back-up. we've got a crash westbound 580 grant road in the right lane. check this out, a seven-mile back-up. grant to altamont pass road, that's already jammed. looks like it will save you a little time. 30 to 40 minutes already if you're leaving central valley. bay bridge toll plaza looking better, stackup in the cash lanes once again. no metering lights yet. that should happen around 5:20. the mayor of santa clara will ask a city councilmember to resign. >> nine police reports filed accusing the councilman of sexual abuse or improper behavior. matt keller live at santa clara city hall. matt. >> reporter: good morning. a big meeting at city hall. the city council will address these allegations as the mayor is calling for more action against her political rival.

>> ask the councilman be removed from committees. ask that the council stop excusing his absences and stop paying him for being on the council, and ask both individually and collectively as a body, ask him to resign. >> a civics teacher running for board of supervisors. campaign staff accused of unwanted hugging and making inappropriate comments. santa clara police say they have received nine complaints from unwanted sexual behavior. he denies the allegations. santa clara mayor says tonight's meeting will provide an opportunity for him to respond to these allegations. meanwhile police are performing follow-up investigations to these investigations.

abc 7 news matt keller. a lot of people talking about the earthquake last night. >> i definitely felt it. its power across the area as far north as santa rosa p. >> reporter: 39.5 earthquake hit two miles east of oakland after 7:15 p.m. you can see the camera shake at the giants game in san francisco. in hayward sophia and her son joseph were watching the warriors game on tv. >> the house just shook. it went back and forth, you know. i have a cockatiel named lucky. he was flying around in his cave warning us before. >> i was thinking to just duck and cover. >> he said there wasn't enough time. the quake only last add few seconds. this map shows the quake's intensity. areas in light blue hit the hardest. >> downtown oakland area. we are holding all trains until we can get preliminary reports

that your safety is confirmed before having the train continue on. >> bay area commuters may not have felt the jolt but they felt the impact. b.a.r.t. put trains on hold temporarily for track inspection. muni went into manual mode for the same reason. >> for in know we just experienced an earthquake. nothing further as far as the magnitude. >> a notification from alameda county reported no known damage or injuries. in hayward, katie marzullo, abc 7 news. we're hearing from the mother of a child nearly kidnapped by a stranger in san francisco. a homeless woman is accused of trying to snatch the two-month-old from her mother in the mission district sunday s neighbors jumped in to help and got the stranger to let go of the baby. the child's poor said she held firmly to her infant. >> diamond harris is charged with felony kidnapping and child endangerment.

neighbors say the homeless are creating more and more problems on the normally quiet street. >> the man charged with stealing rainbow flags and making threats in the north bay will make his first court appearance. police arrested vincent o'sullivan. they believe he took the flag from a pole in april and another earlier this month. one was found tossed in the river. they found he made bomb threats against lgtb community. he's being held upon $50,000 bail. houston, you have a problem. >> after the prokts worked the whole season for that home court advantage the warriors took it in game one. warriors started out slow but picked it up in the second half as we've done through the season. final score 119 to 106. game two is tomorrow night in houston. golden state will try to take a 2-0 lead in the series before heading home for games three and four. great to see, mike.

you'll start with a lot of cloud cover and 56 by 8:00, 10:00, 60. by noon up to 65. you'll hang out in the upper 60s 8:00. looks pretty quiet weather wise. i have a chance of showers in my seven-day forecast. we'll see if it's quiet to start the day. >> start in an area kbooit, walnut creek 680, no issues here, nice light volumes. no so light if you're trying to get out of the central valley. some roadwork went 15 minutes late westbound 580. that was followed by a crash around grant line road. that combination not good. westbound 580 tracy to dublin our sensors are saying one hour 44 minutes right now. that is brutal. the roadwork is gone but crash blocking the lane. southbound 680 dublin to mission boulevard 13 minutes, 101 to

mode when she rear-ended a fire truck. police say she was looking at her phone when it happened. the driver suffered minor whiplash, was not taken to the hospital. musk said amazing how little the driver was injured. the cleanup at hunters point shipyard offered to pay for and hire an independent contractor to proof its work was valid. this comes after a hearing yesterday that called for retesting after allegations surfaced fake soil samples collected. abc 7 news reporter lean melendez has that. >> i want to say unequivocally i want the navy to test. >> representing hunters point neighborhood which for decades has been undergoing testing and removal of toxic material left behind by the navy. but recent allegations of improper clean up by outside firm tetra tech has an entire community demanding an investigation. >> we've been saying the data being collected was fraudulent.

we've been saying the navy has been lying to us, that their contractors are lying to us. >> two whistle blowers admitted to faking soil samples to demonstrate radioactive waste from ships involved in nuclear testing was being properly handled. burt bowers is a third former worker for tetra tech. he was a radiation safety officer for the company for ten years. he was terminated in 2011. >> we caught them. the time we caught them, we were kicked off the project. >> tetra tech received hundreds of millions of federal dollars to perform the work. the company is now offering to pay for and to hire an independent contractor to do the retesting. >> tetra tech again stands behind the work it has done. it performed the services it was contracted to do to the standards that were set by the navy under the contract with the navy. >> today the area has the largest redevelopment project in the city. >> we were being told oh, no.

forecast. let's jump in and show you what's going on from south beach. yeah, can you see it. my accuweather highlights. brighter, nothing warm again today. better chance of drizzle tonight and high temps rebound for the weekend. all right. here is a look what's going on as far as cloud cover. can you see it's extensive once again at 7:00 this morning. notice by noon it's a little less extensive than it was yesterday. so i think you may need sunglasses in many areas at noon where we didn't yesterday. the exception the coast, san francisco, down to the san bruno gap. that will definitely be cloudy. you can see by 4:00 pretty much same conditions we had at noon with same areas cloudy. by 7:00, look at that. clouds will come back even faster than yesterday. they will bring a little more moisture with them. that means we'll have a better chance of drizzle tonight. as far as today we'll call partly cloudy skies to mostly sunny in the south bay, upper 60s to low 70s. we'll be partly cloudy skies on the peninsula, mainly mid to upper 60s, millbrae 72. mid to upper 50s.

good morning, never more than 7 minutes away from my accuweather forecast. take a look at san rafael, 101. fog, cloud cover. this is one of those areas cooler than average. concord 8. temperatures there low to upper 60s. ea san francisco cooler with an average of 59. the judge given diocese go ahead for more testing what the diocese calls major design and construction knauss at one of its churches. the diocese wants to determine what it will cost to make repairs to cathedral of christ the light and who will pay. church leaders say defects
