here takes westbound 580, slowly improving crash before grant line road that cleared a few minutes ago. we had roadwork about 15 minutes late this morning. everything clear. speeds starting to clear, 14, 12 miles an hour respectively. grant road. good news in walnut creek southbound 680 before highway 24, a minor crash reported. that has cleared the boards, too. we'll take a look at drive times next. a disturbing look in the fairfield home after police discovered they were apparently living in these conditions. >> their parents facing several charges, abc 7 news reporter amy hollyfield responding to acvaluations. good morning, amy. >> reporter: good morning, natasha. they could be facing more charges. police have charged them with

torture, child abuse but they are looking at more. here are the parents. inna rogers and jonathan allen. rogers says her husband looks scary because of his tattoos. that's why people are quick to judge them. police released pictures from inside the home. they found human and animal feces, garbage and spoiled food throughout the house. and they say the children told them about being tortured. the mother says it's just not true. >> describe incidents of intentional abuse resulting in puncture woundspwoundspwoundspwp consistent with bb gun. >> take my children in, get x-rays on them. do whatever you have to do. you will find nothing. >> investigators say the couples 10 children range in age from four months to 12 years old. the mother says she is a good parent. she is out of jail on bail.

her husband is being held on $5.2 million bail. the district attorney could decide whether to file more charges within the next few days. reporting live in fairfield amy hollyfield abc 7 news. amy, thank you. new development in the wake of racism allegations in the san jose department. >> muslim civil rights organization sent a letter demanding the department investigate complaints of racial bias and take corrective action. it also wants police officers to go through actuality ral sensitivity training. last week we told you officer nabil haidar filed a harassment claim against the city. he's regularly called taliban, isis and lebanese bomber every since 9/11 attacks. his lawyer said he filed an internal claim in november but it was never addressed. sjpd would not comment on the lawsuit but said diversity is the department's biggest strength. parents in novato are not

of this victorian home in san jose. can you see the damage done to this home. firefighters say this started on the deck. they got the call at 4:45 this morning. about a half hour later they had knocked down, under control right now. that's the good news. everybody inside was able to get out safely. three people inside. have you an adult, 20-year-old child of that adult, and also a teenager who are able to escape. they are going to need red cross to find a place to live for the next couple days at least as they get a contractor to come in here and fix the damage that was done here at this home. can you see that the fire from the front of the building, you can't see it because it was all in the back. they were very concerned about it spreading to nearby homes on 9th street. they were able to contain the fire just to this one home. two alarms out here for firefighters. it appears they are done with the major work. they got the flames out. now they are making sure there's no flames inside of the walls or in the attic. they are, of course, going through that and putting water

of a child who was nearly kidnapped by a stranger in san francisco. a woman who is homeless accused of trying to snatch this baby from her mother on sunday. thank goodness neighbors jumped in to help and got the stranger to let go of the baby. the childmother said she held firmly to her infant. >> diamond harris is charged with felony kidnapping and child endangerment. neighbors say the homeless are creating more and more problems on the normally quiet street. happening today the trump administration will try to persuade federal appeals court it was justified ending daca program. in january the judge blocked the pad manages from canceling the program. the government wants an appeals court to overturn that ruling. a three-judge panel will hear the arguments in pasadena. at a later date the panel will issue a written decision at san francisco headquarters. daca has protected 700,000
