>> we continue following breaking news in the east bay. a huge fire raging in concord at a building under construction. it's at the intersection of clayton and galindo. we've just learned about some injuries there. abc 7 news reporter matt keller is at the scene for us this morning. matt. >> good morning, jessica. yes, two people with smoke inhalation. they are considered minor injuries. they were taken to the hospital. no word on where they were in location to this fire. there is an apartment complex that is right next to this apartment complex that is under construction and was on fire this morning. a three-alarm fire here. this the second phase of that apartment complex. that's the renaissance apartments. this the renaissance apartments phase 2. this phase 2 has gone up in flames, and it looks like it is severely damaged. firefighters do say they have this fire under control. they say the flames are contained to this building. about 250 people were evacuated

at that adjacent apartment complex. they were taken to a nearby park. they are going to be there for at least a few more hours. firefighters are worried about collapse of this apartment complex under construction and the possibility of flames reaching over to that other building. they do say, though, that they are going to inspect the building, make sure everything is safe. they will start letting some of the people back into their homes in the next couple of hours or so. see the firefighters aret now, around the fire in their ladder trucks. they have water going onto the flames that are in this building. they are going to continue to do that for at least a couple more hours. as for the investigation into the cause of this fire, they say it's so hot and so big and the damage from a couple of collapses around this under construction building, that they are going to have to wait 24 to 48 hours before they can get their investigators inside to try to figure out what caused this fire here.

many road closures around the area. sue, i'll have the details on that a little bit later in the newscast. back to you in the studio. >> matt keller live for us in concord. thank you. this week san francisco will begin targeting homeless encampments in the mission district. the city will act under the authority of proposition q. that prohibits tent encampments on city sidewalks. the mayor said it will end the policy of enabling street behavior. homeless advocates say it simply moves people from one place to another without providing additional housing. police are looking for a suspect who robbed a woman at gunpoint on treasure island. police say it happened around 12:30 sunday afternoon on 9th street. the victim says two men in their late teens grabbed her camera as they struggled over the camera, one pulled out the gun. the victim backed away. she was not hurt. >> three high school students in oakland are recovering after getting hit by a car. sky 7 was above oakland tech after 2:30 as police were there.

investigators say students were in the crosswalk when they got hit. all three were taken to the hospital with nonlife threatening injuries. it does not appear the driver hit them on purpose. the gunman accused of killing four people at a tennessee waffle house is now in custody. >> now the attention turns to his father and whether or not he could face charges. 29-year-old nashville resident travis reinking was arrested yesterday. this is video of his first court appearance. the motive remains unknown. he was arrested last july after entering a restricted area near the white house. illinois police revoked his firearms card and seized four guns including ar-15 used at the waffle house shooting. deputies returned the guns to reinking's father who then gave them back to his son. atf says it is against the law to transfer a gun to someone knowingly prohibited from having one. so far no charges announced. we're hearing about four people killed. akilah dasilva, an aspiring rap

artist p she was only 21 at the university. ant a long time employee of the waffle house. joe perez just 20 years old. the mother said their family is shattered and they are asking for prayers. a judge will consider two different motions for the man acquitted of murder. he still faces federal gun charges in connection with the 2015 shooting. the first motion asks the judge to dismiss one charge. the other asks for permission to gather evidence on the claim that the gun charges are vindictive. defense lawyer said the down charges are an attempt to punish their client from being acquitted in state court. he faces up to 10 years in prison on federal gun charges. he's scheduled to be in court at 10:30. planned parenthood in mountain view forced to move. fortunately for patients it's not going far. katie has the story from mountain view. >> reporter: for more than 20 years planned parenthood

operated on this prominent corner in mountain view, but it's moving day. >> it was absolutely very difficult. >> reporter: the nonprofit clinic spent the last year looking for a location in the city something available and affordable after learning its current home in san antonio would be redeveloped. they struck gold. >> we're really excited we were able to find a location that's not only in mountain view but just down the street and near transit. >> reporter: planned parenthood bought this building for $7 million. it will allow the clinic to serve 10,000 patients a year without uprighting them. >> the new location is larger. it will allow us to hopefulliee more patients, partner with other organizations. >> reporter: organizations like santa clara county. the supervisor suggest the county find a location and lease space to planned parenthood. but the opposite is now happening. the county will lease space from planned parenthood and offer additional health services. he said mountain view could not

in concord this morning, a building under construction at the intersection of clayton and galindo streets. evacuations under way nearby. matt keller at the scene with the latest information. matt. >> reporter: good morning, jessica. there are still flames coming from the top of this building here, although firefighters say they have this under control. those flames are contained to the apartment complex that is under construction here on concord avenue. contra costa health issued a health advisory for people with respiratory conditions. they are advising people to stay inside or stay away from the area. that is for a one-mile radius here around this fire. now, this is a massive structure, about 260,000 square feet, as high as six stories. parts of the building has collapsed. this under construction apartment building is the second phase of the adjacent renaissance square apartments. about 250 people evacuated from that building and sent to a

sidewalk in toronto set to make his first court appearance. >> police arrested alek minassian, 10 died, 15 hurt in what some say was a deliberate attack. witnesses describe a horrifying scene. >> it was really bad. i couldn't believe what i seen. everyone getting hit one by one. post office box crumbled up on people. one person got dragged. >> police working to find a motive. they will not say whether it's being investigated as an act of terror. they are monitoring closely and expected to make a statement this morning. new details this morning about the modest, a man arrested in the alleged bombing and shooting attack at san francisco pier 39. everett jamison will plead guilty in june. details have not been made public. he was arrested in december after telling undercover fbi agents, one of whom he thought

worked for isis, of his plan to use pipe bombs and guns to kill tourists. federal magistrate found jamison appears to have a mental health condition. 5:35, happening today we are expected to learn more details about a tuberculosis warning p someone associated with laurel creek elementry school is treated for tuberculosis. city health officials working with the school to minimize further exposure to the staff. symptoms include coughing, weakness, fever and night sweats. it will take place at the school from 5:00 to 6:00 p.m. tomorrow. a tb screening and testing clinic will be set up at the school next week. new evidence this morning of the growing drug problem facing b.a.r.t. abc 7 posted this photo to social media. it shows a man passed out on a b.a.r.t. train. there you can see he's holding a hypodermic needle. the passenger said he felt threatened by the man once he came to. it's similar to last month when

abc 7 news reporter snapped this photo of needles all over a seat on b.a.r.t. the transit agency is responding, has a relatively new program on trains looking for addicts and offering them help for treatment. san francisco attacking a problem on streets, discarded syringes. mark farrell hiring 10 workers conducting sweeps across the city collecting needles left behind by drug users. business owners can report needles calling 311. farrell says the needle and syringe issue has become a health epidemic. activists forced the government to react to the treatment at sfo. they stopped him when he arrived tuesday evening. he was then sent back to the philippines thursday morning. he was due to speak at a human rights conference in d.c. at the invitation of local church.

northern california. his next stop will be in boston. former president george h.w. bush remains in intensive care this morning fighting an inspection that spread to his blood stream. he was admitted to a houston hospital sunday just a day after the funeral of his late wife barbara bush. a family spokesman says mr. bush is responding to treatment. he appears to be recovering. the former president is 93-year-old. >> holding a hearing on ordinance aimed at cutting single use food ware, mostly plastic containers and utensils used by restaurants and food vendors. the measure would require reusable food ware for dine in and takeout service. the ordinance would limit use of plastic bottles, caps, lids, straws, cups and napkins. food vendors would charge $0.25 for disposable cups and food containers. a san francisco woman received a mysterious package overseas and then another.
