>> reporter: controversy over a violent takedown caught on camera. the pasco county sheriff's office said some administrators asked for assistance with a female student who was skipping class and causing a disruption in the cafeteria. the cellphone video capturing only part of the incident. but the sheriff's office released body cam video. it reveals the entire interaction. the corporal repeatedly asked the student to step outside. >> come outside and talk to me. i won't have to lay a hand on you. get these guys out of here. up, go. >> oh, now you want to -- >> reporter: the body cam shows the student raise her hand at the corporal. and that's when he took her to the ground and into custody. the sheriff's office saying they were aware of reports she was taken to the hospital. after reviewing the evidence, the sheriff's department says they stand by his actions. >> he'll be going back into that school again. >> reporter: the student is being charged with resisting arrest and disrupting a school

good morning. i'm kendis gibson. >> i'm diane macedo. here are some of the top headlines we're following on "world news now." ronny jackson is fighting to be the next v.a. secretary. he denies that he got drunk and wrecked a government car. the jury in bill cosby's sexual assault retrial heads back to the courthouse for a second day of deliberations. one of the questions so far was one of the questions so far was a legal definition of consent. the e. coli outbreak has spread. the source of the outbreak still unknown.

the cleveland browns have the first pick. yeah, they've had it in the past. this year they also have the fourth overall pick. the giants and jets will pick second and third. it all starts tonight at 8:00 p.m. eastern time and ends in like two weeks' time. those are some of our top stories on this thursday, april 26th. from abc news, this is "world news now." and we do say good morning to everybody on this thursday. we are going to start with that white house doctor who is up for the nomination for the v.a. we're told there was a late night meeting held at the white house with administration officials and reportedly the administration is preparing some plans should ronny jackson withdraw his nomination. >> jackson's still fighting for the job in the face of another wave of allegations about drunken episodes and improperly

dispensing prescriptions. mary bruce has details. >> reporter: toxic, abusive and volatile. that's how some former and current colleagues are describing the president's pick to lead the v.a. accounts provided to abc news paint an explosive picture of dr. ronny jackson. one describing him as, quote, the most unethical person i have ever worked with. have you seen any concrete evidence? >> we've talked to a number of folks who have made these claims, and we need to find out if it's true or not. >> reporter: jackson is accused of drinking on duty. on one occasion when traveling with the president he allegedly could not be reached when needed because he was passed out drunk in his hotel room. at a party he allegedly got drunk and wrecked a government vehicle. there are also accusations about his prescribing practices. he once allegedly gave a large supply to percocet, a prescription opioid, to another staffer without documenting it, throwing his staff into a panic.

when traveling on air force one, physicians and nurses describe him as handing out ambien to help people to sleep and provigil to help them wake. >> they called him "the candy man." if that's standard operating procedure, i have not witnessed it, nor have i participated in it. >> reporter: jackson was spotted at the white house. asked about prescribing that percocet, he denied it. >> i have no idea where that's coming from. >> reporter: and wrecking a government car? he denies that, too. >> very easy to prove that. >> reporter: before these new bombshell allegations came out, the white house spent the day defending jackson. >> dr. jackson's had at least four independent background investigations conducted during his time at the white house. the investigations revealed no areas of concern. >> reporter: but she couldn't

say if they vetted him again before nominating him to lead the v.a. >> when was his most recent background check? >> i'd have to look at the specific date, but my understanding is a new one took place at the time of the new administration. >> reporter: there are already serious questions about whether the president's personal physician can manage the second largest agency with a budget of nearly $200 billion. >> i know there's an experience problem, because lack of experience. >> reporter: the white house insisted jackson is the right person for the job. >> if he didn't think he had the experience he wouldn't have nominated him. he said that had been one of the questions people had posed about him. >> reporter: the white house says these sweeping allegations never came up before he was nominated. we heard the white house press secretary say those previous vettings provided nothing but glowing evaluations and that no red flags were ever raised. mary bruce, abc news, capitol hill. >> our thanks to mary on the hill. and scott pruitt is expected to

face a barrage of tough questions from both parties when he appears before congress today. pruitt is under fire for a series of ethics allegations, including excessive spending and renting a $50 a night condo from the wife of an energy lobbyist. republicans have praised pruitt for cutting regulations, but a growing number criticizing him for allegedly abusing taxpayer money. pruitt is expected to answer for himself. and two of president trump's most enthusiastic supporters are also heading to capitol hill today. the youtube stars known as diamond and silk are expected to appear before the house judiciary committee. and they plan to discuss allegations of censoring conservative voices on social media such as facebook which have labeled their content as unsafe. it is entertaining. a nationwide manhunt is under way for a man who shot and killed an officer.

he stole a cruiser and robbed a convenience store, according to investigators. the cruiser was later found abandoned a few miles away with no sign of williams. and in dallas, one of the officers shot at a home depot has died from his injuries. his partner and security guard were also shot in that attack. the other officer and security guard are still in critical condition. after a chase across the city, the suspect, armando juarez, is now in custody. the serial murderer and rapist known as the golden state killer is behind bars. dna evidence led them to the joseph deangelo. he's accused of 12 murders, 45 rapes and dozens of burglaries up and down the state of california over the span of years. most of those crimes took place around sacramento and the san

francisco bay area. many of the victims are relieved to hear about deangelo's arrest. >> i went to the hospital with victims to -- who had been sexually assaulted. and the not knowing who the person was terrorized contra costa county at the time. >> so far deangelo has been charged with eight murders. a prosecutor in southern california's ventura county where deangelo is charged with two of those killings says he will seek the death penalty. after a soggy end to the week most of the east is headed for a warmup this weekend. more rain will be moving to the northeast today and tomorrow, but starting saturday and extending into next wednesday, a warm surge is expected to push through from the midwest to the east coast. temperatures could reach well into the 60s, 70s, even the 80s. break the shorts out. >> woo-hoo, break out the suntan lotion. say good-bye to nearly every make of ford car. they have announced that they're killing the fiesta, taurus,

terrorized california in the '70s and '80s, allegedly committing at least 12 murders, 45 rapes and dozens of burglaries across the state. now investigators say dna evidence led them to a former police officer, joseph deangelo and linked him to eight of those murders. >> he seemed shocked when officers appeared to arrest him, telling them he had a roast in the oven. whit johnson has more. >> reporter: hiding in plain sight. police say one of the most elusive serial killers in american history has been captured outside his suburban home. >> we found the needle in the haystack. and it was right here in sacramento. >> reporter: law enforcement now identifying 72-year-old joseph james deangelo as the golden state killer. the once-married, former police officer now under arrest for a violent crime spree that terrorized california for more than 40 years. >> simply, he was committing the crimes during the time he was employed as a peace officer.

obviously we're looking into whether it was on the job. >> reporter: detectives working the case for decades, but deangelo not a suspect until days ago when they got a break. they say cutting-edge dna testing allowed them to make a match. >> we were able to get some discarded dna and confirm what we thought we already knew. that we had our man. >> reporter: at least 12 murders, 45 rapes and more than 100 burglaries spread fear across the state in the 1970s and '80s. his voice allegedly heard in this chilling phone call, taunting one of his victims. those crimes meticulously planned. the suspect wearing a ski mask would break into homes, gag, blindfold and tie up his female prey before carrying out his brutal attacks. police could be seen searching deangelo's home in this quiet sacramento neighborhood. his neighbors stunned. >> he was just an odd guy, kind of kept to himself but had a temper.
