making headlines at 40. bill cosby remains freon bail for now after a jury convicted him on sexual assault charges. the 80-year-old faces up to 10 years in prison for each of his three convictions. so 30 max. sentencing will take place within the next 90 day pps cosby plan foss appeal. three of cosby's accusers broke down in tears after that verdict was read. and they embraced outside the courtroom in pennsylvania. there are still some small fires flaring up in concord today. crews began demolishing the burned out apartment complex. arson investigators will not go inside that building until structural engineers deem that it's safe. police in the south bay believe the man suspected of being the golden state killer might be linked to some local sexual assault cases there. but even if that is the case prosecutors will not be able to charge joseph james deangelo. abc 7 news reporter david louie explains. >> reporter: while joseph deangelo may eventually be linked to two san jose rape

cases from 1978, the prosecutors will not be able to charge him with the crimes. the statute of limitations for rape at that time was 10 years. the law was changed two years ago eliminating the time limit on rape charges. santa clara county chief assistant district attorney jay boresky was pushing for a change after 20 years after handling the case of a 7-year-old victim. even if deangelo could be tried for rape today he would get a break on sentencing if convicted. >> back in late 1970s someone that committed a rape and even used a fireman, the most time they would be facing in prison is about 7 years. now that same conduct would be 25 years to life. >> reporter: no one except the victim victims themselves cannot know the anguish of not seeing a victim face trial. in deangelo's case he can be put on trial for murder because the murder has no statute of limb

meanwhile in the sierra an outbreak of numerous thunderstorms and lightning strikes with heavy downpours that's going right now as we speak. a little bit of unstable atmosphere there over the syrah. back to the bay area where things are more stable overnight we an increase in low clouds and higher clouds. overnight lows mainly in the upper 40s to around 50 degrees. relatively mild overnight. a little cool ner the north bay valleys. breezy at the coast where highs will be in the upper 50s. around the bay we see highs in the low to mid-60s and up o'er 60s inland. cooler than average. the three-day tahoe forecast calls for gustedy winds. up to 40-mile-per-hour. mostly cloudy. and a chance of more thunderstorms moving through noe area on saturday and sunday. meanwhile in the bay area our accuweather seven-day forecast looks quiet through the weekend but cooler than average. and a chance of isolated sprinkles late tomorrow and saturday. then we'll get a milder pattern

last week was the 112th anniversary of the 1906 san francisco earthquake. and seismologists say california is due. dr. lucy jones has a book out called the big ones how natural disasters shaped us. what we can do about that. you go back to pompei, the volcanic eruption. you have researched the tragedies in history. what was your goal in writing the book. >> working as a seismologist and ether scientist with a more expansive view ever time than most. i realized i came to a different understanding of disasters as natural processes. and the process of talking to media, talking to people over decades gave me understanding how people think about them.

i took the stories of these older catastrophes to explore both the science but also the social science. what's the sclolg behind how we p>> are we ready here now? >> we are better than we used to be but not all the way. one of our biggest issues is you know when we learn that a building is not going to survive it doesn't dis. the building codes are as good as theabling in place. the potential death threat is a big issue. and then the potential economic disruption from the weak infrastructure. and the new building are only built to not kill you. if you can crawl out alive but a total financial loss. there is a law in front of the state legislator right now to move to having permanent building, not disposable. >> where are you are won the

early earthquake system. japan has it china has it mexico has bits and pieces. >> there is a prototype across the northwest pacific and california. we need stable funding and a distribution system. we haven't gotten the mechanism for dribing it. it needs steady funning to count on it. >> what needs to be done to prepare worldwide? >> i think the biggest issue is we need to believe in the threat and we need to believe that we can do something about it. we are so afraid of the randomness of the disasters. we keep focused on why did it happen to me and not someone else? but if intsz we say it's inevitable what can i do to prevent the damage, because the hazard is inevitable. but the disaster is not. and we need to believe that. >> you wrote about katrina how the poor are more heavily impacted. these are tragic stories.
