680 backed up to pleasa if you can take ace train a great way to get around it otherwise 580, 238 to get around. that's going to be some time before they get cleared up. southbound 880 before winton, accident blocking lane from the left. slow traffic back to 238 as well. >> breaking news from the abc 7 live desk. >> we're following breaking news in the east bay where firefighters in concord still pouring water on the burned rubble of a building that was under construction. can you see it went up in flames earlier this morning. we are learning that there were injuries. now there's also a warning from health officials. abc 7 news reporter matt keller on the scene for us right now with the latest information. he's at clayton road and galindo street. matt. >> good morning, jessica. a lot going on out here. the fire is considered to be under control.

the firefighters are still putting a lot of water onto the structure here. two people were taken to the hospital for smoke inhalation. those injuries are considered minor and smoke is a major issue out here. contra costa complaint health issued a health advisory for people with respiratory conditions. they want people to stay inside or stay away from the area. this is a massive structure. about 260,000 square feet, six stories. this under construction apartment building is the second phase of adjacent renaissance square apartments. parts of the building have collapsed. >> essentially all you have is wood that's exposed. there is no sheetrock, none of that that's around it. so because of that, it's basically wide open. anybody who has ever built a campfire knows that you need kindergarten ling. that is the phase of construction that they were in in this portion of the building. >> about 250 people were evacuated from the renaissance square apartments and sent to a nearby park. firefighters say they are making

sure the area is safe before they let people back in. firefighters expect it to be a while before they get answers about what started this fire. reporting live in concord, matt keller, abc 7 news. >> thank you, matt. this week san francisco will target homeless endampments in the mission district on the authority of proposition q. that prohibits tent encampments on city sidewalks. the mayor said it will end the policy of enabling street behavior. homeless advocates say it simply moves people from one place to another without providing additional housing. three high schools students recovering after being hit by a car after 2:30. the students were on the crosswalk when they were hit. all three were taken to the hospital with nonlife threatening injuries. it does not appear the driver hit them on purpose. the gunman accused of killing four people at a tennessee waffle house is in custody. now the attention turns to his

father and whether or not he could also face charges. 29-year-old nashville resident travis reinking arrested yesterday. this is video of his first court appearance. the motive remains unknown. he was arrested last july after entering a restricted area near the lighthouse. illinois police revoked his firearms card, seized four guns including ar-15 used in waffle house shooting. deputies returned the guns to reinking's father but the father apparently gave them back to his son. atf said it's against federal law to transfer a gun to someone knowingly if not having one. >> the four people killed. an aspiring rap artist, a long n time employee of waffle house and joe perez was 20 years old. the family is shattered and

asking for prayers. the defense will consider two defense motions for the man accused of murdering kate steinly. he faces two federal gun charges in connection with the 2015 shooting. the first motion asks the judge to dismiss one charge. the other asks for permission to gather evidence on gun charges vindictive. the gun charges and attempt to punish the client. he faces ten years in prison on the federal gun charges. he's scheduled to be in court at 10:30 this morning. >> a parenteau parenthood forced to move after they found their current building will be redeveloped. this bought this property a few miles away for $7 million. it will continue to serve 7,000 patients a year. >> we're really excited we find a location not only in mountain view but down the street and

near transit. it will allow us to partner with other organizations. >> they plan to lease space to the clinic to offer additional health services. planned parenthood will open at the new location in january without a disruption in service. southwest warning to double-check flight status as it inspects fan blades on airplanes. more than 100 flights canceled yesterday, hundreds more delayed. a live look at sfo right now. so far flight aware reports 11 cancellations and 43 delays. it's unclear how many are directly connected to the inspections. the planes are being inspected after last week's deadly midair engine breakup that led to the death of a passenger. ntsb suspects metal fatigue and fan played caused that accident. >> drivers in san francisco will have to endure construction longer than expected. >> new this morning facebook making a major revelation about what you can and cannot post on

forecast. let's talk about weather. biggest drop walnut 8 0 clouds lingering a little more than everywhere else. how about 70s, that feels comfortable. >> thank you, mike. 6:25, new information about pregnancy and caffeine. a new study shows caffeine intake during pregnancy can affect the child's brain and later likelihood of obesity. the study looked at 50,000 women in norway. they found excessive caffeine linked to excessive growth during the infant's first year stand increased chance of obesity eight years later. the researchers suggest sticking to less than 200 milligrams of

caffeine a day. that's about two to three cups of coffee. they found associations even below the level. the study in the journal of mj. growing problems children are facing, struggling to keep up with schoolwork. many don't have high-speed internet access at home. now google says it could have a possible answer. tech giant providing kids in rural community with laptops and equipping school buses with wi-fi. >> the google bus makes people more productive. when they go back to school they can't say i don't have wi-fi at home. have you wi-fi on the bus. don't lie. >> before they were throwing paper wads and horse playing. now they are content with their wi-fi. >> interesting. some kids have very long commutes on the bus. web use limited to schoolwork. there's a teacher to keep them

shoulder. you have very slow traffic now leaving concord and highway 4 southbound on 680 to 24. >> now breaking news from the abc 7 live desk. >> this breaking news in concord where an apartment complex under construction has gone up in flames. quite an impressive sight, looks better now. smoke still coming from the building where officials issued a health warning. abc 7 matt keller on the scene at clayton and galindo street. matt. >> reporter: good morning, jessica. as the sun comes up you get a better view of the damage. standing there six-story parking structure. around it can you see some of the building collapsed. still a lot of smoke in the area. contra costa county issued health advisory for folks with respiratory conditions. they want people to stay away from the area. this is a massive structure, about 260,000 square feet. this under construction apartment building second phase of adjacent renaissance square

apartments. about 250 people evacuated from that building and sent to a nearby park. firefighters expected to be a while before they get answers about what started the fire. >> we're just getting started. we probably just based on the amount of damage and heat that's going to be in the structure, we think we'll probably not be able to get in for 24 to 48 hours to start the investigation in the area of origin at this point. >> people taken to the hospital for smoke inhalation. those injuries are considered minor. here is the big issue for evacuees as we come back out here live and take a look at this picture on your screen. firefighters are expecting that part of the building to collapse at some point this morning. they want to make sure no one is around when that happens. another issue for evacuees, firefighters say they are going to wait to return those people to that building until that health advisory for the smoke has expired. reporting live in concord, matt keller, abc 7 news. >> quite a morning for everyone involved. thank you. we alerted you to the evacuation

francisco's pier 39. court documents show everett jamison will plead guilty in june. details of the plea agreement have not been made public. he was arrested in september after telling undercover fbi agents, one of whom he thought worked for isis of a plan to use pipe bombs to kill tourists. they suspect a mental condition. new details about a tuberculosis warning at an elementary school in fairfield. an unnamed person associated with laurel creek elementary school is treated now. health officials working with the school toll minimize further exposure to students and staff. symptoms include coughing, weakness, fever and night sweats. a discussion will pb held tomorrow and tb screening and testing clinic will be scheduled at the school next week. >> new evidence this morning of growing drug problem facing b.a.r.t. abc 7 posted this photo to

social media. here you see a man passed out on b.a.r.t. train and he's holding a hypodermic needle. the passenger said he felt threatened by the man once he came to. it's similar to last month when abc 7 news reporter snapped this photo. needles on a seat. b.a.r.t. is responding. the transit agency has a relatively new program to patrol trains looking for addicts and getting them help for treatment. san francisco launching new team for a problem on the street, discarded syringes. they hired 10 new workers conducting sweeps across the city collecting needles left behind by drug users. neighbors and business owners can report needles calling 311. farrell says needle and syringe issue has become a health epidemic in the city. >> activists vowed to force the government to answer for treatment of jerome abba at sfo.

breaking news right now. this is a picture of the white house, the south lawn. there we go. this is what i'm referring to. this is from miami. these are live images coming into our live desk. can you see a firefighter actually rappelling down a building trying to save this worker who was on scaffolding on the side of the building. the scaffolding collapsed. he's the guy in the orange shirt. he's been hanging on for dear life. you see at the bottom of the screen firefighters had tried to reach that worker with a ladder truck, wasn't quite high enough, so now they are rappelling down the building. looks like they have him secured right now. they are trying to get a harness on that worker. there's another worker on the other side of the scaffolding as we zoom out there. you can see another person is in that orange shirt there on the side of the scaffolding hanging on as well. we will keep our eyes on the situation again. this is happening in florida, palmetto bay. can you see it's a very large building with a lot of height.

firefighters trying to get to these men and pull them up safely. looks like they are going on top of the building rather than pull them down onto that ladder truck and try to get them down that way. again, they have been trying to use the ladder truck. can you see it's just shy a couple feet from getting to that worker. instead firefighters have decided with the rescue team to go down and to secure that worker into a harness. we're going to see them hull up with worker onto the top of the building. no word yet on how they are going to get that second man off of the side of the scaffolding as well. we assume they are going to use the same tactic. you can see that very dangerous situation for both the rescue worker and original worker that was on the scaffolding at the time it collapsed. some windows there, but they have chosen to go off of the side or top of the building there. you see the other worker still hanging on. he's kind of in a better
