. more developing news this morning out of contra costa county. dozens of customers are without water right now as crews continue to clean up after a water main break in lafayette. east bay mud tells abc 7 news a cast iron pipe broke this morning alongside highway 24. on old tunnel road. about 45 customers are without water.

officials expect service to be back later this morning by 10:00 at the earliest. a defining moment and a surprise announcement coming out of north korea. the nation's communist leader says he will suspend his country's nuclear program. abc 7 news reporter, lisa amin gulezian has more on reaction and political speculation. >> reporter: no more test missile launches, that's the word coming from north korean dictator kim jong-un. north korea state-run television reported the country will suspend all nuclear and ballistic missile tests immediately. a nuclear test site will also shut down. kim reportedly told the ruling workers party, our nation will focus all of its efforts towards socialist economic development. >> the north koreans have a long history of misleading the world, particularly around weapons and nuclear programs. >> bay area congressman eric swalwell is on the house

intelligence committee. he and colonel steven began yard admit they're skeptical. >> they've broken every treaty. they've broken every promise that they've ever made to us and to the south koreans. this will not just be trust but verify, did will be distrust but verify. >> still president trump reacted on twitter saying this is very good news for north korea and the world. big progress. look forward to our summit. a summit between the two leaders is tentatively set for late may or early june. >> president trump's impulse is going to have to be under control. he's dealing with somebody who is just as impulsive as he is and you can imagine how combustible a situation like that is. >> experts believe north korean missiles are capable of reaching the u.s. already. lisa amin gulezian. abc 7 news. a manhunt ended in sonoma county after a suspect in a deadly stabbing was captured.

you're looking at that suspect. 18-year-old anthony ibach.h.h.h. sebastopol police say he was arrested in san rafael. they think he was heading south towards san jose. yesterday afternoon a fight apparently broke out after a party. witnesses say he stabbed 19-year-old cory von in a parking lot there. he died at the scene. investigators with the san mateo sheriff's office believe they can open new doors to finding or identifying missing loved ones. cornell barnard has the story from san carlos. >> at first glance, it looks like a job fair. look again. you'll find vital resources for families of missing loved ones. >> he disappeared. >> he just disappeared. left everything in his room. >> she's looking for her brother jerome since he vanished january 3rd, 1983, in san francisco. >> he was seeing a psychiatrist and the psychiatrist called my mom and said he never showed up for the appointment.

>> she brought his picture to missing person's day an event hosted by the coroner's office helping friends and family file police reports and get information. >> it's a safe opportunity for them to come if they feel intimidated going to a law enforcement agency. they can come here to the coroner's office and have an opportunity to submit the dna. >> i did a dna swab, which i've never done and thought that would be fantastic. >> a dna swab from your cheek is sent to the department of justice's database to see if there are any matches to police cases of those missing owe located nationwide. >> sometimes the matches come back to an individual who has deceased. the important part is it puts closure to the family and gets that individual identified. >> there are 400 active missing person's cases in san mateo county alone. technology could help open doors. >> you never know what a change in technology somewhere is going to affect that missing person's >> i really would like to have some kind of closure because i carry a lot of sadness. >> monica bliss waits to learn

if her dna can reveal the truth about what happened to her brother. the process could take months. in san mateo county, cornell barnard, abc 7 news. a passenger from northern california on the southwest plane that had an engine explode in midair is sharing his story. he recounted the terrifying moments to our affiliate in sacramento. >> everybody breathe. relax. >> it was like oh, my gosh, you know, we're having rapid depressurization. here are the masks. good. oh, no. >> eric tells me he was sitting one row in front of the woman who died on southwest flight 1380 tuesday after an engine exploded. >> i could see that it was the window immediately behind me that had broken and that there was a woman who was partially outside the plane. >> he quickly realized 43-year-old jennifer reardon was beyond saving. >> there was nothing anyone

could do. the fact that she was blocking the window was probably saving other people from being taken out of the plane. >> he says many people around him panicked because they thought they weren't getting oxygen since the masks weren't inflating. >> i've been much more scared in situations like mountaineering or in the surf or diving where i thought i would die. here after two minutes, i felt very calm and sure in the notion. >> why is that? >> because the person flying the plane was doing everything right. there was no smoke, there was no fire. once we were on the ground, she came out and she hugged and spoke to all of us. >> what do you think of southwest offering $5,000 to all the passengers and then the $1,000 voucher for the flights? >> my mother said, it's the least they can do. i called my attorney and said is there any reason i shouldn't take the money. as long as it doesn't have any language that says this is

compensation for or in any way implying that this was some kind of a settlement or anything. >> he says he doesn't blame the airline for what happened. >> the real culpability with this problem lays squarely between the industry and the faa. >> he adds, he's glad to see the federal aviation administration take steps this week to prevent incidents like the one he experienced firsthand. >> it's sad that that woman had to die in order for the faa to come down and say yeah, inspect all these engines now. >> in davis, abc 7 news. to mark this earth day, people are making it a cleaner place. yesterday in san jose, spring cleaning volunteer events were held at three locations. this one at a middle school. it's affectionately called dumbter day. you can see why. they filled the dumpster with litter they collected. in the east bay, volunteers hit the beaches in

albany to clean the shoreline. organizers say our recent storms brought in lots of trash to mclaughlin east shore state park. the citizens for east shore parks along with the albany senior center sponsored this cleanup event. time now is 5:09. . any cloud cover out there. there's a little bit of fog out there. we're looking at the upper elevations. above 1600 feet. getting a reading of 65 degrees on top of mt. tam. it was 74 yesterday. you can see the haze out there, chris. we have patchy fog into the north bay. numbers as warm as yesterday. we'll have the typical sea breeze. the microclimate forecast and talk about a pretty warm week ahead coming up. lisa, thanks. also ahead, the battle over rent control in california could be headed to the ballot. what voters could be asked to decide this november. the big dream tha

a rent control measure could be appearing on the ballot this november and set off a new war between landlords and tenants. organizers want to repeal a decades old law. they say they have the signatures to put it to a vote. it makes it illegal for cities to apply rent caps to properties built after 1995. for cities who adopted rent control before that time in buildings constructed after that date, it was enacted are exempt. rallies are planned in oakland, los angeles and sacramento.

an internet bill of rights could be on the way following the facebook cambridge analytica scandal. nancy pelosi is asking south bay congressman ro khanna to draft an outline of what the rights would be. our media partners say ro khanna felt compelled to ask after mark zuckerberg spoke before congress. he gave no date as to when the internet bill of rights will be drafted but plans to consult with silicon valley companies first. a big league promise made to a fire survivor has been fulfilled. the 9-year-old boy who lost his home and beloved athletic memorabilia took to the pitcher's mound yesterday. abc 7 news reporter katie utehs was there and has the story fro% oakland. >> baseball is a sport steeped in nostalgia. >> chris sale and sean manaea. >> at 9 years old, he's on his favorite team's home field.

graduates and thanked the community for keeping his dream alive. the high school's baseball field built in 2008 was named in the former oakland a's honor. that happened the following year. >> people come in and share their heart into this field. i'm so proud that they've been able to keep it as just like when it was brand new. >> the event recognized the community's efforts to keep the field working with $350,000 in donations and countless hours of volunteer work over the last decade. many music lovers took part in a twice yearly national event going back to when your favorite songs were played on a turntable before mp 3 players. abc 7 news was at strictly vinyl records for record stores day. they participate in the nationwide celebration. several artists also released new albums just for yesterday. they include superstars like eric clapton, led zeppelin, pink floyd and bruce springsteen.

>> independent and larger record stores are -- we're putting out certain releases that come out special for today. it brings a lot of people in the door. >> a dj kept shoppers entertained while inside the shop. record stores day also takes place on black friday every year. now the accuweather forecast with lisa argen. >> live doppler 7 right now. clouds around and fog in santa rosa. we've got high pressure dominating for the next several days. that means quiet and stable air. three-mile visibility on the coast with a mile in napa. four miles for you in santa rosa. emeryville right now, it's clear, it's cool in spots with the numbers in the 40s at the coast. but it's 50 in san francisco. 47 in oakland. mountain view and san jose checking in at 53. 50 in gilroy and the peninsula today. nice afternoon, bit of a sea breeze.

pretty much cloud-free. 43 santa rosa. it's 49 in livermore with 45 novato. 51 concord, fairfield, napa. city now at 50 degrees. the numbers cool to start. the afternoon will be warm again. little bit of fog out there. the warming trend, it really peaks tomorrow. then we're going to have the temperatures slowly retreat throughout the middle of the week. they remain above average until about thursday. so as we look at your high temperatures tomorrow, the warmest day. looks like high pressure wants to build in a little bit. that will allow for perhaps some upper 80s east of the caldecott tunnel with mid-70s from fremont to hayward. the coast comfortable with low to mid-60s for your monday. on tuesday, you notice it's still warm. not a lot of change out there. maybe a few more patches of fog on wednesday. that sea breeze should kick up and allow for temperatures to barely make it into the upper 70s. we shouldn't see any 80s by the middle of the week.

if you're headed up to sebastopol, a cool start. 43. 77 later on today for the apple blossom festival. the parade for japan town, looks nice with numbers in the low 60s. starting in the 50s right now. highs around the bay ranging from the low to mid-80s for livermore and concord. 80 santa rosa. napa. breezy at times. up to 20 miles an hour right at the coast. 71 in santa cruz. opening day on the bay with mid-60s by noontime. should be really nice out there. in fact, numbers still in the low 60s by 6:00. it's an afternoon game today at the coliseum with numbers very mild, near 70 to start and that's where it should stay right on through the afternoon. the accuweather seven-day forecast today, earth day, temperatures are in a range from the low 60s at the coast. mid-70s around the bay. mid-80s inland. could see a degree or two warmer. fog on tuesday. that's not going to do much to

people got on their bikes and hit the road in the north bay to help two worthy causes. they raised money for the pathway home program providing mental health care to veterans. a gunman shot and killed three employees there last month. this series of rides raised money for the enchanted hills camp for the blind and visually impaired. it lost most of the camp to the wildfires last october. organizers expect the event to raise about a quarter million dollars. a lost family of geese caused some pretty big delays yesterday on the bay bridge. they were seen wandering toward san francisco. when you have feathers, you can get through for free and bypass the traffic too. if only it was that easy for the rest of us who depend upon our wheels. they made it up the road to treasure island and the chp rolled up. officers got them safely to the bay. colin kaepernick gets an

really pretty there. temperatures are cool but not hard to take. you can see the sun coming up about five minutes ago in the city. 53 mountain view. san jose on the coast. checking in to 47. this is san rafael this morning. the fog is to the north in santa rosa and napa with low 40s there. 51 fairfield, concord livermore. 59 degrees. today we're warming up quickly by noontime. still in the 60s at the coast. that's pretty much where we'll stay. low 60s. by 4:00 in the afternoon, we've got 80s again for east bay valleys. 70s around fremont and oakland and berkeley. still mild this evening. a touch of summer out there. going to last a couple days into the workweek. i'll tell you how long and have the details of what the next seven days will look like in my accuweather seven-day outlook coming up. breaking news out of tennessee. police are looking for a gunman who opened fire at a waffle house near nashville.

killing four people and injuring at least four others. officials identified 29-year-old travis ranking as the suspect because the car the gunman arrived in was registered to him. police say the weapon was an assault-type rifle. a customer wrestled the rifle away from him, but he took off running and was not wearing any clothes. developing news. the islamic state group has claimed responsibility for a suicide bombing in afghanistan that killed 48 people and injured 112 others. struck a voter registration center in kabul. people were gathered there to receive national identification cards. the extremist group is to democratic elections. the country will hold the elections in october. tensions are escalating at the white house as president trump takes to twitter to blast a number of people and institutions all while praising his long-time attorney and fixer, michael cohen. abc news reporter tara palmieri has the story now from florida

their son posting a picture of max walker loren on facebook. >> the circle of life. god is good. amy robach, abc news. actor vern troyer from the austin powers franchise has died. yesterday a spokesperson for the 49-year-old posted a statement on instagram and facebook but didn't give a cause or place of death. it did, however, discuss depression and suicide. he had publicly talked about his struggle with alcohol addiction. the los angeles -- he starred alongside mike myers as mini me and the clone as dr. evil in the austin powers franchise. former 49er quarterback colin kaepernick has been awarded the ambassador of conscience award for his public protest against racial and social injustice. amnesty international gave the award to kaepernick. in his acceptance speech, he described police killings of african americans and latinos in the u.s. as lawful lynchings.

it's the highest honor for the amnesty awards. past winners are nelson mandela malala yousafzai. a dozen mudslides cut off the only road providing access to two towns. crews expected to take several weeks before they can even open one of the two lanes. volunteers are helping shuttle people in and out of their isolated homes by boats. one of the volunteer boat captains says that the people need more than just a ride. >> we're wondering if there's a doctor. i guess there was a couple doctors that went in. maybe to have them daily. we're going in and out daily to check and double-check, you know. residents are also cleaning up storm damage at their homes and businesses. and to make matters worse, a dump truck carrying debris overturned and blocked a road there for a short time. time now is 6:36.

first career complete game and first career shutout and the a's pick up the win. >> didn't really expect to throw one. i was feeling good. i felt like i was well-prepared. i was just trusting what i was doing in between starts was going to yield an effective outing. >> big league hitters, especially a team like that, with the kind of lineup they've got, you can't be predictable. as soon as you get predictable, i don't care how hard you throw, i don't care how nasty your stuff is, you're going to get hit if you get predictable. you got to mix and locate and be ahead. he was that 99% of the time tonight. >> when you have a no-hitter, it's special regardless. probably a little bit more based on the fact that these guys don't lose and they've been swinging the bat so well. >> it probably adds a little something to him, specialwise. a no-hitter is a no-hitter. in a big league game, it's pretty cool. >> cool indeed. buster posey, a late scratch due to back stiffness.
