lunchtime. mid to upper 60s, a quiet afternoon. definitely cooler especially inland. you definitely want the jacket at the coast. mid 50s there. let's look at the morning commute. any hot spots yet? >> the only hot spots has been due to road work. it looks like that's starting to get better. eastbound 580 between grove way and palo verde. various lanes scheduled to be closed. they're picking part of that up already. a solid 1.5, 2 mile backup. looks like that's starting to loosen up. other than that, seeing our typical vom yule out of the central valley. westbound 205 to 580, 16 and 14 miles an hour respectively. no lanes blocked along that route. a lot of folks heading in the westbound direction. next traffic update we'll look at drive times. >> now a live desk update from abc 7 mornings. >> after decades of evading law enforcement, the man suspected of being the golden state killer is finally in jail.

we've learned 72-year-old joseph james deangelo will be arraigned tomorrow on murder charges. police announced the major break in the case yesterday. the golden state killer was one of california's most feared serial killers in the 1970s and '80s, responsible for 12 murders and upwards of 50 rapes plus more than 100 burglaries. he was also called the east area rapist, the original night stalker during his reign of terror across california. police connected the dots and realized it might be the same person. the sacramento d.a. was on gma this morning and spoke out about the case. >> it's all about passion and persistence and ultimately about dna. i always believed that dna is the silent witness to the truth. that truth may have been quieted for 40-something years. we're now here and we have the answer. >> deangelo only became a suspect a few days ago. a discarded dna sample provided the confirmation detectives

needed. he was a former police officer who worked near vie syria and auburn. at this point he's only charged with two counts of murder for the death of a sacramento area couple in 1978, but police promise more charges to come. >> jessica, thank you. for most of her life, a santa cruz woman has wondered who killed her father and step mother. >> she figured police would never find the golden state killer. 38 years later she gets the answer that she didn't think she'd hear. matt keller joins us from our south bay bureau with what she wants now. >> reporter: the murders of her father and stepmother took place in 1980. now she wants a confession. >> save us a bunch of money and agony and drama. then i would like him to be in general population where he has to live every moment of his life in terror. >> reporter: jennifer carroll was home in santa cruz when she

learned of the arrest. she grew up with her mom and two young brothers, not >> as things progressed, we learned they were bludgeoned to death with a log from a stack of fire wood they had outside their home. >> reporter: 20 years later in the year 2000, investigators told carroll they linked the murders to the golden state killer. in 2018, the arrest of joseph deangelo. carol says if there is a trial, she's ready to testify. live from the south bay newsroom, matt keller, abc news. save mart is confirming joseph james deangelo worked for the company for 27 years at a distribution center in roseville outside of sacramento. in a text message to "the sacramento bee," the company spokesperson said, quote, none of his actions in the workplace would have led us to suspect any connection to crimes being

consideration. in a statement just released, dr. ronny jackson says allegations against him are false and fabricated. he's accused of giving out percocet without prescription and wrecking a government car while intoxicated. happening today, a groundbreaking ceremony for the first affordable housing project in the north bay since the devastating october fires. construction crews will build 50 new units in napa at 433 soscol avenue. burbank housing is a local non-profit. it says the project is made possible thanks to donors. a fire relief fundraised $33 million. we are hearing from a contractor accused of mishandling a billion dollar cleanup at the hunter's point shipyard in san francisco. tetra tech was hired to clean up radioactive waste from ships involved in nuclear testing. the engineer promised to answer environmentalists and city leaders who believe his company

never did the job. the epa found that tetra tech falsified nearly all of its soil tests slated for housing. >> we want to assure the neighborhoods and residents that what we did was proper and followed all navy and regulatory guidelines, protocols and work plans. >> tetra tech announced it will pay for an independent soil test. it expects the new testing to take at least two months. a federal judge ruled conservative groups can sue uc berkeley over restrictions put in place for high profile speakers. this is according to "the chronicle." restrictions were created after violent protests over the scheduled appearance of milo yiannopoulos. conservatives claim this is discrimination. >> happening today. the senate judiciary committee is expected to vote on a bill to protect special counsel robert mueller's job. it would give special counsel a ten-day window for a court to

review a firing. republicans right now split over the legislation. a few gop lawmakers support it. most 07 pose it. they argue it's unnecessary because president trump will not fire mueller. the president has repeatedly attacked the oven going russia investigation. the white house says president trump wants to offer his opinion on what evidence seized from his personal attorney are protected by attorney-client privilege. prosecutors san jose the documents are part of a criminal fraud investigation. mr. trump's attorney michael cohen is expected back in court today. he's fighting to force prosecutors to return many of the items ceased in the fbi raids. you're never never more than seven minutes away from my accuweather forecast. here in san francisco, we expect steady weather. we're right around 49 to 52 degrees which is where we were at this time yesterday. 149 in the sunset. 51 in petaluma, walnut creek.

period. you may those floods swept away homes and triggered mud slietsds. the national weather service says if this total is certified it would break the current record of 43 inches recorded in alvin, texas. 5:14. a new study suggests commutes longer than 90 minutes are becoming more and more common. those rides are called super commutes. the stockton region is number one in the nation. 10% of its commuters are super commuters. modesto is next, nearly 7%. san francisco has nearly 5%. other cities include sacramento, santa rosa and san jose. many super commuters use more than one mode of transportation. >> i take the b.a.r.t. about an hour. total commute time is about an hour and a half. >> researchers say the leading cause of long commutes is, of course, a shortage of affordable

housing. another is lack of convenient transit options. in today's gma facebook, new concern over smart devices like the amazon tap spying on you. >> you may think the microphone is off. it may not be. here is abc's candice gibson. >> reporter: in this morning's gma first look, it's one of the hottest items on the markets. alexa scheduled to sell more than 43 million units. this morning researchers said they found a flaw that could let alexa record a user without their knowledge. take a look at what researchers at the cyber security firm checkmarx found after using a calculator app. >> an unsuspecting user believes the session with alexa is over, but everything is uploaded to amazon. >> reporter: amazon saying it fixed the b pro, we have put mitigations in place for detecting this type of skill behavior and reject orr suppress the skills when we do. at 7:00 a.m. we'll have more on

we really don't have many issues, taking you in to castro valley where we had overnight road work between grove way and palo verde. it looks like they've totally cleared that up. we or back in the green and not seeing delays in the area. in the south bay, you've been quiet as well. here is a look at 101 and 880, slowly increasing volume on the northbound side. that's about it so far today. getting ready to buy a new car? michael finney and the 7 on your side team says prepare yourself for sticker shock. rising auto prices, higher interest rates and longer loans are adding to the cost of buying a new car. buyers financing their purchase should expect to pay about $6,500 more than five years ago. edmunds.com says the average price of a new car tops $34,600 as of the last month. ford says it will stop producing and selling all but two passenger cars in north america. that means say good-bye to the

fiesta, taurus, fusion and the regular focus. ford says it's going to focus on what car buyers love, suvs and trucks. the only remaining ford passenger cars will be the mustang and a new vehicle called the ford focus active. by 2020 almost 90% of vehicles sold by ford will be trucks, suvs and commercial vehicles. >> really interesting. >> a huge change. the mayor of san francisco says he's waging war on the city's filthy streets. the mayor unveiled a plan calling for spending nearly $13 mill one to clean up city streets over the next 2 1/2 years. more than $3.5 million earmarked for street cleaning equipment. the department of public works says they're getting hundreds of calls a day. >> we're double and triple shifting our steam cleaners and equipment. with this funding, we'll be able to buy some more equipment. >> the planning crew 44

and inland with already 53 at the coast. let's see if there's any issues on the road this morning. here is alexis. >> one particular slow spot right now. of course that's the bay bridge toll plaza. the metering lights flipped on at 5:20 this morning. things are filling in as you approach the maze and try to get through the metering lights. the rest of the way into san francisco. we have trouble with b.a.r.t. this morning, however. 20-minute delay in all directions on the fremont line. we did just talk to their spokesperson. they said unscheduled track maintenance in hayward has wrapped up. they are still having switching problems between lake merritt and fruitvale. still have the 20-minute delay. we'll take a look at drive times coming up at 5:40. the man accused of being the golden state killer is now in police custody, and we have learned he is scheduled to be arraigned tomorrow. former police officer joseph james deangelo was arrested yesterday morning at a sacramento area home after dna linked him to a pair of mr ders.

investigators say he terrorized california for more than a decade. at least 12 murders, upwards of 50 rapes, more than 100 burglaries spread across the state from 1974 to 1986. they began in and around sacramento, then moved around be bay area and across california. the last known victim was janelle cruz. the 18-year-old was murdered in 1986. her sister has been fighting to bring the killer to justice ever since. >> everybody is so overwhelmed right now. i don't even think that we are processing it. it's just happened so quick. we're just going through a lot of different emotions. >> dee anglo only became a suspect a few days ago when investigators had the break in the case. they used a discarded dna sample to confirm the link. deangelo was a former police officer who worked near vie syria and auburn. the case far from over at this

point. you you heard, the family members of victims still processing it. deangelo has only been arrested at this point for a pair of murders. prosecutors promise a lot more charges in the coming days. >> the crimes we're talking about here were especially cruel. in fact, police say the golden state killer made phone calls to his victims before and after attacks. a phone wiretap caught a chilling call to one of those victims. i have to warn you, this is very disturbing to listen to. you're going to clearly hear the word "kill" over and over again from this call in 1978. >> i'm gonna kill you. i'm gonna kill you. i'm gonna kill you. >> police in the sacramento area also received a call from a man claiming that he was the killer. the caller taunted the officer who answered the phone bragging

that he would never be caught. >> dee anglo's neighbors say he was quirky and had a temper but never suspected he could be a possible killer. he lived in the sacramento suburb of citrus heights for 30 years. neighbors say she shared a home with his daughter and granddaughter. >> i remember my mother and grandmother being terrified, and my dad. it was literally just terrifying. >> i can't believe he's been that close for that long. this is always a calm and quiet family friendly area. >> the sacramento county sheriff says when deputies arrested him at his home, he told them he had a roast in the oven. officers said they would take care of it. we have compiled a timeline about deangelo and his suspected victims. you can find it at abc7news.com and the abc 7 news app. happening today, the large apartment complex that went up in flames in concord is set to be demolished this morning.

>> hundreds living near are evacuated, several major streets are skill closed. abc 7's amy hollyfield live in concord this morning. >> reporter: shear why, reggie. look behind me. this thing still has flare-ups happening. you can see smoke coming from the building. we saw fire peeking out of a window within the hour. still a big threat here. firefighters have not been able to go in and put this fire out for good. they're too worried about the walls collapsing. that's why they have all these streets shut down and the evacuation order in place. now engineers have decided the next move is to demolish this building. tearing it down will enable firefighters to finally get water to the smoldering hot spots. investigators will also be able to get in there and finally start looking for the cause. the main thing is to secure the building so the people living next door can go home. an evacuation order is in place for that building.

nearby streets also shut down which has impacted some businesses. >> we have these barricades and they don't know when they'll be taken down because they're afraid the building is going to come down. >> reporter: here is a look at the fire that lit up the night and destroyed this building. the call came in just a few minutes before 1:00 a.m. on tuesday. this was a building that was under construction. they were building an apartment complex here at galindo street and concord boulevard. they don't know yet whether this was a case of arson or if it demolition is set to start at 8:00 this morning. then they hope to start being able to decide when they can let the next door neighbors return home. live in concord, amy hollyfield, abc 7 news. b.a.r.t. says service to the hayward station is going to be back to normal after aa man shot at a police officer. police say they were investigating a different shooting last night when a man shot at a hayward officer near the station.

neither hayward nor b.a.r.t. police shot back. riders experienced major delays as police investigated the incident. nobody got hurt and police arrested one suspect. the woman who accused 49ers linebacker reuben foster of beating her now says xi lied about it. prosecutors filed domestic violence charges against him two weeks ago. his former girlfriend, alyssa ennis, claims her injuries were caused by a fight with another woman. foster tried to end the relationship after he tried to fight. it goes on to say, quote, she was extremely upset and told him if he broke up with her she would, quote, trash his career. fster remains on the 49ers roster. epa chief scott pruitt in the hot seat. two congressional committees set to question him about the spending and ethics scandal surrounding him. e's facing criticism for his costly first class travel, high price salary hikes for two of his aides and the installation of a soundproof phone booth in his office. president trump has continued to

stand by pruitt. both republican and democratic lawmakers have called for new investigations into the epa chef's actions. you're never more than seven minutes away from my accuweather forecast. we'll start with the east bay where san leandro and oren dough are the coolest at 49. berkeley, el sobron they, castro valley and fremont 53 degrees. across the bay we're also in the low to mid 50s from san francisco all the way down to 55 in moun van view and san jose. pacifica one of the cool spots along with santa rosa at 49. right around 50 to 52 degrees in our inland east view neighborhoods which is where we are right now in walnut creek. slouds and sunshine on the roads. ferries good, nothing gusty. cool this morning but mild this afternoon if you're waiting on mass transit. a look at the east bay valleys. we were near 90 on monday, barely near 70 in some neighborhoods. the clouds are opening, 63 at
