pond. the duck pond has served as a home to water foul for decades. laura anthony has the story about the fight to preserve that pond. >> reporter: what is left of a long time local landmark in livermore neighborhood. a duck pond that is now turned to muck. >> we want to save the pond. there is a whole ecosystem that is here and it needs to be preserved. >> we need to stop and get them some water. get them fresh water. >> reporter: once home to a variety of ducks, geese, and several species of birds fish, frogs and turtles. and now it has been fenced it. and much of the wildlife like these geese relocated. >> they disappeared.

the city said we voted there. and i don't think we did. >> we have had over a year of community outreach. >> reporter: it is part of a larger master plan to turn the old golf course into open space without a pond. >> the pond is in poor condition. the resident geese and water foul get into traffic and cause traffic issues. and we haven't had a viable water source for a couple of years now. >> reporter: the issues began with the pond three years ago when spring town golf course closed. and basically, the irrigation system went away. many who lived here surprised to hear the pond would be removed. >> adds insult to injury to put a skate park here. >> if you are going to pave paradise and put a skate park, there is a song about it. >> reporter: petition drive to stop it. the city plans to remove the

pond completely. once the ducklings are old enough to fly away. b.a.r.t. is launching a pilot program to clean up an unsanitary problem. elevators which are sometimes used as makeshift toilets. to keep them clean, b.a.r.t. is teaming with muni and an organization to hire elevator at attendants. some riders call it a much needed improvement. >> you get in there and you smell the urine and you know exactly what it is. >> i think everyone is actually happy. it is not just the commuters. it is san francisco in general. >> the pilot program will focus on a civic center. muni and b.a.r.t. splitting the

>> asking questions about us. >> reporter: the sellers sent them pictures and a happy they thought it was strange when the seller required payment by western union, but they wanted the dog and wired the $550. and the seller said the dog would be shipped from washington, d.c. but there was no dog, only a demand for more money. saying bosco needed insurance because he was less than six months old. needed to wire another $1,100. >> then i realized it was a scam. >> it was crushing. >> reporter: cora fell in love with a teacup puddle

she found online. the seller said they could get the dog soon if they paid by western union. >> and i thought that odd but thought it was excited. >> reporter: they wired $1,300 and waited for the dogs and received another e-mail. >> they are too small and they require special crating. >> reporter: demanded $1,250 to ship the dog. so they paid it. >> waiting for the dogs to be delivered that next day and no dog. >> reporter: just another demand for more money. >> tens of thousands of consumers in the united states have lost money to these types of pet scams. >> reporter: scams are on the rise growing to 37,000 reports to the ftc over five years. estimating only 10% of victims
