accused of ramming pedestrians on a crowded sidewalk. killing 10 people and injuring 15. he was cornered by police 16 blocks from where it all started. he urged officers to shoot him in the head, but they managed to arrest him without firing a single shot. we have the latest from toronto. >> reporter: officials are calling this a horrific attack and have identified the driver as alek minassian from toronto, but his motive is unclear. he chose the busiest street in all of canada and made it a killing field. that's why there's so many victims in this case, but also why there's so many witnesses and surveillance videos of what happened. how crazy was it? were people screaming and crying? >> a lot of shock, a lot of children scared by the horrific scene. adults too. a lot of them stood there in shock not knowing what to do.

>> back in this country, the man accused of killing four people at a tennessee waffle house is being held on $2 million bond. after more than 24 hours on the run, travis reinking was captured near his home. he has a history of mental illness that included delusions about taylor swift. there were several run-ins with the law. his guns were confiscated after he was found in a restricted area near the white house, but police say his father returned the weapons to him. and now his dad may actually face charges. well, the president's pick to be the next secretary of state is just one step away from getting confirmed by the senate. mike pompeo, the current cia director has been given a positive recommendation by the senate foreign relations committee. senator rand paul helped pompeo when he switched his vote to yes after personal lobbying by the president. but it was chris coons of delaware that cleared the way. he switched his vote from no to present as a favor to a republican senator who was

path. >> leaving one of the busiest areas of that city littered with bodies. police believe it was an intentional act but so far they have not seen evidence of international terrorism. >> the driver was arrested after a dramatic standoff with police. the prime minister justin trudeau is calling it a tragic and senseless attack. he plans a press conference and statement later this morning. we get more from tom llamas in toronto. >> reporter: the race to save lives after the deadly van attack. at least ten dead and more than a dozen wounded after a driver in this white van jumped the curb, plowing through pedestrians on a major street in toronto. >> personal injury. >> reporter: it was just before lunch time, 1:30 p.m. the van driving 16 blocks, nearly a mile and a half, ramming into people again and again. >> he just started hitting everybody, man.

he hit every single person in his way. everything shattered. there's a lady in there i saw, i looked and crumbling one by one. >> reporter: eyewitnesses describing the scene of pure panic. >> everyone started running and screaming. he hit this one lady and she went flying. then he hit another lady, i didn't see i was running at that point, but you could hear them like dropping. >> reporter: police finally cornering the van. investigators are scouring the video of the standoff that came next. the driver pulling an object from his pocket, pointing it at an officer, staring him down with this warning. and as police try to reason with him, the driver with a plea. that didn't happen, the officer took him down, handcuffing him on the pavement.

officers taking him into custody. with this unfolding, swarms of first responders racing to the scene, finding multiple victims, already be being triaged by good samaritans. >> police and ambulance hadn't arrived yet. >> reporter: a grim scene, victims lying all over the street. bodies covered with orange tarps. shoes left abandoned in the middle of the street. the injured loaded onto stretchers and raced to nearby hospitals. >> right now i would have under arrest, alec minassian. >> reporter: his motive is still unclear. they say he chose the busiest street in canada. and that's why there are so many witnesses and surveillance videos of what happened.

now over to tennessee where the suspect in the waffle house shooting has been captured and charged with killing four people. >> travis reinking was found in the woods near his home by detectives. he was carrying a gun in his backpack. he had delusions he was being stalked by taylor swift. his weapons were turned over after he was arrested near the white house, the police gave the weapons to his father, but his father give them back to him. >> we were able to neutralize the threat at the time by ensuring that he did not have the ability to purchase or own weapons. >> the suspect's father may face charges for returning the weapons to his son. one of them, the ar-15 rifle was used in sunday's shooting and that shooting only stopped when a patron wrestled the gun away.

for more insight, let's go to abc news consultant steve gomez. let's start in toronto. they haven't really said much about a motive. based on what we know so far is there any indication about what this could be about? >> it's definitely a situation where this was deliberate. he hops the curb and drives for about a mile. you don't drive over a mile on the sidewalk, you know, as an accident. that's just not going to happen. so this is definitely intentional. now it's a question of why did he do this? was this a mental illness that he was acting out? was this something isis-inspired?

we have seen a number of isis-inspired attacks in europe, in the u.s. and now potentially here in canada where a vehicle has been used to plow over pedestrians. so that's going to be a big question that's going to be answered in the investigation, whether it's terrorism-related or some other issue that caused this. >> let's talk about toronto. in the video there after his capture, the suspect is seen alive and well and sort of pointing something at the officers. look at that. i have to say, if that had happened in the u.s., there's no way that guy would have survived. >> no. the officer in the u.s. probably would have shot him. and the chief of police talked about this in his recent press conference where he commended the officer for using incredible restraint. you see the officer leave cover of the vehicle to protect himself. did the officer see that that was not a firearm? or, if it appeared to be a

firearm, was his finger not in a position to where the suspect could have pulled the trigger? clearly, the officer used great restraint. this is a situation that you would like to see, where a suspect is not going to be killed, you know, by cop. and they're able to apprehend him and interrogate him and try to figure out why this happened, how this happened and so on. >> seeing that motion, do you think suicide by cop may have been part of the motive? >> it may have been. nobody's going to point an object at the police unless they want to get killed by the police. >> right. >> exactly. >> let's go over to tennessee now. one of the big questions is how this guy with so much mental health history and issues with law enforcement got his hands on these guns. what kind of trouble could his father be in for giving his son those guns back? >> the father could potentially be on the hook for all of these injuries and deaths. the big question is going to be one, was he told that he was not to allow his son to have access
