thank you. well now to our other developing story. the atf is joining the investigation into a massive fire at an an apartment complex in concord. >> the fire wiped out a two-block area. the question is whether it was arson. >> abc 7 news reporter leslie brinkley live on scene with new details. >> reporter: that's right. the press conference is about to get under way out here in regards to officials giving us an update on the fire. 250 people are still evacuated and the damage so far, $55 million. the call came in at 1:00 a.m. a fire, a massive one, in what was going to be the renaissance two apartment complex. much of the construction site in stim frame phrasing with all wood. >> because the rest of the construction wasn't complete yet, the fire was able to spread and go through fire walls that were existing because none of

the openings were protected. that led to the rapid build of the fire as well as the spread of the fire. >> a neighboring apartment complex was evacuated, 250 residents who escaped in pajamas. >> and i heard, you know, some cops banging on doors and saying this is not a drill. this is not a drill. hit the pavement on the first floor, you see the ash and the fire. >> some took refuge at a downtown bar vinnies where they slept in booths. others retreated to a red cross shelter >> we are taking in groups of ten. >> by in afternoon people retrieved pets and medicine left behind as they recall the immensity of the fire. >> you could see the flames and everything. everyone was screaming get out of here. that's what it looked like last night. >> by dawn the blaze was under control, although some scaffolding collapsed midday tp traffic was a mess with parts of the roads still closed. alcohol tobacco and firearms to

925-603-5828. with that i'll introduce chief kerry our incident commander. >> good afternoon. my name is it terrence kerry assist chief contra county cary. carey. at kplks 1:00 a.m. this morning we received multiple calls to the dispatch center of a working construction fire in the city of concord. units two blocks away from station six responded as any pulled out the of the station they saw the larnl glow in the sky. upon arrival they had reporting a large city block of a five-story apartment complex under construction and in the framing stages, well involved in fire. battalion chief civila behind me was the initial incident commander. he called for an immediate second alarm and a third alarm which brought over 70 firefighters and 230 additional overhead personnel from the fire

district to the scene. fire operations commenced into a defensive operation with surrounding the building. our goal was to contain the building -- the fire to the building of origin and keep it from spreading to adjacent structures. we were successful in keeping the fire from spreading to an inhabited structure next door which was of equal sizes, approximately 180 units. that building was saved, as well as a long-term pickry that's been well established in the community. that's a locally small owned business. that was saved as well. at this point in time we only have report of two injuries of citizens with smoke inhalation. significant developments since the morning briefing, we have had -- we had to back -- you can see a large portion of a wall came down. it was a scaffolding.

>> whoa, whoo! -- five-story scaffolding collapsed. we anticipated that. we had a collapse zone set up to protect all the fire personnel. and there was no injuries as a result of that. we do anticipate potentially further wall collapses. at this point in time we're in defensive operations. we're still putting out hot spots. but all the firefighters are far enough back from the structure in case there are additional collapses. we also have had the arrival of atf to bjork with us and the investigation. and the kornet costa vision vier fessing you know investigates all fires and we take it seriously. we're the lead agency on the investigation. we're being assisted in the investigation by partner" agency concord police department and atf on-site. . at that point in time we're going to continue operations through the night.

elizabeth her, abc news new york. chevron will pay $170,000 to settle air quality violations at the richmond refinery. the settlement with the bay area air quality management district stems from 25 violations at the refinery during 2014 and 2015. the violations include flaring events that exceeded hoijd sul fied limits and a public nuisance violation for odor. the district says all vials have been corrected. chevron issued a statement saying it takes the matters seriously and taken preventative measures to prevent similar situations. today a judge in tennessee revoked the wolf house suspect $2 million bond. trafg reinking has been charged with four counts of criminal homicide arrested monday in connection with sunday's attack outside of nashville. the man who wrestled the gun away from the suspect was honored by tennessee lawmakers. james shaw jr. said he acted for
