squaller. >> the district attorney upped the charges against ina rogers from misdemeanors to felony child abuse. her husband jonathan allen is charged with torture and child cruelty. allen did an interview yesterday from the slolana county jail. the san francisco police department is reportedly paralyzed after a surprise vote last night. >> they completely neutered the police commission, not able to meet because they don't have enough people sworn in. >> mayor mark farrell is surprised his reappointments were -- >> it's embarrassing for the board of supervisors to do this. >> i would say it's a shock because i had no idea this was

afoot. >> joe marshal has been a member since 2004. the commission now only has three members which is not enough to hold meetings and make decisions. >> all our work for now stops. i just hope everything goes smoothly in the interim. >> the business of the city still will be able to move forward. >> supervisor malia cohen says the board can fill several vacancies in the next month. >> instead of just rubber stamping and going the easy route which is what mayor farrell was proposing, i think we need to put more thought and energy into selecting highly motivated new candidates. >> other supervisors who rejected the reappointments say they think the new mayor should make those decisions after the june election. >> mayor farrell wants to add 250 more officers to the police

force over the next four years. the proposed budget he unveiled sets aside $34 million for the new officers, new vehicles and equipment. some members of the board of supervisors are raising concerns about the long-term cost of the new hires. the final decision will be up to the new mayor come june 5th. >> right now there's an ash fall advisory for parts of hawaii's big island. there is a burst of volcanic ash spewing from kilauea. huge plumes have risen as high as 12,000 feet above sea level. a new fissure has opened up overnight, bringing the total number to 20. a code red for air quality near those active fissures. hazardous sulfur dioxide is, quote, an immediate danger to health. scientists are warning when the lava finally hits the water table, it could trigger a major eruption blasting rock and

boulders from miles around. i'm keeping my eye on things throughout the morning. >> we're staying on top of a developing story this morning. southern california investigators say a deadly explosion that rocket a medical office building in orange county was likely intentional. the blast killed a woman and hit three people. a nearby day care had to be evacuated. first responders helped take children to a nearby target store. they think the explosion may have come from a package and are sifting through the debris to find the exact source. computer problems impacting a major bay area hospital chain. sutter health says it's experiencing problems with the internal website, electronic health records and communication system. the outage started monday night. doctors and nurses are forced to enter patient information manually, that is slowing down services. emergency rooms are still operating normally. some appointments have been

rescheduled. sutter has 24 hospitals across northern california. 15 california officials will meet in d.c. to talk is about immigration with president trump. sheriff adam christian son and fresno sheriff margaret mimms. both publicly critical of sanctuary policies. a white house official says they will strategize how to oppose the state's sanctuary law. a big break in an identity theft ring. a stolen credit card used at this hilton garden inn in cupertino helped crack the case. officers arrested five people. they say the suspects had stolen credit cards, checkbooks, electronic card readers and meth. investigators say they'll contact all the victims they know about. a new push in san francisco to cut back on plastic and save the environment. supervisors are considering legislation that would ban plastic straws and other food

wear like coffee steer rors and cocktail sticks. supervisor katy tang and asha introduced the ordinance at the store that offers only reusable and compostable straws. that would become the standard under the new proposal. if it passes, it would take effect july of next year. you're never more than seven minutes away from my accuweather forecast. we'll start with temperatures around san francisco. they look and feel just about the same as yesterday. we vt temperatures around 51 to about 54 degrees. places like the castro and the mission, about 53 degrees. let's take a look at the san mateo bridge. it's pretty dry right now. still a small threat of very light sprinkles to showers today, but we'll call it fair to good. everything is pretty much green because the chance is so small, whether you're driving, whether you're on the ferry today, if you're taking mass transit, once again, the heat is absent. it is cool this morning, it will

be kind of cool this afternoon if not at least comfortable. east bay valleys, temperatures in the mid to upper 70s. you'll be in the mid to upper 60s with the thickest cloud cover through the morning hours. for the south bay, the cloud cover will be a little thicker, a little longer. your temperatures should be in the mid 70s at least. lucky to get into the mid 60s starting around 2:00 and lasting through about 6:00. we'll take an hour by hour look at the absolutely slight chance of wet weather today. i want to bring alexis back in. the pictures are pretty devastating out of 880. >> we've got a horrible situation that started about 9:30 last night in fremont. here is a live look at that scene. northbound 880 is still closed. this crash happened around stevenson boulevard. all traffic forced off south of there at auto mall mark way. we don't have too much of a

backup right now. i did just see one of the vehicles involved get towed away. they're calling for a couple more that need to be towed away. we've got a lot of debris, the investigators out there this morning. if you missed matt keller's live report from the scene, three people are dead from this crash. we have five others who are hospitalized. i'll show you where this is on the traffic maps. there's the closure, northbound 880, it continues to be a sig alert. it does sound like they're getting the far left lane open, but haven't done that yet. everyone else pretty quiet. delay out of the central valley, westbound 580 tracy to castro valley, up to 49 minutes. highway 85 to say jose 11 minutes on 101. plans for a summit between president trump and kim jong-un hit a snag. north korea threatening to

it is 4:43 now. a renewed call to ensure all sexual assault kits in california are counted and tested. this comes after police used dna evidence to arrest the suspected golden state killer. advocacy groups says california has more than 13,000 kits of untested kits. two bills have been proposed to get through that backlog. >> we're talking about being able to solve the next golden state killer cases. there have been too many tragedies that have been avoidable because we have not tested these kids. that's what this is about. >> governor brown's latest budget proposal includes $6 million to help counties process forensic evidence. federal money is also available to help clear the backlog. >> oakland is considering its next step in the fight to ban coal shipments throughout the

city. a federal judge struck down an ordinance to stop planned shipments to the oakland army base. a developer wanted to use it to transport coal to asia. the city passed the ban citing health concerns. the judge did leave up the possibility of new regulations. the city council now has to decide whether to appeal the ruling. go warriors. tonight they'll try to take a commanding 2-0 lead against the rockets. >> they won monday night where they stole home court advantage. the warriors have recent history on the side. they've won the last ten -- ten game twos since 2015. the warriors say they expect the rockets to be fighting for their playoff lives tonight. game two tips off at 6:00 p.m. at the toyota center. >> even our sister station in houston tweeting kudos to kevin durant in the last game. >> that's not all they said.

>> we're finally hearing from them. >> they were rather quiet yesterday. let's talk about the weather. it's going to be pretty quiet today. there's a slight chance of sprinkles, maybe even a light shower, and you can see the cloud cover getting a little thicker over the exploratorium. it's not a completely gray morning. nor will it be a typical afternoon. we'll call it partly sunny with a stray sprinkle or shower. minor warming trend tomorrow, friday and saturday. by minor, temperatures will get back to average before another cooling trend hits next week and another upper level low like this little spin we're seeing right here on the satellite comes in and cools us down once again. this low, not much energy, not much moisture, but can't rule out kicking up something here at 700. the best chance is going to be over the north bay mountains at least according to this future radar return. you can see the rotation, the counterclock wise rotation keeping the central valley, the

chp is speaking about this terrible crash that has shut down northbound 880. let's listen in. >> killed three people, five people hurt including a baby. the investigation is still going on behind the chp officer. >> i'm the public informations officer. at approximately 9:32 last night we received a call of a multivehicle traffic collision with multiple parties ejected. our units responded on scene. it was 880 northbound at stevenson. when our units arrived on scene, they found three people ejected. along with emergency personnel found on scene, the three people ejected were determined to be deceased on scene.

an additional five people were transported, four of those being juveniles and one adult male. out of the five vehicles, one driver was arrested for dui, under the influence of marijuana. and that's what we currently have right now. the lanes have been shut down since approximately 9:30 last night. we're hoping to have them reopened between 5:00, 5:30. i'll take any questions. >> [ inaudible question ]. >> correct. all of the people that were transported, the four juveniles, the male adult as well as the three people that were pronounced deceased were all riding in the same vehicle. >> the white van? >> the white cadillac escalade. >> [ inaudible question ]. >> that's still under investigation, if they were wearing seatbelts at this time.

right now, northbound 880 remains shut down this hour after a deadly crash late last night. it killed three people and five others are hurt. we just learned a short time ago that those five hospitalized include one adult male and four kids. good morning, everyone. thanks for joining us. it's wednesday, may 16th. this is a major investigation that's been taking more than seven hours already. >> what a terrible crash. our hearts are heavy any time you hear children are involved. we're hearing a driver has been arrested on suspicion of driving under the influence of marijuana. >> matt keller just got new information from the chp. what do we know?
