san jose to expect sound and vibration for several months. >> they're testing a train for 20 hours a day. matt is live with the latest on the new extension. >> reporter: good morning. people here in this neighborhood of san jose are getting new neighbors and they are going to be a little bit noise vi starting today. we're talking about bart and their extension into north san jose. today is a new stage in testing along the entire ten-mile segment. vta warns it could occur around the clock up to 20 hours per day and continue for several months. they say neighbors may experience sporadic noise and vibrations. they have to comply with regulations from the state and federal governments. they designed systems to reduce things like new sound walls and making tracks quieter and softening the noise from equipment. the station is expected to be up

ounces. and, of course, the father was there for the birth. and here's a live look at outside of the wing of the hospital where kate middleton is right now. and the duchess of cambridge, again, doing well this morning. we could see them walk out of those doors. we've seen it before with the two previous children that the couple has had. and, of course, all of the excitement that surrounds the news when they finally come out of the hospital, but it should be a little while, of course. we're just getting the news now that, again, it was a safe delivery for the duchess of cambridge and it was a baby boy is the new member of the royal family. >> congratulations to them. that's great. a hiker is recovering after being bitten by a rattle snake. he suffered multiple bites on mount taml pie yas yesterday. they rushed him to a medical center in walnut creek. the trauma center specializes in snakebite victims. he said he didn't realize the

snake was a rattler, so he tried to pick it up. authorities warn that rattle snakes are more active at the weather gets warmer and, of course, pick them up. now to a three alarm fire that killed a woman. relatives identify her as jessica castro. they say she was a survivor of domestic violence and also encouraged others to escape abusive relationships. the family visited the burned out home. >> my grandmother is not here anymore. she's in a better place now. and we'll all miss her. >> the whole neighborhood loved her and liked her. she was always going around the neighborhoods and talking. she's an outgoing person. what a shame. the building on eighth avenue is now red tagged. two neighboring homes were significantly damaged. the cause of the fire is still under investigation. a new report says that

inspectors are being pressured to write more tickets. this is according to a disciplinary report leaked to the san francisco examiner. it shows the municipal transportation agency reprima reprimanded someone for failing to write enough tickets. according to the sfmta he was reprimanded for not remaining professional when questioned by the supervisor. when it comes to earthquakes, nearly everyone knows it's coming. we don't know when. a study finds our region is lacking when it comes to retro fitting buildings. the l.a. times reports san francisco officials don't even have a list of up to 3,000 brittle concrete buildings that need to be strengthened. they are considered the most at risk of collapsing in a strong earthquake. a times survey also found oakland has nearly 2000 wood frame buildings at risk of collapsing. san jose has more than 1,000. james comey will speak at a

burrough. it's stolen between summit drive. they're asking homeowners to check systems from saturday to sunday. if you see anything suspicious, call the police snmplt firefighters at pg&e shut down the power because of a crash. a driver went off the road early yesterday morning. the crash snapped a power pole and wires fell on top of the vehicle. the fire says it's unusual to shut down the grid, but they were forced to do it was the crews couldn't get to the scene on time to safely remove the people inside of the car. the driver and the passenger were both taken to the hospital to be treated for injuries. pg&e has not commented. in today's first look, a white sox pitcher is in critical condition after a brain hemorrhage during a game.

working on an internet bill of rights. abc7 news was in san jose where he hosted a town hall meeting at independence high school yesterday. he said he felt compelled to do something after mark zuckerberg testified before congress. >> there was a breach of trust and the public needs to be reassured that they can go online and have access to their data, know how their data is being used. limit the use of that data, and really trust that their data is being protected. >> he has not said when the internet bill of rights will be written. he says he wants to hear from consumers and tech leaders adds its crafted. some baby ducks got help this weekend. an officer sprang into action when the little ones got separated from their mom. they were scooped up and reunited. they tweeted the happy ending with the caption that will teach them to duck from the law.

if your flight is grounded, it doesn't mean you're not going. we met one passenger who said his southwest was cancelled. he's taking a different rout but leaving at the same time. southwest airlines says it's doing what it can to minimize the impact. trying to do the work at night. they're pulling planes out of service so they can inspect the fan blades. a crack in a fan blade caused the engine failure and the passenger was killed on the flight from new york to dallas. the faa will now order the inspection of the fan blades. southwest airlines is doing this on its own at an accelerated rate. passengers we spoke with this morning say they're okay with that move. >> i think it's a good thing if they -- they're inspecting and need to check them out, and if they held the flight, i think that's a good idea. >> if you have to cancel it, you have to cancel. for safety, it's better. >> reporter: three southwest flights have been cancelled at sfo and the oakland airport.

two at san jose. check your flight today. southwest says this is going to take them about 30 days to get all their flights inspected. reporting live in oakland, abc7 news. amy, thank you. a san francisco teenager could leave the hospital after nearly having a finger torn off when a pit bull attacked them. this is a story only on abc7 news. we were at the hospital to talk with 15-year-old teen. he said he and a friend were walking when a pit bull came up and began attacking him. >> i tried to punch it. my fingered got stuck in his mouth. he teared my pinky up. he almost took my pinky off my hand. >> he suffered puncture wounds to his hands, arms and legs. he'll have to go through a series of injections if police or animal control don't quickly find the dog who bit him. happening now a man hunt in tennessee for a man who killed

four people and wounded four others at a waffle house. the man described by police as an erratic person. he does have a historic of troubling behavior involving guns. he entered a waffle house restaurant at 3:30 sunday morning wearing only a jacket and armed with an assault style rifle. when he paused to reload, that's when james shawl junior went into action, a customer. >> i ran through the door at full speed. hit him with the door and took the gun and threw it over the bar. then i took him and myself outside the restaurant and then i was just trying to run away from him and just get to freedom. >> the man ran away naked. they found his jacket and it had two more magazines inside. he was last seen behind his apartment complex. reinking is presumed to be armed and dangerous. it's 5:34.

toxic soil in san francisco may have been shipped to landfills across the state. that's the new headline from the chronicle over the weekend. as we've been reporting, the navy admitted earlier this year a contractor hired falsified the soil tests. whoever the navy says soil was removed safely. plans to redevelop the former shipyards are on hold. 12,000 housing yungts have been proposed for the area. new today, the first legislative hurdle. the patients right to know act of 2018 is sponsored by jerry hill. hill says while doctors have to notify their insurer, hospital and clinic about a probation status, patients receive no notice. the bill will be reviewed today by the senate committee on business, professions and economic development. happening this morning, teachers from san jose's evergreen school district will protest the latest contract bargaining proposal. this is vid grow last month when they -- video from last month.

you're not alone. the department of justice wants to know why it's happening. verizon and at&t are accused of technology that's supposed to make it easier for you to switch carriers. they're accused of trying to lock technology to their networks. verizon calls it much about nothing. authorities in tennessee investigating why a school employee dragged a seven-year-old boy off the bus by his feet with enough force to give the boy a concussion. the employee grabbed the boy by his arm. then picked him up by his ankle and dragged him down the aisle as he was kicking and screaming for his mom. >> i feel bad, because i didn't believe my child. >> whatever was going on, it didn't justify him being dragged off the bus. >> shortly before the video was recorded, the employee was allegedly breaking up a fight. the school district issued a statement saying in part the employee was removed from the school while the matter is being

investigated. the boy in question is now afraid to return to school. your wallet may take a hit. gas prices have gone up. rising crude oil costs are to blame. the average is 37 higher than this time last year. here in the bay area we pay higher than the national average. a gallon of regular is 3.70 in san francisco. a deaf, partially blind, 17-year-old dog is being hailed as a hero for helping rescue a toddler. a little girl was lost in a huge property. she wasn't alone. the cattle dog stayed by her side throughout the ordeal. the three-year-old had no food or water. she heard people calling her name. max led the grandmother to her. >> i was yelling out to her.

well above average. about 70 for the average high. for tomorrow about 5 degrees cooler than the numbers will continue to slide into the low 70s by thursday. look at the end of the week and the weekend. we're going below average. this may sound nuts, but uc berkeley elected a squirrel to the student senate. it got furry boi elected. they report a squirrel lives on campus and ran on plat forms like easier acorn access. a sophomore revealed he's the squirrel. he sometimes wears the costume and says he's focussed on the environment, disabilities and a better campus community. >> that sounds good. >> some students are angry. some have been calling this the absolute definition of privilege and that it's cheating students of real representation. he says that he's not going anywhere. and that he's serious about representing people on campus. >> it's time for him to step up

central coast. by 10:00 today, look at the 60s in oakland. 66 fremont. 70 in concord. by 2:00 the low 80s. low 60s in the city. already in the upper 70s on the peninsula. and a mild evening tonight. >> checking in on the bay bridge toll plaza. the moeters lights are on. traffic is stacked up. a beautiful morning. i guess if you're stuck in the backup, you can at least see the sun rise from your rear-view mirror. the fast trackers are not so fast, but the commute lanes if you can car pool, that's not bad. here's a look at the drive time. 80 westbound 4 and hercules into san francisco about 45 minutes. it should by 35 minutes. that's a misprint. 35 minutes. that includes backing up at the toll plaza. there's a look at the traffic map with the usual slow areas.
